The Local Recovery Coordinator (LRC) functions as a champion and advocate for the recovery model. LRC also serves as a recovery ombudsman to the Associate Chief of Staff of Mental Health (ACOS-MH), program managers, and staff on recovery and implementation of recovery-oriented services. In conjunction with the ACOS-MH, the LRC develops a 3-5 year plan for the facility that identifies staged implementation of recovery-oriented services (e.g., use of recovery plans). LRC is responsible for coordinating the evaluation of recovery implementation at the facility and reporting results to the National Recovery Coordinator (NRC). With guidance from the NRC, the LRC will implement measures to assess recovery policy and procedure adherence, as well as assess the extent that the recovery model is embodied in the Mental Health programs. • Develops a facility recovery education plan for providers and Veterans and their families.
• Develops an ongoing education plan for providers, Veterans, and families that includes recurrent didactic presentations about elements of recovery (e.g., recovery plans) and recovery implementation by experts.
• Serves as consultant to Mental Health programs and recovering Veterans in development of peer support groups, consumer counseling, and consumer operated services, as per local needs and resources.
• Advises the Mental Health Program Managers on filling peer specialist positions and serves as a consultant to peers specialists.
• Assists with VA regional or local recovery-oriented trainings, meetings, or conferences as needed.
• Serves as a Mental Health Liaison to the facility Consumer Council.
• Provides an annual report on implementation progress to the VISN, RC and the NRC; other reports will also be prepared as requested.
• Meets quarterly via conference call with the VISN RC to coordinate a network response to recovery implementation and implementation of CO policies and procedures related to recovery.

• Provides a variety of direct psychological treatment services addressing the complex psychosocial issues faced by the Veteran patients served in outpatient PCT.
• Provides assessment, evidence based treatments for PTSD within the PCT.

Clinical Responsibilities

• Screening/ Assessment- The Licensed Professional Mental Health Counselor will develop a biopsychosocial assessment of the veteran in collaboration with the interdisciplinary treatment team, the veteran and family members/significant others.
• Biopsychosocial Assessment - The incumbent demonstrates an understanding of the range of treatment and skills needed for all adult patients, being sensitive to human growth and development, age-appropriate needs and concerns of the veteran, and be able to provide current and advanced techniques to the treatment of this veteran population.
• Treatment Planning/Goal Setting - The Licensed Professional Mental Health Counselor is responsible for contributing to the development of the treatment plan and setting achievable treatment goals with the veteran, family members/significant others, and other clinical staff.
• Referral to Service Providers - Throughout the course of treatment, the Licensed Professional Mental Health Counselor is the subject matter expert on VA and/or community resources.
• Crisis Intervention -The Licensed Professional Mental Health Counselor is experienced in making rapid assessments and developing crisis management plans for admission to mental health inpatient programs.
• Therapy - The Licensed Professional Mental Health Counselor provides individual and group evidence-based therapies (i.e. CPT, PE, CBT, etc.) to veterans.

As a Licensed Professional Mental Health Counselor you will be responsible for providing services to eligible individuals who are experiencing a variety of military related psychological and psychosocial problems. Incumbents must possess the knowledge and experience to independently implement psychotherapeutic modalities in working with individuals, families, and groups to enhance the readjustment of Veterans, active-duty Service members, and their families. Functions and responsibilities include, but are not limited to:

• Intake screening and assessment: Complete all readjustment counseling intake procedures, including an assessment of risk for self-harm, military history and military related psychosocial stressors, and assess family readjustment stressors and document identified behaviors or symptoms.
• Readjustment counseling goal setting and service planning: Develop and periodically update an individualized readjustment counseling service plan that reflects a course of therapeutic and psychosocial interventions, including identification of achievable goals and measurable outcomes.
• Direct readjustment counseling service provision: Incorporate complex multiple causation in differential psychosocial assessment and direct service delivery to eligible Veterans, including making psychosocial and psychiatric diagnostic inferences within the clinical scope of practice.
• Risk assessment and crisis intervention: Conduct timely assessment of Veterans in crisis to identify immediate needs, evaluate risk, and initiate safety planning as appropriate.

Behavioral Health Interdisciplinary Program (BHIP) team-based care provides Veteran centered, recovery-oriented, and evidence-based services. The Licensed Professional Mental Health Counselor (LPMHC) serves as a BHIP Associate, providing expert care to Veterans served by the VA Medical Center's interdisciplinary outpatient mental health clinic utilizing evidence-based interventions for Veterans with a wide range of mental and behavioral health conditions. Major duties include, but may not be limited to:

• Provides case management which includes determining and monitoring care coordination needs over time, and facilitating follow-up and outreach as needed to promote proactive, personalized care and care continuity.
• Follows national guidance and local policy and SOPs for mental health services.
• Participates in program planning and development, advising the supervisor of shifting trends in caseloads and identifying the need for making recommendations on program procedures and/or policy changes based upon work experiences.
• Provides a broad range of psychotherapeutic interventions, including evidence based treatments when appropriate, to Veterans and families as needed throughout the continuum of care.
• Conducts biopsychosocial assessments to assess high risk factors, including suicidal and homicidal ideation, acute needs for VHA or community-based services, and to determine case management and treatment needs of Veterans.

This position is multidisciplinary and may be filled as a Marriage and Family Therapist, Licensed Professional Mental Health Counselor, or a Social Worker at the Program Manager/Coordinator level.

Serves as a Licensed Professional Mental Health Counselor Program Manager, RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).

• The VCD supervises both professional and nonprofessional staff including multi-disciplinary team of mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distant from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center
• Administrative and outreach staff service functions are also the responsibility of the VCD

The Deputy Licensed Professional Mental Health Counselor Deputy Program Coordinator works closely with the local BHIP Program Manager/Coordinator, and has direct line authority and is accountable for all aspects of the clinical care and support services provided to Veteran in the BHIP program at a specific location. In addition to providing direct patient care, this psychologist has substantial administrative/managerial, supervisory and training responsibilities.
