My client is an impressive not-for-profit organisation that is responsible for the supply of drinking water and waste water services to the majority of Wales.
Your new role
Contributing to the development of the Procurement team as an exemplar in the field of procurement, managing internal relationships with senior stakeholders and acting as a credible expert representative of Welsh Water and the Procurement Team externally. This will include:
- Delivering a range of frameworks and contracts at varying complexity and values including delivery under EU Utilities procurement law and Welsh Water company procedures
- Supporting the development of an enhanced commercial and contractual awareness across the business
- Providing Procurement Partner support to designated business areas, reducing costs and improving compliance
- Negotiating contractual agreements with strategic providers and satisfying day to day procurement requirements to ensure added value, savings, total cost management, quality and surety of supply
- Identifying and implementing strategies to manage and mitigate risks and contractual risks to the business
- Supporting the delivery of innovation and cost reduction to the business in both Capex and Opex through the establishment of best practice procurement including commercial terms, supplier relationship management, process efficiency /compliance and benchmarking of best practice
- Delivering cost savings and process efficiencies in own area of responsibility
- Undertaking and managing a robust, compliant procurement process including market analysis, issue of PQQ /ITT, assessment, contract placement and negotiation and contract and relationship management
- Ensuring compliance with EU procurement law, legislative requirements and Welsh Water internal procurement policy and process
- Providing advice and guidance on implementation of appropriate conditions of contract
- Providing risk assessment and analysis of defined procurement strategies
- Supporting the development of an enhanced commercial capability across Welsh Water
- Identifying future areas for the establishment of company procurement arrangements and managing and mitigating procurement contractual claims
What you'll need to succeed
- Commercial qualification e.g. MCIPS is desired
- Experience of leading OJEU level procurement exercises
- Experience of utility, oil / gas, engineering sector from client side desired
- Commercially focused with proven track record of delivering cost and process efficiencies
- Experienced negotiator, capable of operating at all levels and experience of drafting bespoke terms and conditions
