- Serves as the principle point of contact at DLA Energy for all engineering matters affecting on-base utility system privatization and/or outsourcing issues
- Represents DLA Energy, the contracting agent, during development of initial solicitation scope and life cycle cost estimates of existing on-base utility systems to develop strategies and decisions regarding privatization and outsourcing options
- Reviews all technical and engineering studies and reports prepared in relation to privatization or outsourcing recommendations related to all on-base utility systems on applicable military installations
- Reviews proposed activity plans, specifications (or statements of work), and cost estimates for technical adequacy and makes field inspections, as necessary, to personally determine project needs and initiate action
