As an Attorney in the Claims, Labor and Personnel Law Branch, you will:

• Provide legal support to the Office of the Commissioner of the Internal Revenue Service and to the Office of Chief Counsel, Internal Revenue Service, and components reporting to those offices.
• Provide legal assistance and advice in the administration of the labor-management relations program established under the Civil Service Reform Act, including providing advice, assistance and litigation in arbitrations, unfair labor practices, and the negotiation of collective bargaining labor agreements of National scope.
• Provide advisory opinions and advice, both written and oral, on issues arising from labor-personnel and EEO matters, the interpretation of civil service laws and regulations, government representation, the Federal Torts Claim Act, and other related "non- tax" matters.

• Provide assistance in the investigation of grievances under the agency grievance procedure; and prepare law and fact letters in labor, personnel and EEO litigation.
• Provide legal assistance and support to the Department of Justice or Assistant U.S. Attorneys in Federal Court litigation.

As a Supervisory General Attorney (Labor) (Assistant General Counsel (Branch Chief)) GS-0905-15, your typical work assignments may include:

• Managing/supervising subordinate attorneys' performance in matters concerning compliance with Board decisions and orders (including those enforced by the Circuit Courts) through contempt and other collection procedures.
• Rewriting briefs or other documents at the last minute due to unforeseen developments, conduct legal research on novel issues, or prepare special memoranda.
• Exercising substantial independent judgment in making recommendations regarding special litigation cases and contempt and compliance cases, and in supervising interactions with opposing counsel.
• Establishing knowledge on the evolving labor law decisions of the Board and courts, pre-trial procedures, effective techniques of investigation and trial presentations, and evolving administrative law and civil litigation decisions of the courts.

• Provide legal advice and guidance on issues related to the conduct of OSI investigations and inquiries, and other initiatives to prevent or detect fraud and mismanagement in agency programs and operations requiring consideration of complex issues of civil and administrative law, practice and procedure, remedies and enforcement mechanisms.
• Conduct investigations and inquiries. Analyze allegations for potential violations of law; create investigative plans; conduct investigative interviews; obtain electronic and documentary evidence; review and organize evidence; present matters to the Department of Justice and U.S. Attorneys; and draft investigative reports.
• Represent the Inspector General as necessary, providing advice and support in connection with the Inspector General's participation in interdepartmental committees and projects of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and other interagency bodies.
• Serve as the resource point in the OIG for resolution of difficult legal strategies and issues concerning effective implementation of investigations related to the operations of HUD program areas nationwide.

The Inspector General's mission is to conduct independent and objective audits, investigations, and evaluations; prevent and detect waste, fraud, and abuse; promote economy, effectiveness, and efficiency; review pending legislation and regulation; and keep the agency head and Congress fully and currently informed. The incumbent serves as the FTC's Inspector General (IG) and administers and supervises a program of audits, reviews, and investigations designed to prevent and detect fraud, waste, and mismanagement in the programs and operations carried out by the Commission.

As the principal advisor and consultant to the Commission and Chair regarding the IG program, the incumbent designs a strategy that will assist in maintaining an atmosphere within the FTC that promotes the highest standard of integrity and accountability by ensuring a credible and impartial FTC IG system. The IG directs a broad and comprehensive inspector general program by providing executive leadership, coordination, strategic planning, and control over management of the OIG to assure balanced, comprehensive support and guidance of office-wide operations. The IG is responsible for establishing policy, overseeing program direction, and providing the necessary planned guidance in carrying out the OIG's objectives and a wide range of goals and initiatives.

The IG provides executive leadership, oversight and strategic authoritative policy direction for audits and investigations relating to the programs and operations of the Commission, and to prevent and detect fraud and abuse in such programs and operations. As a recognized authority and consultant, the IG exercises a high degree and professional competence in developing long-range strategies and goals to minimize the opportunities for the occurrence of fraud and waste and develops new theoretical and novel techniques and systems for the detection of fraud or the promotion of economy and efficiency in agency operations.

The IG also provides and issues comprehensive and defensible audit reports to the Chair for corrective action with respect to audit findings of deficiencies and for changes in agency policies, procedures, practices, and operations based on audit findings; and directs the preparation of, and issues audit reports on, matters involving agency policies, procedures, regulations, and other directives.

In addition, the IG provides leadership and direct and indirect supervision for the activities of the personnel and staff consisting of attorneys, and audit and investigative specialists in accomplishing the OIG's goals and objectives. Ensures management techniques and policies are based on sound organization, position, management, and federal employment practices. The Bureau of Justice Assistance (BJA) is responsible for providing federal leadership and assistance in support of state and local criminal justice strategies to achieve safe communities, and its Public Safety Officers' Benefits (PSOB) program provides death and education benefits to survivors of fallen law enforcement officers, firefighters and other first responders, and disability benefits to officers catastrophically injured in the line of duty. The incumbent in this position provides legal advice to all BJA personnel as to all questions of law arising from the processing or adjudication of any claim under the PSOB Program, ensuring that such processing and adjudication is discharged in compliance with law, after due diligence and inquiry, and without fraud, waste, or abuse.

PSOB Act Analysis, Advice and Guidance

Addresses complex legal issues while providing counsel to the BJA Director and the PSOB Program. Prepares administrative decisions, reports, legal briefs, opinions, and other documents related to PSOB legal matters. Participates in the drafting of legislation and regulations. Provides legal guidance to support the program's policies and procedures.

Reviews proposed legislation and regulations to assess their impact on the PSOB program and drafts memoranda and guidance accordingly. Makes recommendations based on feedback from the PSOB Program and assesses the legal implications of the proposed legislation. Suggests alternative language, as appropriate.

Coordinates the work of the PSOB's Legal Counsel's Office, and establishes clear project goals, systems, and methodologies to enhance the legal review process, case tracking, communications with the PSOB Office, work assignments, and timely case processing. Develops policies and procedures to streamline legal reviews, reduce backlogs, and improve the timeliness of claim determinations.

Provides updates to national public safety organizations and survivor groups about laws and regulations. In keeping with OJP procedures, assists the BJA and PSOB Director in responding to congressional and media inquiries regarding the Program.

Provides information and guidance to the OJP Office of the Chief Financial Officer on PSOB Program legal matter-related submissions for the President's budget, including Office of Management and Budget data-call submissions and DOJ spend plans.

PSOB Claims Review

Reviews claims filed under the PSOB Act and provides well-reasoned and thorough legal advice.as to legal sufficiency of determinations. Provides advice, support, assistance, and direction to all BJA personnel in evaluating what evidence or information may be necessary, desirable, or relevant to such processing or adjudication, and in obtaining such evidence or information, including from state, local, and federal agencies, as well as private parties, and including, as appropriate, through the use of administrative subpoenas. Ensures that the language of claim determinations is legally sufficient in articulating legal and factual grounds of the decision.

Oversees and manages the process initial level legal review of claims, provides legal guidance to independent hearing officer reviews of claims, and drafts of final agency determinations of claims. Trains legal personnel assigned to the program. Performs legal research in connection with issues that arise in particular claims and advises on relevant federal laws and regulations, DOJ rules and policies, and other laws that may be implicated by claims.

Supervision

Provides administrative and technical supervision necessary for accomplishing the work of the PSOB Legal Counsel's Office. Assigns, reviews, and supervises work of legal staff, provides guidance and training, manages staff performance, recruits and recommends action regarding hiring, and addresses personnel issues. Develops work plans, sets performance goals, and ensures team objectives are met in alignment with organizational priorities. Formally evaluates employee performance and resolves informal complaints and grievances. Fosters a collaborative work environment, encourages professional development, and maintains high standards of productivity and quality.

• You will lead the system engineering technical assessment and measurement efforts across the subprograms and modernization efforts of the Strategic Weapon System.
• You will develop engineering acquisition documents for the SSP subprograms in support of system engineering technical reviews, Gate Reviews and Milestone assessments and in accordance with DoD Instructions and policies.

Duties assigned to this position could include:

Provide legal analysis and advice on matters and problems that arise in the development of highly visible legislative and regulatory proposals, focused on energy conservation standards for residential appliances and commercial equipment.

Advise program offices on rulemaking requirements under the Administrative Procedure Act and compliance with applicable enabling statutes, Executive Orders, and other statutes governing the regulatory process.

Develop, draft, review, participate in negotiations, and provide comment on legal documents primarily concerned with DOE's responsibilities in this area.

Coordinate with the Office of the Assistant General Counsel for Litigation and the U.S. Department of Justice to defend against legal challenges to energy conservation standards issued by DOE.

About the General Law Office

The Office of General Counsel (OGC) serves as the chief legal advisor to the Agency's senior management and program offices on Agency rules, permits, response actions, implementation actions, litigation and legislation. OGC lawyers also work with attorneys in the Department of Justice to represent the Agency in defensive litigation in the federal courts. OGC attorneys routinely engage in challenging issues, addressing complex, and often novel or cutting-edge legal issues. They also develop strong analytical, problem solving and communications skills while working closely with their program policy clients, other OGC colleagues, other agencies and outside stakeholder groups. The General Law Office is one of several law offices that comprise OGC and consists of four practice group areas- information management law, information access law, employment and labor law and information technology and intellectual property law (IPIT). Incumbent provides national legal advice on issues involving patents, copyrights, trademarks, data rights, and other forms of intellectual property to the EPA Office of Research and Development, the EPA laboratories, and other EPA program offices. The incumbent handles policy and regulatory issues presented under the Federal Technology Transfer Act and handles related administrative filings, judicial litigation, and Congressional initiatives, inquiries, and briefings.

As the Patent Attorney in this position, you will:

• Serve as the legal authority on EPA's patents and ensure that legal position/rights of the Agency, inventors, and contractors are clearly defined and protected; this includes working with the US Patent and Trademark Office to ensure patents are properly maintained and prosecuted and consulting with scientists, laboratory directors, and contractors regarding potential patent awards.

• Develops, forecasts, and manages budgets for service units. Develops spend plans for material and overtime, training plans, and personnel scheduling.
• Evaluates maintenance with Computer Aided Facility management coordinator and adjusts to improve maintenance management.
• Plans and establishes Operations and Maintenance Branch leave schedules to ensure 24 hours a day, 7 days a week, 365 days a year coverage for the buildings located in Washington, DC.
• Trains and updates workforce on emergency situations and coordination with US Capitol Police (USCP), Security, Emergency Preparedness Directorate (SEPD), Library of Congress (LOC), and AOC’s Office of Safety and Code Compliance (SCC) on response efforts.
• Responsible for coordinating and communicating with Library of Congress staff on steam, domestic water, chilled water, and related electrical outage associated with maintenance and projects and provide formal notifications.
• Makes recommendations to LBG Senior Leadership Team related to operations and maintenance activities and personnel. Serves as liaison between service units and engineering staff for maintenance, facility condition assessment review, and programs affecting maintenance. 
• Coordinates and communicates with the other foreman, engineering staff, and service unit leaders to properly manage jurisdiction operations and minimize impacts to client operations from projects both internal external to the jurisdiction.
