This position is with the Office of Inspector General, Special Investigations and Reviews, headquarters in Washington, District of Columbia,with an office in Herndon, Virigina. SIR is a national program responsible for investigating high-profile, often sensitive and complex, misconduct and mismanagement allegations involving senior-level Department of the Interior employees. As an Attorney Advisor with SIR, the Incumbent will serve as team member of OIG Attorneys and Investigators, advising on substantive legal and other matters encountered in the investigation process, including developing investigative plans, engaging in discovery, and presenting potential criminal violations to U.S. Attorneys, and conducting thorough reviews and providing substantive feedback on all SIR reports of investigation and reviews. Specific duties will include but not be limited to:

Major duties include:

• Conducts investigations of potential violations of criminal, civil, or administrative statutes, regulations, rules, or policies, including developing investigative plans, preparing for and conducting interviews of witnesses and subjects, and reviewing emails and other documentary evidence;
• Prepares legal documents and other materials in connection with ongoing investigations, including subpoenas and document requests, analytical memoranda, and reports of interviews;
• Conducts legal research and provides legal guidance on the scope and conduct of investigations; advises SIR management and OIG leadership on substantive legal matters encountered during investigations, including determining legal precedent applicable to investigations, applying criminal, civil, and administrative laws to specific fact patterns, and assessing the sufficiency of evidence following investigative activities;
• Drafts reports of investigations or other analytical written products that present complex fact patterns, explain governing laws, rules, and policies, and analyze evidence gathered in an investigation to support findings.

As Director of the Acquisitions Division the incumbent will be responsible for providing the day-to-day management, planning, leadership and oversight of a full range of acquisitions and contract administration activities.The incumbent will provide managerial leadership, technical direction and oversight for OIG Acquisitions Division as follows:

• Directs all contracting and procurement activities;
• Provides advise and technical information;
• Advises, guides and collaborates with OIG senior-level management officials to develop and formulate acquisition plans and policies;
• Directs the planning and execution of pre-award and post-award contracting functions;
• Directs the procurement of equipment, supplies and services and the award, administration and close-out of contracts;
• Develops and administers the small and disadvantaged business program;
• Serves as a technical expert and senior Contracting Officer for OIG with unlimited signatory authority;
• Represents the Agency in non-litigation dealings with GSA, GAO, OMB, Congress and other organizations with oversight authority for OIG; and
• Assumes the full range of supervisory responsibilities for staff members directed by this position.

Serves as Program Manager and functions as a program expert to assist with assigning and conducting analytic tasks, allocating resources and staff time; preparing and managing budgets and budget-related reporting activities; managing procurement, contracting, and business functions; providing program and analytical expertise; presenting analytic findings and results to OIG and OMP management and external customers; and assisting the Deputy Inspector General (DIG) with broad level administration and planning. The incumbent may be required to serve as affiant in adjudicated case work as well as authority on programmatic methods, techniques and services.

Facilitates and manages assignments of analytic work requested by OIG components and external customers that is performed by staff to assist these agencies in performing HHS and federal oversight activities. The incumbent also may determine the soundness of proposals and initiatives in meeting program objectives and making efficient use of resources; interpret program, policy, contractual, financial planning and analysis information; prepare plans, budgets, comparative studies, performance management and measurement activities; perform other administrative and managerial activities; and identify analytic, policy, and information technology infrastructure issues related to OIG operations of the assigned program. In addition, the incumbent provides a full range of options on which to make decisions with OIG senior management, staff, and Departmental officials to implement necessary action.

Advises the Deputy Inspector General and OMP management on major program planning, information technology, and policy considerations. The incumbent makes appropriate recommendations, to agency budget and program officials to gain acceptance of the proposals, which may substantially impact resources, as well as support or change program emphasis. The recommendations carry considerable weight in influencing final decisions of a policy nature. The incumbent assists with developing data briefings for senior OIG management for press conferences, OMB hearings, and meetings with other HHS components on crosscutting topics with governmental impact.

• Responsible for packaging draft and final audit reports and analyzing the reports to ensure that these audit reports do not contain personally identifiable information (PII).
• Responsible for using Adobe Acrobat software to redact PII from audit reports. Responsible for distributing draft and final reports issued from OAS Headquarters to HHS OPDIVs and keeping OAS Headquarters and Regional management apprised of the status of the report distribution.
• Responsible for ensuring that audit reports posted to the HHS-OIG Internet are Section 508 compliant and accessible to persons with disabilities.
• Responsible for analyzing the report for section 508 compliance and if necessary, remediating the audit report using the appropriate software tools.

• Provide policy interpretation and guidance memoranda to heads of operational elements to ensure TIGTA-wide consistency of approach to implementations of statutes.

Duties for the Supervisory Program Manager GS-0340-15 within the Office of the Chief Data Officer (OCDO), Office of Management and Policy (OMP), Office of Inspector General (OIG), Department of Health and Human Services (HHS) include but not limited to:

• The Director of Data Analytics is responsible for providing strategic leadership, setting the division's goals, and developing a clear vision for using data analytics to enhance program integrity and support HHS OIG's mission. This includes identifying key areas where analytics can help prevent fraud, waste, and abuse, and establishing priorities to improve oversight through data-driven decision-making. The director manages the design and execution of scalable and automated analytics methodologies, integrating tools like predictive modeling and machine learning to monitor healthcare programs for risks.

• Leads and mentors a team of analysts and subordinate supervisors (Assistant Directors) to put data at the fingertips of OIG staff. Interfaces with OIG component executives and regional leadership to ensure quality and level of services needed are being met. Ensures continuous professional development of the team, fostering a culture of innovation, continuous improvement, experimentation, and collaboration

• Assigns tasks; manages budgets; reviews contracting statements of work, contract deliverables, statutes, policies, presentation materials, market research, analytical proposals; engages with managers and staff from OIG components, States, and Federal partners. We are seeking a dynamic, dedicated, and talented individual to be the Supervisory Contract Specialist for OIG's Management and Planning Division (M&P). M&P provides expert consultative advice to the Inspector General and senior OIG leadership on administrative and fiscal policy, and provides direct administrative services in support of the important work performed by the OIG's nationwide workforce. This position is located in M&P's Office of Administrative Services (OAS), which provides direction and support to the varied responsibilities in the OAS portfolio including facilities management and building services, contracting and procurement, property management, voice telecommunications, transportation and parking, logistics, occupational safety programs, mail, printing, and audio visual and publications support. If selected for this position, you will join a well-respected team that is responsible for providing critical administrative and technical services in support of the OIG's core oversight mission. Typical work assignments include:

• Manages and directs the full range of acquisition planning, negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and complex types.
• Represents OIG in a variety of duties such as the Bureau Ability One Representative, Bureau Small Business Representative and Bureau Acquisition Policy Representative.

• Provide legal advice and guidance on issues related to the conduct of OSI investigations and inquiries, and other initiatives to prevent or detect fraud and mismanagement in agency programs and operations requiring consideration of complex issues of civil and administrative law, practice and procedure, remedies and enforcement mechanisms.
• Conduct investigations and inquiries. Analyze allegations for potential violations of law; create investigative plans; conduct investigative interviews; obtain electronic and documentary evidence; review and organize evidence; present matters to the Department of Justice and U.S. Attorneys; and draft investigative reports.
• Represent the Inspector General as necessary, providing advice and support in connection with the Inspector General's participation in interdepartmental committees and projects of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and other interagency bodies.

Independently manages a complex legal portfolio supporting OIG audits, investigations, and other critical OIG activities. Resolves difficult and complex legal and factual issues with minimal supervision, to participate in policy-making determinations that affect OIG operations, and to interact with senior agency officials, intergovernmental counsel, Justice Department attorneys, congressional aides and members of the public.

Independently represent the agency in administrative litigation before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Office of Special Counsel (OSC), the General Accountability Office (GAO), the DOL-Board of Contract Appeals (BCA), and other forums as required. Develops and presents agency's litigation position from initial complaint or charge until conclusion of the administrative and appellate processes.

Develops litigation strategy based in administrative or judicial litigation involving complex and difficult legal issues requiring interpretation of statutes and regulations often with little to no precedents. Responsible for independently preparing the Government's case from pre-trial practice, including expert and general witness depositions, and gathers full information pertaining to the case.

Provides expert advice related to civilian personnel law, including EEOC, MSPB, and OSC matters. Provides expert legal advice and assistance to OIG leadership, senior management officials, supervisors, and the servicing personnel office regarding the interpretation and application of civil service personnel laws, rules and regulations as they pertain to OIG personnel and management.

Independently performs-and also instructs and advises colleagues and junior attorneys on appropriate methods and sources of-legal research in connection with OIG-related portfolio involving the agency's most complex or novel issues. Conducts extensive analysis of federal and state law, court decisions, legislative hearings and committee reports; and analyzes factual and legal issues while managing multiple projects and under tight deadlines. Written and oral communication must be appropriate to the audience.

Examines and evaluates proposed legislation for the OIG. Prepares or reviews proposed regulations and regulatory guidance and amendments to existing regulations and regulatory guidance. Determines impact of legislation and regulations on scope of OIG operations and authority. Prepares or reviews congressional testimony and other responses to congressional requests for information.

Provide legal support to the OIG on appropriations law, the implementation of the Freedom of Information Act (FOIA), the Privacy Act, the Ethics in Government Act, the Records Act, and other related statutes, implementing regulations, and executive orders.
