Area Information
Pictured Rocks National Lakeshore is located in Michigan's Upper Peninsula on the south shore of Lake Superior between the communities of Munising (population 2,500) and Grand Marais. The duty stations for these positions are at Munising and Grand Marais. Government housing may be available for rent. Amenities in Munising include basic shopping, medical facilities, and K-12 schools. Grand Marais has a population of less than 500 people and shopping is limited. K-12 schools are available in Grand Marais. Basic shopping and medical facilities for those at Grand Marais are available 60 miles away in Munising. Summers are generally warm and pleasant. The winter season may extend from October to May and is often characterized by cold temperatures and seasonal snowfall in excess of 140 inches. The area is rich in outdoor sporting activities including hunting, fishing, hiking, boating, biking, camping, and skiing.

MAJOR DUTIES:

• Performs construction and maintenance at developed areas for public restrooms, visitor centers, auditoriums, offices, recreational halls, dormitories, and housing units. Performs restoration, repair, and maintenance at historic areas for residences, lighthouses, outbuildings, fences, boats, and large cultural artifacts associated with historic sites, and grounds. Duties require a variety of skills such as carpentry, masonry, plumbing, electrical, and painting associated with the repair and maintenance of structures, related facilities and utilities.
• Works with a crew of two to four others. Works closely with the Leader and/or supervisor, assisting with the identification of problems and work needs.
• Performs journeyman level carpentry work and selective demolition and repairs to existing structures for air and weather-tight assemblies. Work items typically require close tolerance fit and structural soundness, necessitating accurate and careful removal of fabric and careful and complete process documentation; finished appearance is typically essential. Repairs or replaces interior finishes such as paneling and drywall.
• Plans and lays out work from blueprints, drawings, and written and verbal instructions. Determines work sequence, materials, and tools to be used. Estimates quantity, and types of materials to be used on projects.
• Stabilizes structures by replacing footings; replaces siding,and rebuilds floors. Repairs or replaces asphalt rolled and shingled roofs, wood shingled roofs, screens, floor coverings and screen doors. Assists in installing or replacing doors, windows, joists, studs, rafters, sheetrock and siding.
• Performs minor repairs to plumbing systems. Replaces faucet washers, valves, supply lines, drain traps, and unplugs commodes and repairs leaks
• Perform minor electrical repair, installation and troubleshooting of electrical systems.
• Prepare surfaces for painting, applies pre-mixed paint and stain, and replaces screens, hinges, and door closures. Scrapes and paints buildings, shelters, picnic tables and privies, using paints, stains, or preservatives.
• Performs minor concrete and masonry work. Mixes and pours concrete for footings and flatwork. Mix mortar and lay cement blocks in the construction of building foundations.

As a Licensed Professional Mental Health Counselor you will be responsible for providing services to eligible individuals who are experiencing a variety of military related psychological and psychosocial problems. Incumbents must possess the knowledge and experience to independently implement psychotherapeutic modalities in working with individuals, families, and groups to enhance the readjustment of Veterans, active-duty Service members, and their families. Functions and responsibilities include, but are not limited to:

• Intake screening and assessment: Complete all readjustment counseling intake procedures, including an assessment of risk for self-harm, military history and military related psychosocial stressors, and assess family readjustment stressors and document identified behaviors or symptoms.
• Readjustment counseling goal setting and service planning: Develop and periodically update an individualized readjustment counseling service plan that reflects a course of therapeutic and psychosocial interventions, including identification of achievable goals and measurable outcomes.
• Direct readjustment counseling service provision: Incorporate complex multiple causation in differential psychosocial assessment and direct service delivery to eligible Veterans, including making psychosocial and psychiatric diagnostic inferences within the clinical scope of practice.
• Risk assessment and crisis intervention: Conduct timely assessment of Veterans in crisis to identify immediate needs, evaluate risk, and initiate safety planning as appropriate.
• Care coordination: Links the Veteran with other community services, resources, and opportunities to maximize the Veteran's independence, health, and well-being.
• Coordinating readjustment counseling and outreach: Maintain active coordination with Vet Center outreach workers to ensure seamless referral to Vet Center services for those individuals engaged in the community at outreach events that may require follow-up readjustment counseling.
• Team cohesion and coordination: Actively participate in staff meetings designed to promote team building and staff development.
• Documentation/administrative responsibilities/consultation: Document all clinical interactions with eligible individuals and episodes of care coordination on their behalf as required by policy.

• Manage Front Range Environmental Restoration Program activities at multiple sites.
• Prepare letters, plans, scopes of work and other program documents to provide clear communication to regulators, other stakeholders, and contractors.
• Serves as a project manager for assigned component organization.
• Develops detailed remediation strategies, design drawings, and construction specifications for CERCLA/RCRA-related activities and facilities.
• Prepares and issues final implementation plans for CERCLA/RCRA-related activities and coordinates execution and operation of CERCLA/RCRA-related activities.
• Provides overall directions, coordination, and control of assigned projects to ensure execution consistent with environmental requirements of the Front Range Installation Restoration Program.
• Serves as a liaison with Federal, state, and local agencies as required.
• Manages technical and cost aspects of contracts in the role of Contracting Officer's Representative (COR) or Contracting Officer's Technical Representative (COTR).
• Monitors project reviews and based on these reviews, adjusts funding, schedules, and work for accomplishing the project.
• Resolves any relationship problems or conflicts that impede progress and ensure that contractor, Federal, state, local agencies, and government personnel work effectively toward timely completion of the project.
• Reviews plans, designs, and specifications for proposed modification of existing or construction of new facilities.
• Visits other Front Range installations to determine efficiency of existing facilities and equipment and assess methods and practices involved in, or planned for, the operation and maintenance of such facilities.
• Develops specialized engineering analyses and solutions to technical and maintenance problems.
• Establishes operation and maintenance standards for new or unusual installation activities having an adverse impact on natural resources, health, and the environment.

• Serves as Installation Management Branch Chief supporting DLA Disposition Services facilities.
• Plans, manages, directs, and reviews the work of employees and contractors engaged in providing a range of major support services for the worldwide DLA Disposition Services SRM program.
• Maintains involvement in the planning, permitting, construction, commissioning, renovation, inspection, decommissioning, and/or demolition of structures, installed equipment, infrastructures, and their environmental systems.
• Provides engineering, scientific, environmental, planning, real estate, and energy management support to the 110+/- CONUS and OCONUS Disposition Services facilities.
• Plans, directs and administers the physical inspections, quality assurance and administrative audits to evaluate facility and staff compliance with applicable energy management standards for facilities, equipment, and vehicles.
• Maintains liaison and an effective working relationship with HQ DLA organizations including the professional staffs in DLA Installation Management, the Military Service organizations, and other Department of Defense agencies and private industry.

• Serves as a senior facilities engineer and responsible for the Real Property Maintenance and Military Construction programs for regional DLA Disposition Services locations.

• Responsible for project management, design, layout, construction maintenance, and repair of projects consisting of electrical, mechanical, industrial, and architectural systems.
• Prepares facility engineering project documentation including cost estimates, design alternatives, economic analyses, project development brochures and environmental assessments.
• Serves as a consultant to the Command Group and the Resource Board, answering technical questions, and provides advice, assistance and professional design reference for all assigned sites.
