Uses professional engineering skills in engineering disciplines to review contract plans, specifications and work statements for adequacy from the construction point of view for new construction, modification, repair and maintenance of facilities.
Serves as technical advisor and consultant on various engineering (i.e., civil, mechanical and electrical, etc.) matters and other aspects of projects.
Provides technical direction to lower-level engineers assigned to various facets of complex projects. Projects may be valued at multi-million-dollar range.
Coordinates, monitors and/or performs scheduled and unscheduled inspections of the construction activities at project sites, as needed, or at the request of the construction inspector, customer, contractor, Corp of Engineers, or other DoD agencies.
Ensuring that the construction contracts meet Ft. Bliss, TRADOC, DoD, and contractors' regulations, policies and specialized requirements.
Provides technical supervision over lower graded engineers in resolving especially complex and difficult problems and situations involving investigation and analysis of design and construction projects.
Resolves technical problems requiring reconciliation of conflicting technical viewpoints, where different guides point toward conflicting decisions, and where guides are very general or lacking.
Makes suggestions to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Provides input on performance standards and ratings to supervisor.
Applies a knowledge of civil, mechanical, and electrical engineering principles, techniques and practices to perform professional work involving the preparation and/or review of engineering designs including plans, specifications, cost estimates

Serve as the senior technical specialist for facilities master planning/urban planning performing the technical and administrative duties required to ensure all related actions comply with current guidelines.
Comply with regulations and environmental laws to accomplish goals relating to establishing engineer annexes to installation programs, facilities use planning, and major construction projects.

Review environmental planning and development documents for plans and projects to assure conformance to principles of planning, architecture, and engineering standards in those disciplines.
Evaluate design objectives to identify most economical and efficient procedures for building design and performance considering site location, functional requirements and utility layout.
Responsible to develop, run and support the Real Property Planning Board (RPPB), to include coordination of all subject matters prior to the RPPB with all participating stakeholders, and agencies.
