• Serve as a Senior Inventory Management Specialist with the responsibility for coordinating all required efforts internal and external to the Command to maintain combat readiness and sustainability.
• Responsible for developing, defending, and monitoring all necessary plans/programs to insure adequate funding for support of the assigned system(s) and customers’ requirements.
• Represents the Command and provides critical decisions at all meetings involving assigned weapon system(s).
• Serve as a Weapon System Manager responsible for fielding weapon systems.
• Serve as a Commodity Manager coordinating efforts to supply a complete system including all repair parts to a customer.

• Serves as the Supervisor of the Acquisition Procedures Division (APD) and as the Chief of the Contracting Office (CCO) for the Directorate of Acquisition Management.
• Serves as the procurement technical expert for initiatives such as designing and implementing a quality assurance process for reviewing pre/post contracting files.
• Preparing/creating/analyzing metrics for internal/external reporting and maintenance of pertinent records.
• Provides oversight of acquisition and contract administration execution.
• Leading, participating, establishing and maintaining a Policy Office.
• Ensures that procurement rules, regulations, and guidance documents are created and maintained.
• Ensures that contracting clauses and local operating procedures are promptly disseminated to acquisition personnel.

Duties:
This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Major duties and responsibilities include:

• Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,
• Procurement Support - Procures supplies and services to meet the purchase, rental, or lease needs of the organization; develops unique selection criteria for each purchase; Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments.; conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements; and,
• Administrative Support - Serves as the first line of contact for medical staff and customers in regard to procured items; develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes; performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility; and,
• Performs other related duties as assigned.

The duties of the position may include but, are not limited to:

• Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area.
• Recognized as an authority on expendable (EX) commodity management and serves as a subject matter expert to all services and service lines.
• Drivers License is required. DO NOT submit a photo copy of the License, a driving record will be requested once selected.
• Inventories managed include a wide variety of expendable items and durable medical equipment (DME) which may or may not be available through the Medical/Surgical Prime Vendor (MSPV) program or other negotiated or Federal Supply Schedule (FSS) contracts.
• Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines.
• Acts as a focal point for new EX supply procedures
• Makes decisions and commitments for the medical center on medical/surgical supplies that materially affect the VA HCS ability to provide medical care to Veterans.
• Researches opportunities for and conducts analysis of potential cost savings , efficiencies, and process improvements using quantitative analysis and historical usage patterns.
• Utilizes performance measures to conduct forecasting and quantitative analysis.
• Develops Standard Operating Procedures (SOP's).
• Conducts short, mid and long-term advanced planning for expendable items and DME, utilizing enterprise wide computerized planning tools.

• Develop and defend long range plans, programs, and budgets for assigned weapon systems.
• Provide research for long-term and special projects, analysis, interpretation and implementation of policies and guidelines relative to Major Item management.
• Develop and implement plans and studies for material acquisition, material change management, distribution, and related inventory management activity on assigned systems.
• Develop and implement new concepts in automated systems within a specific logistical business supply area to include: logistics data management, depot maintenance, major items distribution/redistribution and Propositioned Stocks or War Reserve.
• Brief recommendations for material requirements and/or planning to senior leadership.
• Develop concisely written messages, briefings and/or papers to inform leadership and/or influence decisions.

Assignment: Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the Commodity Management Division's subject matter expert and serves as advisor and consultant on inventory management matters. Plans, directs and manages the activities to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services.

Supply Management - Inventory Management, Control and Distribution 60%

• Oversees the inventory management, control and distribution of expendable inventory for a VA HCS and supported catchment area.
• Ensures maximum effectiveness in the management of inventories.
• Establishes procedures and oversees and reviews physical inventories and supply reconciliation.
• Establishes reporting techniques to foresee any potential problems in Supply control.
• Resolves any problem areas identified by the use of data and interpretation of such factors as value of items, volume purchase advantages, market conditions, storage facilities, holding characteristics, administrative costs, seasonal variations, cost of transportation, susceptibility of change and fluctuations, source of supply, and method of procurement.
• Plans the grouping of items and establishment of cycles of acquisition that will most nearly accommodate the best combination of these conditions, both marketing and otherwise.
• Analyzes, studies, develops, and directs systems in connection with the EX requirements in the medical center's annual budget development and strategic planning.
• Inventory accountability responsibilities may require site reviews throughout the VA HCS catchment area.
• Implements best practices, principles, tools and concepts to evaluate and improve supply system performance.
• Interfaces with peers, stakeholders and customers throughout the VA HCS and supported catchment area to coordinate management and control and resolve any issues or discrepancies.
• Develops strategies for implementing all future EX automated replacement systems, supply technologies and/or business practices.
• Coordinates with technical specialists on evaluating the impact of anticipated new technologies on supply processes and customer services; resolves conflicting requirements of several supply program areas.
• Serves as a member the Clinical Product Review Committee (CPRC).

• Supervises employees from separate but interrelated units comprised of the Inventory Management, Medical Supply Distribution and may include the Purchasing section
• Makes recommendations for promotions, reassignments and awards; and conducts semi-annual and annual performance reviews.
• Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage.
• Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action.
• Assists in hiring and successfully transitioning new hires into the position.
• Develops the ability of subordinate staff as appropriate to perform and contribute to the organization through coaching, mentoring, providing ongoing feedback, and by granting opportunities to learn through formal and informal methods.
• Writes, develops, interprets and implements policies and procedures to ensure an efficient program, in order to avoid inefficiency at the medical center and supported catchment area.
• Continually assesses the operation of this program and develops and recommends new or revised procedures and directives, as needed, to ensure efficiency and effectiveness
• Ensures assigned areas of responsibility are in compliance with applicable policies, regulations, and guidance including safety.
• Assesses training and educational needs of the Logistics Service in order to develop, present, and evaluate effectiveness of training plans.
• Implements training programs and generates detailed reports as to the status and effectiveness of training plans.

• Manages Federal and agency programs for the return and reutilization of medical supplies.
• Ensures compliance and immediate response to the VA National Center for Patient Safety Recall Office.
• Approves emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls
• Serves as the utilization and disposal official for excess consumables.
• Other duties as assigned.

• Executes the demand planning program for a complex portfolio of weapons systems and/or component piece parts.
• Evaluates and synthesizes analysis provided to resolve difficult demand planning issues involving processes, work methods, supply data management, and day-to-day operational procedures for assigned secondary items.
• Supports the development and implementation of outcome-based demand support strategies that optimize supply chain management principles to enhance system readiness and life cycle cost affordability.
• Applies strong analytical and quantitative methods to plan scenarios to mitigate supply chain risk.
• Develops options to allow for differing or conflicting program requirements that cover multiple supply objectives including inventory management for assigned commodities.
• Supports supply chain management integration across the IPS Elements to optimize repair parts (Class II and IX) for system suitability, affordability, reliability, availability, maintainability.
• Provides demand planning, forecasting program, and process interpretations and recommendations to management officials and other supply specialists at the same and lower levels of the organization.
• Validates higher headquarters planning at the National Item Identification Number (NIIN) level, program level planning assumptions, return and demand history, and Foreign Military Sales (FMS) requirements.
• Executes the demand planning module and runs demand planning macros.
• Provides direct support to the Supply Planner regarding validation and correction of independent demand forecasts and generates forecast(s) reflecting all known planning assumptions to support monthly analysis and reporting operations.
• Monitors the status and effectiveness of material support provided as a result of forecasting techniques by identifying, analyzing, and resolving problems.
• Uses Enterprise Resource Planning (ERP) systems to review demand history, apply demand plan adjustments, and generate forecasts.
• Coordinates with various stakeholders such as the weapon system team and the systems analysts to maintain complete and correct demand material master coding in the ERP system by submitting change requests to the material master cell.
• Identifies unplanned demands/returns received and uses adjustments to address them in the demand plan. Investigates compatibility issues in ERP material master coding.
