Incumbents typical work assignments may include the following:

• Provides advice and guidance on cross-cutting procurement regulations or policy development and advises senior management officials on such matters as they relate to the work of the organization.
• Ensures compliance with FAR, DFAR, and CFR guidance related to small business goals and programs.
• Analyze the implementation and effectiveness of organization wide procurement policies, standards and procedures to ensure current and future compliance with all applicable provisions of acquisition regulations, statutes, or policy memoranda.
• Identifies and advises customers and procurement staff of possible vendor sources to provide enhanced levels of small business participation in the program.
• Participates in forums involving intra- and inter-agency and private industry participation for the purposes of policy development and coordination of relationships and activities of the DoD with other Federal agencies state and local governments, Defense prime contractors, small and socioeconomic businesses, and educational institutions.
• Interprets and applies relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
• Serves as the Action Officer responsible for researching, developing, preparing and publishing all contracting policies and procedures.
• Resolves complex problems not directly addressed by existing regulations or which require a decision by a higher authority.

• Hand Receipt Management: The incumbent is assigned to the Deputy Chief of Staff (DCS), G-8 and is responsible for the detailed accounting of non-expendable Government property issued to DCS, G-8 and Financial Management and Comptroller.
• Supply and Furniture Management: Performs property disposal functions. Determines and arranges for disposition of excess property in accordance with pertinent regulations/polices.
• Office Automation, Space Management and Safety: Performs various general office duties such as answering telephone calls, receiving visitors, supplying general information as authorized or referring calls to supervisor or appropriate staff members.

Major duties and responsibilities include:

• Inventory Management and Control: Responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition, and sensitive equipment
• Returns, Recalls, and Reutilization: Implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process

• You will maintain the centralized property and acquisition databases.
• You will resolve material support problems to include reprioritizing acquisition workload data.
• You will serve as the Government Purchase Card accountable official with pecuniary liability for any erroneous purchase card reconciliations and payments.
• You will be the contact for the day-to-day condition of the facility and perform routine walk-throughs of building locations observing all facility issues.
• You will develop a preventive maintenance schedule to ensure major mechanical equipment is maintained appropriately and remains operational.
• You will coordinate the assignment and adjustment of the supply work performed by the military enlisted and civilian Supply Technician located in the Department.

What will I do in this position if hired?

In this Inventory Management Specialist position, you will manage and coordinate inventory systems and processes to support disaster operations for FEMA.

Typical assignments include:

• Advising leadership on matters relating to disaster property management and accountability.
• Training and reviewing activities of property personnel and automated personal property systems.
• Assessing disaster property programs and presenting findings to leadership.
• Performing the duties of an APO while maintaining, updating and managing data within the property accountability System of Record.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 2 -year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

Functions as a Warehouse Worker Foreman in the institution's Federal Prison Industries (FPI) warehouse operation at a Federal Bureau of Prisons' facility.

Supervises inmate workers who are responsible for receiving, storing, shipment, and issue of a wide variety of supplies, materials, equipment and commodities required in the operation of the FPI factory.

Responsible for inventory control of FPI's raw materials and finished goods.

Determines sequences for loading materials and organizing incoming shipments for maximum space utilization, safety considerations, and damage protection.

Orders, transports, ships and stocks a wide variety of specialized materials used in the warehouse and factory operations.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

• Make purchases for a wide variety of medical supplies, equipment, and other services supporting hospital operations through the use of simplified acquisition procedures.
• Coordinate with requesting customers to obtain information needed to support or complete purchase requests.

• Initiation of orders for pharmaceutical and supply items through the Prime Vendor or other mandatory sources; assuring adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases, assuring inventory control through perpetual evaluation and analysis, funds control, receiving shipments of goods, assuring compliance with storage requirements for pharmaceutical items, and liaison with company representatives and managerial staff
• The incumbent will also review or prepare documents and reports regarding financial status, procurement issues, or inventory; verify or abstract information contained in various documents and reports; maintain various procurement files; and resolve discrepancies in shipments, payments, or other documentation
• The position requires the ability to function independently and requires exceptional skill in oral and written modes of communication.
• Has operational responsibility for ongoing inventories of drug products and pharmaceutical supplies and their procurement. Cost-effective turnover must be consistently identified and maintained. As a result, he/she must possess a thorough knowledge and understanding of procurement sources (i.e., prime vendor, open market, government excess, posted stock, and local), VA manual and associate circular procedures, and hospital procurement policies and procedures. Display a thorough understanding of policies, procedures, basic accounting and budgetary skills, the incumbent assures that pharmaceuticals and supplies are procured and maintained in the most cost- effective manner
• Works closely with appropriate staff (administrators, information technologists, supervisory, pharmacists, and other procurement technicians) to ensure seamless operation of the Drug Accountability Program. Resolves issues relating to drug accountability; identifies problems and corrects or elevates them to the appropriate level.
• Has knowledge of specifications and characteristics of a wide variety of prosthetic and supply items which Pharmacy supplies to outpatients. These include, but are not limited to colostomy, ileostomy, and urostomy bags (and associated products), irrigation sets and bags, IV solutions/bags, internal and external urinary catheters, syringes, needles, and bandages.
• Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, sources of supply, etc., based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns of medical practice, delivery time requirements, urgency of medical need, alternative sources of availability, etc. Maintains contact with vendors to get status of orders and expedite delivery
• Takes a lead role ln preparation, performance, reporting and analysis of periodic inventories of pharmaceutical and supply items as instructed by management with intent to maintain inventory turn performance that meets or exceeds VISN and National goals and expectations
• Processes outdated, unusable, and excess inventory for return to respective manufacturers or contracted waste company. This is accomplished on a regular, scheduled, basis, may involve numerous different manufacturers, and requires follow-up review to assure receipt of merchandise, credits, etc
• Performs related duties such as rotating stock when new orders arrive to minimize waste due to expiration and assisting in maintaining the orderliness and cleanliness of the Pharmacy.
