Key Roles and Responsibilities

Sourcing and Vendor Management:

· Evaluate supplier capabilities, quality, and pricing to ensure the best value for the organization.

· Manage and revalidate supplier prequalification and registration in Sembcorp system.

Supplier Relations:

Cost Optimization:

Qualification, Skills, and Experience

• Diploma in Building, Quantity Surveying, Engineering, Construction Management, Supply Chain Management, or its equivalent with minimally 5 years’ procurement management experience in similar capacity
• Proven experience in procurement and contracts management
• In-depth knowledge of procurement processes, vendor management, and contract negotiations.

Purpose and Scope

This position is responsible for providing procurement guidance and administrative support to requestors in accordance to the established SOPs and Policies.

Job Purpose:

Responsible for coordinating all purchases of food and beverage items, office supplies, capital equipment and contract services for Club. (Invite tender for services/goods). To ensure that all purchases are procured cost effectively and in appropriate quantities for required delivery in the approved price range. Responsible for the F&B costs and to ensure that daily and monthly reports on F&B costs are properly prepared on a timely basis.

Job Responsibilities:

1. Ensure that purchasing policies are implemented and observed by all departments.

2. Responsible for the daily operations of the purchasing department involving sourcing, evaluation and procurement of supplies with at least three suppliers for each requisition of new products and services.

3. Taking into account the product quality, product specification, supplier reliability and cost effectiveness, recommend to the requesting department the preferred supplier.

4. Ensure that each purchase order for new products and services is approved by the General Manager before committing to the supplier.

5. Contain and reduce costs through proper negotiation, product standardising, or innovative ways of sourcing.

6. Maintain a database of contracts and supplies information

7. Ensure that products and services received meet the specifications in the purchase orders.

8. Input and update purchase orders into computerised purchasing module. To follow up on outstanding purchase orders to ensure prompt delivery of products and services.

9. Follow up with suppliers on any discrepancies on pricing.

10. Ensure that the F&B stores are properly maintained and adequately stocked.

11. Ensure that stock items in the F&B stores are properly accounted for and stock records are accurately maintained.

12. Ensure that food and beverage costs are properly controlled by reviewing the monthly food and beverage cost percentage for each outlet.

13. Ensure that monthly food and beverage costs reports are promptly prepared and submitted to the Head, Food & Beverage and Head, Finance & Admin for review.

14. Prepare for open or close tenders upon annual review of prices for supply of food & beverage provision and other contract servicing.

15. Supervise the Purchasing Team.

16. Invite and review tender for supply of perishable items and services for other departments on a yearly basis.

17. Support business teams with agreement or contract requests to review existing relationships with strategic suppliers.

18. Ensure all supplier assessment and selection recommendations are reviewed and supported before submission to approval committees.

19. Participate in the monthly stock take exercise.

20. Reconciles the Physical count to the ledger records and does the reconciliation between inter-outlet records and the ledger records.

21. Support cost and quote calculations with considerations and advice to ensure reliable expectations and predictable outcomes.

22. Perform any other duties assigned by the Finance Manager and General Manager.

Job Summary

This Position Is Responsible for Identifying, Developing And Executing Procurement / Sourcing Strategies For The Most Cost Effective Pricing And Best Services with vendors for Professional Services category: (Management Consulting, Human Resources, Finance, Legal, Travel, Audit, Information Security, Research). Senior Analyst will also be responsible for building relationships with key stakeholders, managing escalations, understanding Business pipeline and forecast and providing a strategic plan for streamlining vendors while becoming a Subject Matter Expert for the appointed category. Training And Mentoring Junior Team Members and Implementing the Identified Opportunities Directly Alongside Senior Management
Analyst is responsible for leading and supporting the design and implementation of strategic sourcing activities (RFPs, RFIs, Market Scans, Category Management) for appointed category; participating in the strategic sourcing process by partnering with Business stakeholders to define specifications and requirements, leading, conducting internal and external data & pricing analysis, and providing recommendations based on analysis. Senior Analyst should be able to independently analyze Industry Markets And assess risk, gather intelligence on fundamental conditions, and technical Information that affects the category. Senior Analyst will also be responsible for contract negotiations and contract compliance. Senior Analyst are expected to have excellent project management, organization, and time efficiency skills as they will be managing several sourcing projects and contracts at a given time along with multiple vendors and internal stakeholders. Senior Analyst should be able to identify and develop cost reduction opportunities while maximizing benefit to the business.

Senior Analyst should be comfortable speaking and delivering PowerPoint presentations to internal business teams for projects / RFx’s as well as having excellent business acumen.
As a Senior Analyst you will gain a vast knowledge of the inner workings and operations for one of the largest healthcare plans in North America. Successful candidates should have a strong desire of learning about the healthcare industry.

Sourcing:
 Leads the design and implementation of strategic sourcing activities by partnering with internal users to define requirements and conducting external market analysis, assessing risk, gathering intelligence on fundamental conditions and technical information that affects the product/service.
 Leads the RFP process including (the bid process, negotiation process, analyzing supplier responses etc).
 Leads the negotiation process by analyzing and assessing supplier responses. Makes recommendations on supplier negotiation strategy.
 Research fact-based inquiries during the sourcing strategy development process.
 Contributes recommendations to sourcing strategy development.
 Develops, scores portions, and assesses responses from RFPs
Contracting:
 Serves as a lead in the contract and award process, negotiating the contract to completion with all applicable and necessary terms.
 Serves as the lead in the implementation and transition process of new agreements. Develop and lead portions of work/implementation project plans.
 Reviews contracts, pricing, purchase orders, and service levels agreements.
 Maintain web-based procurement tool Contracting Process.
 Manage the review and approval of contracts in accordance with Execution of Instruments Policy and other corporate policies.

Category Management / Analytics:
 Prepares reports, performs analysis and tracks benchmarking of category spend.
 Serves as a lead to collect and analyze data from disparate sources, draws conclusions, and makes recommendations to management on aspects of the sourcing strategy process.
 Independently gathers and synthesized third party (secondary) research.
 Creates and maintains category spending and pricing databases.
 Performs value analysis and total cost of ownership analytical activities.

Communication / Professionalism / Other Projects:
 Communicate and interact effectively (oral and written) and professionally with co-workers, management, suppliers, customers, etc.
 Maintain communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested.
 Serves as support in the continuous improvement in the procurement organization and in the other areas of the organization related to procurement.
 Serves as the support for the development and documentation of strategic sourcing policies and procedures.
 Leads strategic projects as necessary that add value to the organization
 Serves as a leader for new hires within Procurement and helps train them
