Uses professional engineering skills in engineering disciplines to review contract plans, specifications and work statements for adequacy from the construction point of view for new construction, modification, repair and maintenance of facilities.
Serves as technical advisor and consultant on various engineering (i.e., civil, mechanical and electrical, etc.) matters and other aspects of projects.
Provides technical direction to lower-level engineers assigned to various facets of complex projects. Projects may be valued at multi-million-dollar range.
Coordinates, monitors and/or performs scheduled and unscheduled inspections of the construction activities at project sites, as needed, or at the request of the construction inspector, customer, contractor, Corp of Engineers, or other DoD agencies.
Ensuring that the construction contracts meet Ft. Bliss, TRADOC, DoD, and contractors' regulations, policies and specialized requirements.
Provides technical supervision over lower graded engineers in resolving especially complex and difficult problems and situations involving investigation and analysis of design and construction projects.
Resolves technical problems requiring reconciliation of conflicting technical viewpoints, where different guides point toward conflicting decisions, and where guides are very general or lacking.
Makes suggestions to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Provides input on performance standards and ratings to supervisor.
Applies a knowledge of civil, mechanical, and electrical engineering principles, techniques and practices to perform professional work involving the preparation and/or review of engineering designs including plans, specifications, cost estimates
