The Associate Chief Counsel (Financial Institutions and Products) has jurisdiction over the taxation of financial institutions, and financial products, as well as tax issues related to tax-advantaged bonds. The Office provides legal advice and litigation services/support to the Department of the Treasury, the IRS, other Chief Counsel organizations, other government agencies, and the public.

As a Senior Technician Reviewer (STR), the incumbent serves as a technical expert with respect to the subject areas and functions of the assigned Branch. Subject areas for which FIP is responsible involve the specialty areas of tax law as it pertains to financial institutions and products, including banks, thrift institutions, regulated investment companies, real estate investment trusts, insurance companies, asset securitization arrangements, debt modifications, options, futures contracts, original issue discount obligations, hedging arrangements, annuities, life insurance contracts, other types of innovative financial instruments and entities, and tax-advantaged bonds.

As a General Attorney (Tax) Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office.
• Act as a reviewer, and in some cases as the initiating attorney, for some of the most complicated, difficult, and unusual assignments and projects involving the development and drafting of Internal Revenue legislation and regulations, considering recommendations for enactment of legislation and the promulgation of regulations, private letter rulings, revenue rulings, technical advice memoranda, Chief Counsel advice, and other advice memoranda dealing with tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices.
• Act as principal attorney in charge of recommending the policies and developing the procedures and regulations implementing new or amended legislation for specific areas of tax law and be responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
• Support the work of IRS and Chief Counsel components in all aspects of their work, to include litigation activities, technical advice and guidance, the preparation of briefs and appellate recommendations.
• As needed, conduct conferences and represents the IRS on specific issues of a highly complex nature with taxpayers and their representatives.
• As appropriate, represent the Office on training sessions, presentations and panel discussions before IRS and Counsel components, other governmental agencies and business and professional groups on technical and legal matters relating to the work of the Branch.
• In consultation with the Branch Chief, assign work to the attorneys and specialists within the Branch and advises on approaches to be taken. As required, and in cases in which the Branch Chief is absent, substitute for the Branch Chief and performs the full range of duties of that position.

The Senior Technician Reviewer (STR), is responsible for some of the most complicated, difficult, and unusual assignments and projects in the Branch. In consultation with the Branch Chief, the incumbent is responsible for the assignment of selected cases and projects to the attorneys within the Branch and for review of the work products. The primary work of the Branch involves the development and drafting of Internal Revenue regulations and considering recommendations for enactment of legislation and the promulgation of regulations, preparation of private letter rulings, revenue rulings, technical advice memoranda, General Counsel memoranda, and other advice memoranda addressing tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices. • Make recommendations on the need for initiating, consolidating, or eliminating programs and projects. Act as project manager, assign (in consultation with the Branch Chief) work to the attorneys within the Branch, advise them on approach to take, review work product, provide guidance in researching and analyze novel and uncertain points of law, and provide the Branch Chief with performance feedback of work performed.

As a Trial Attorney in the Office of the General Counsel (OGC), you will serve as the Litigation, Enforcement and Adjudication’s (Litigation) subject matter expert (SME) in labor and employment matters, including those that could pose a litigation risk to the agency. Responsibilities will include, but are not limited to:

• Representing the agency before the Merit Systems Protection Board (MSPB) and the Equal Employment Opportunity Commission (EEOC).
• Providing legal counsel to the agency on complex aspects of employment and labor law and represents the agency in employment and labor litigation matters.
• Conducting research into the law, analyzes and reviews or prepares briefs and pleadings for important cases in the United States District Courts, MSPB, EEOC, FLRA and its FSIP in which the Commission is a party.
• Representing the Commission as a trial attorney in complex and sensitive court proceedings, trials, hearings, arbitrations, and mediations concerning all facets of federal labor and employment laws before Administrative Judges of the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), and federal and district courts.
• Developing case strategy, tactics and presents arguments effectively from the initial complaint or charge through the conclusion of the administrative hearing, court and/or appeals processes.

Clinical Assessment

Assesses at-risk factors and develops a preliminary plan, involving the Veteran and family or significant others, and performs a thorough assessment of serious and complicated cases involving psychiatric illness.
• Verifies the Veteran's eligibility for VA medical care, and eligibility of program participation. They also help family members determine eligibility for indicated community programs.

• Responsible for providing case management for a complex caseload of homeless Veterans in the HUD-VASH programs in rural and remote regions of Central Washington.
• Performs on-site visits of HUD-VASH apartments/housing units in rural and remotely separated communities to ensure that Veterans reside in safe environments in compliance with local housing codes.
• Coordinates care including serving as an advocate on behalf of the Veterans and their family members to ensure comprehensive service delivery and linking and referring Veterans and families to the VA Medical Center, VA Regional Offices and/or community agencies. With the critical decisions made in our government every day, we need an intel analyst like you to do just that. As an intelligence analyst, you use your specialized regional, functional, and military experience and your attention to detail to develop analytic assessments to give your client the actionable intelligence and context they need. As an intelligence analyst on our team, you’ll help your client understand their mission environment. Using your comprehensive understanding of various collection platforms, you’ll explore new data sources, develop effective queries, and combine information from disparate sources, including SIGINT, HUMINT, GEOINT, OSINT, and MASINT. You’ll validate information and develop tradecraft as you build assessments for warfighters, senior policymakers, and US IC-wide products. As the authority on your topic, your client will look to you for time-critical recommendations, often under pressure.

You Have: 

• Experience with collaborating with DoD and Intelligence Community (IC) counterparts to promote situational awareness of changes in the operational environment

• Experience engaging with senior government and military officials

• Knowledge of the DoD enterprise, wider IC, and Combatant Command environments

• Knowledge of IC-standard intelligence and production tools, databases, techniques, and platforms

• Active TS/SCI clearance; willingness to take a polygraph exam

• Bachelor's degree and 8+ years of experience with intelligence analysis supporting the Department Intelligence Enterprise or IC or 12+ years of experience with intelligence analysis supporting the Department Intelligence Enterprise or IC in lieu of a degree

Nice If You Have: 

• Experience as an all-source analyst supporting CCMD or component organizations

• Ability to display a willingness to learn and show flexibility to work multiple problem sets across different regions

• Possession of excellent oral and written communication skills, including confidently interfacing with leadership

• Master's degree preferred

Clearance: 

 Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.
