• You will serve as full Deputy to the District Counsel and, as such, participate thoroughly in the accomplishment of overall office activities and objectives.
• Incumbent has full authority to function independently as the Deputy District Counsel.
• As principal assistant to the District Counsel, shares full responsibility for and participates in all legal and administrative functions and in the management of all activities of the Office of Counsel.
• Review the work of subordinates to include determining legal sufficiency, conformance to policy, and general soundness of legal conclusions.
• Share with the District Counsel professional responsibility for the work of all attorneys supporting the district’s environmental, project management, civil works and planning, contracts, labor, and real estate missions
• As the full deputy to the District Counsel, represents the District Counsel in meetings, conferences, etc., when the District Counsel is unable to attend.
• Train Office of Counsel personnel on work methods and procedures.
• Provide legal services for special missions, projects, and undertakings relating to all areas of District involvement.
• Render legal advice to include assistance, and support to all organizational elements of the district on the complex and difficult legal matters involving unique/novel questions of law, difficult legal or factual issues, very large sums of money.
• Provide the District's response to matters of civil litigation arising from the projects, programs and missions under the district’s jurisdiction.
• Prepare legal opinions to include legal instruments, and render advice to clients on complex legal matters.

The incumbent will be an entry-level analyst and work with an audit team in a developmental capacity to conduct reviews of the efficiency and effectiveness of Department of Transportation programs. The incumbent makes key contributions to a variety of possible products, including audit reports, briefings to DOT leadership or congressional stakeholders, and management advisories. The incumbent conducts all assigned phases of the audit in accordance with Generally Accepted Government Auditing Standards (GAGAS).

The incumbent will be responsible for assisting with:

preparing a comprehensive plan to guide the work, including the methodology for examining and testing (such as using statistical and/or judgmental sampling) of records and internal controls to determine the degree of efficiency and effectiveness of programs;

researching pertinent laws, legislative history, regulations, contracts, and internal controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function is conducted; and the nature and extent of management authority and responsibility for the program or function;

conducting site visits at field locations to gather evidence, based on the approved work plan;

conducting interviews with program officials at Headquarters and/or in the field;

analyzing quantitative and/or qualitative evidence gathered to identify potential findings;

writing sections of the debriefs to senior OIG management and drafting written products summarizing the results of the review, including potential findings and recommendations for program improvements;

preparing work papers that provide support for key findings and potential recommendations;

conducting entrance and exit conferences with the audited agency and conducting follow-up inquiries to evaluate the adequacy of corrective actions taken on prior audit findings; and,

supporting the team in issuing final written products that adhere to high quality standards and reflect internal OIG management review and comments received from the audited agency.

The work of this position primarily involves program audits. The incumbent, a professional auditor trainee, works with a team leader in a developmental capacity, to determine the effectiveness and efficiency of organizations, programs, and activities applicable to the Department of Transportation programs.  

The audits may cover the relevance or appropriateness of program objectives; the extent to which a program achieves a desired level of results; factors inhibiting satisfactory performance; alternatives for carrying out the program; the adequacy of management controls; and the validity and reliability of reported program effectiveness.

The incumbent of this position applies professional accounting and auditing knowledge, standards, and principles in performing an objective and systemic examination of pertinent information and documentation such as records, management reports, management controls, and policies and practices affecting the outcomes and results of the transportation programs.

The incumbent research conducted, laws, legislative history, regulations, contracts, and management controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function is conducted; and the nature and extent of management authority and responsibility for the program or function.

As a member of an audit team, the incumbent assists in all phases of audit work - planning the audit, conducting the audit, and preparing the final product.

The incumbent assists higher-level auditors and/or analysts with examining and testing (using statistical and/or judgmental sampling) records and management controls to determine the degree of efficiency, and effectiveness of assigned programs.

The incumbent conducts all assigned phases of the audit in accordance with Generally Accepted Government Auditing Standards (GAGAS). The standards require the incumbent to study and evaluate internal controls to determine the level of reliability; for the audit procedures required to answer audit objectives; and obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the program under examination. These tasks are performed under the direction of a higher-level auditor/analyst.
