A Vacancy at Northumbria Healthcare - NHFM (Northumbria Healthcare Facilities Management).
We are looking for an exceptional individual to lead our Community and Primary Care Estate on behalf of the Northumbria Healthcare Group.
The Community and Primary Care estate accommodates almost 1million out of hospital patient appointments every year. The estate is geographically spread across Northumberland and North Tyneside with over 120 properties in the portfolio with estate operating costs of £7m pa. We have an ambition to transition the estate management function to a forward looking and strategically focussed service.
The role will be responsible for developing and embedding a new and robust estate strategy ensuring the best possible patient and staff experience from an estate that is used in the most efficient and affordable way possible. The role will lead on the strategic development of this estate alongside overseeing the day to day operation of our facilities covering all aspects from appraisal and feasibility studies, business case production, project management, leasing arrangements and the delivery of core facilities services.
As a key member of the NHFM Executive team you will provide senior leadership and technical advice across the organisation for the Community and Primary Care estate, working closely and developing key relationships with the Board, the Trust Executive, the Community Business Unit and our primary care subsidiary company, Northumbria Primary Care.
To develop and deliver the Community & Primary Care Estate strategy aligned to the objectives of the Trust ensuring the estate reflects the views, strategic ambitions and changing models of care across the health economy. To ensure the effective management of the Community estate including management of lease and sessional agreements, compliance with all statutory and mandatory requirements and the safe operation and effective maintenance of all critical building services and estate fabric.
The postholder will be the professional lead and expert for all estates and infrastructure across the community estate and will provide support on the Trust net zero programme.
To act as a member of the Executive team in NHFM, deputising for the Managing Director where necessary and working to an honorary contract with the Trust to provide professional guidance on all Estates and Facilities related matters.
The Deputy Director is accountable to the Managing Director for the provision of an effective estate strategy and support service for the Community and Primary care estate. To contribute to and ensure the delivery of strategic and operational service objectives and corporate policies set by the NHFM Board and its customers. Together with the Managing Director, the Deputy Director will foster a culture, which engages, all staff and all other colleagues in the development and delivery of project and contract requirements.

Directly responsible for the provision of an Estate maintenance service for the Community in line with the Master Services Agreement (MSA) with the Trust to manage all physical assets and resources.
Managing the development of a clear and concise register of the community estate infrastructure recoding its current use, capacity, condition, location and functional suitability to support the delivery of an effective healthcare service.
Directly control and manage all Estates & Facilities pay and non-pay budgets ensuring that all budgets are kept within agreed financial limits set and value for money is obtained at all times.
Management and design of minor works and small capital schemes, evaluating quotations and tender returns, oversee commissioning and sign off of capital and minor works and undertaking post project evaluations.
Key liaison with all landlords, property partners and sessional accommodation providers to ensure the estate remains appropriately managed, fit for purpose and legally compliant at all times.
Ensure that any design and specifications are produced in line with the Department of Health (DH) HBN’s and HTM
To assist in the delivery of a number of complex estates projects and to provide support to stakeholders to ensure that we adopt a ‘do once, do right’ approach towards our infrastructure to facilitate value for money and best outcomes for our patients
Ensure that all internal and external building fabric and decoration is in a sound condition and maintained to relevant national published quality condition standards.
Monitor the quality of all third-party, contracted-out Estates & Facilities services ensuring performance, compliance and value for money at all times.
The ability to motivate staff and create multi-disciplined cohesive teams.
You will bring your experience and specialist expertise but also your passion and creativity. You will need to be an excellent communicator and successful influencer to lead the thinking on this agenda and a new robust estate strategy.You must have a proven track record of managing community and primary care portfolios. Self-motivation is essential along with passion, drive, adaptability and resilience to cope with change within the Trust and wider NHS.
