Job Description
We are looking for a procurement manager to lead the development and delivery of the Council’s Procurement Team and to ensure that the Council’s procurement of goods and services delivers best value.

Working in partnership with elected members and the Council’s leadership team, you will have responsibility for developing and implementing the Procurement Strategy and supporting the procurement of a range of innovative capital projects.
KNOWLEDGE:
The jobholder must have a degree level qualification and be a member of the Chartered Institute of Purchasing. S/he must demonstrate substantial experience of managing procurement and developing arrangements including policy development and corporate level negotiations.
(In exceptional circumstances membership of the CIP with substantial and extensive relevant experience at a senior level leading procurement strategies would be an acceptable alternative to the degree level qualification for appointment, but the jobholder would be expected to achieve a degree level qualification within a specified period).
Ideally the jobholder will have experience of offering professional procurement advice at an executive level and a proven track record of initiating, managing and delivering major change.
To be competent in the post requires the jobholder to develop an understanding of the Councils Strategic aims, the Councils performance criteria, procurement objectives and service demands and be able to respond to government consultation on procurement and identify the impact of new procurement legislation and regulation.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on you working 36 hours over 52 weeks per year the minimum actual salary for this position is £58,966.99 per annum.
Responsibilities
Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by the council.
