Duties:

This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Major duties and responsibilities include:

· Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,

· Procurement Support - Procures supplies and services to meet the purchase, rental, or lease needs of the organization; develops unique selection criteria for each purchase; Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments.; conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements; and,

This position involves a multi-grade career ladder. The major duties listed below represent the performance level of GS-6. At the GS-5 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Duties to include, but not limited to:
Performs direct medical supply Purchasing to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans. This is a direct patient care position and the incumbent must work directly with the Veteran, his/her family, surgeon or clinical provider. Initiates procurement of all outpatient medical requirements to include; direct individual purchases to the Veteran, stock purchases for immediate availability, all medical surgical implants used during surgery, and/or rental requirements associated with continual outpatient medical equipment and supplies. Read, understand, and adhere to VA Provider Prescriptions/Consult to determine eligibility and entitlement of a Veteran's status for prescribed equipment and understand and follow acquisition regulations per VHA Directives and Handbooks, VISN policies and station memorandums, the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations (VAAR). Account for all expenditures and inventory working between two separate programs, the purchase card and the prosthetics program; which require the use and knowledge of unique 2237 or 1358 obligation methods. Balance expenditures against obligations between the programs and document all inventory and purchasing actions in the Veteran's medical record and make medical notes to update the clinical provider, PSAS staff, Veteran and his/her family.

Procurement and Purchasing Support

• Performs procurements within the simplified acquisition threshold through competitive open-market procedures or by placement of an order or blanket purchase agreement under a GSA Federal Supply Schedule (PSS) contract.
• Makes purchases of equipment, commodities and services using standard methods. Determines any additional information needed to support or complete purchase requests. Coordinates with requesting offices to obtain additional information determined necessary to support or complete purchase requests.
• Performs technical level purchasing support adhering to the FAR, VAAR, VHA, and Prosthetics Directives and Handbooks, VISN policy and station memorandums to acquire patient specific medical equipment, supplies and services. To include; rentals to meet the outpatient medical needs of the services, which include all outpatient durable medical equipment and supplies, rehabilitation equipment, mobility and daily living aids, neuro-sensory, home oxygen, inpatient surgical implants and supplies.
• Determines if requests or portions thereof can be met from Government sources. Determines appropriate commercial sources. Determines extent of competition required. Determines methods of solicitation. Prepares synopses for Commerce Business Daily.
• Develops Requests for Quotation. Identifies situations warranting vendor on-site orientations or conferences for prospective vendors prior to submissions of quotations.
• Solicits competitive offers. Actively seeks new sources and potential vendors. Evaluates responses to bids and requests for proposal.
• Documents all recommendations and actions. Compiles statistics and prepares reports on purchasing
  activities. Prepares purchase award documentation.
• Performs other similar duties as assigned.

• Performs a variety of duties in connection with receiving, storing, issuing, shipping, etc. within a warehouse area. Receives and unloads incoming merchandise deliveries. Opens, inspects, counts, marks, unpacks, segregates, and/or tags items. Verifies items against appropriate documentation to ensure correct items and quantities have been received; checks cost and retails prices; reports shortages, overages, damaged items, or any other discrepancy noted to the supervisor. May sign for merchandise received.
• Warehouses stock according to specified locations. Periodically checks labels or bins for location accuracy; corrects or notifies supervisor of problems. May be assigned specific area for the performance of this function. Pulls merchandise in accordance with established procedures for shipment, transfers or customer orders as directed by system or supervisor. Verifies information shown on respective documents against information on merchandise or labels.
• May provide assistance in the Trouble Freight area performing limited tasks in connection with receipt, storing, and shipping of over shipped, not on PO and/or damaged merchandise. Assists in preparing vendor credits/surveys and return to vendor (RTV) and processing same following established procedures.
• Performs periodic inventories as required, and assists supervisor with inventory preparation.  Performs basic housekeeping duties to maintain stock areas clean and orderly.
