Job Description
The Assistant Procurement Manager is responsible for assisting with the management and control of the Corporate Procurement service, covering governance, accountability, guidance, support, training, risk management and transactional management of council tendering and contracting processes. The postholder also assists with managing the wider Payments and Procurement section.
Requirements
Supporting the Finance Manager in the management and delivery of the Payments and Procurement Service (with main responsibility for the procurement elements)
Provide supervision, direction and support to Payments and Procurement staff
Assist in ensuring that the Section is adequately prepared for changes in regulations affecting all aspects of procurement and support the development of any resultant impact on procedures and processes
Ensure the provision of a professional advice service to the Council on the requirements of relevant statutory bodies and the Council's regulations and procedures
Ensure all procedures and related systems are developed to deliver an efficient process and appropriately documented
Manage, train and develop staff
Assume the role of Lead Officer for appropriate corporate contracts
The Individual
Managerial experience in a procurement environment
Finance/Administration Diploma or Equivalent level
Computer literate to a good level of proficiency
Able to organise personal workload and that of others to meet set deadlines
Procedural and organisational skills.
Effective communicator both written and verbal
An understanding of finance control and administration
A flexible approach to new working practices and technology
Ability to develop and deliver training courses
Able to maintain strict confidentiality
Able to motivate and monitor staff
Able to work to own initiative.
Strong leadership and supportive approach to team members
An ability to work as part of a management team delivering services within resources available
Ability to work under pressure to tight deadlines
Ability to work in a shared office
Ability to work flexibly to meet the needs and demands of the service

Starting Salary: £47,068.45
£24.97 per hour
36.25 hours per week
