JOB SPECIFICATION & RESPONSIBILITIES

OBJECTIVES

1. To assume full responsibility for the cost-effective operation of the Engineering Department.
2. To prepare the annual and revised Engineering budget in close co-ordination with the Financial Manager and Management, commensurate with operational requirements of the property.
3. To keep accurate records and monitor closely all Engineering budget expenditures, and to ensure that the budget is adhered to and costs strictly controlled.
4. To allocate and countersign all invoices chargeable to the Engineering budget before being processed and charged.
5. To establish an efficient system for the control and verification of all fuel deliveries to the premises.
6. To ensure the repair works being carried out in most economical and effective manner.
7. To supervise closely all engineering personnel in the performance of their duties.
8. To delegate duties and responsibilities, as required, to the Assistant Maintenance Manager.
9. To develop and implement a Comprehensive Preventive Maintenance Programmed for all equipment in the Hotel. 
10. To co-ordinate and, if so requested, supervise special projects and employment of outside contractors.
11. To establish a well-organized Engineering Store and keep close control on consumption of material, stores and inventory control.
12. To implement a comprehensive elevator emergency procedure and initiate employee training on emergency release procedures with the elevator manufacturer’s agent.
13. To advise management on all matters of potential improvement to the operation.
14. To assist the purchasing department with suggestions for the most economic purchase of parts and consumable and to issue clear and concise purchase request for such items.
15. To be knowledge of statutory legislation in employment and industrial relations.
16. To control and monitor closely all utility consumption, and to ensure optimum energy usage by all departments in the Resort.
17. To observe energy efficiency of all equipment, forwarding to management suggestions for replacement of energy inefficient equipment and to report to management all wastage of energy.
18. To assume full charge of building maintenance which includes guest room, public area, kitchen and all back of house. 
19. To establish a regular planned guest room servicing programmed in accordance with industry standards.
20. To supervise major repair and maintenance of Electrical and Mechanical Services.
21. To be fully in charge and responsible for the smooth function of the Department’s administration and maintenance of an efficient filling system.
22. To make sure that all documents related to the operation of the department are being kept up to date, and that all records are correctly maintained and filed.
23. To assume full responsibility for the preparation and timely submittal of all reports.
24. To maintain a comprehensive library of manuals and parts lists of all operational equipment, as well as a complete set of up to date drawings of all areas and systems.
25. To perform an annual evaluation of all Engineering personnel.
26. To ensure that all employee report for duty punctually.
27. To ensure that all employees wear the correct uniform and name tag at all times. 
28. To create an efficient and professional team of employees.
29. To implement department training programmed ensuring the necessary skills of all employees to perform their duties with the maximum efficiency.
30. To ensure that all Engineering staffs are fully familiar with and have a complete understanding of handling Mechanical & Electrical equipment’s.
31. To select and recruit, in conjunction with Human Resource Office, suitable employees for the operation.

CORE RESPONSIBILITY:

• Attend breakdowns, identify faults and problem solve, with minimal downtime to production.
• Work in a rotational shiftwork environment.
• Carry out the diagnosis of faults, maintenance, and repairs to all types of plant and equipment in a safe, timely, and professional manner and return equipment to operational service.
• Estimate the length of time required to complete a job and the likely consequences of failure to complete work within required timescales.
• Identify and escalate any activity that has the potential to cause harm or damage.
• Report breakdown root causes, equipment faults, and concerns to direct report.
• Ensure all work is undertaken to a high-quality standard and adheres to all quality standard regulations.
• Ensure company targets are met in respect of the quality of parts produced.
• Identify spare requirements and log usage.
• Carry out PPM schedules as necessary and planned work orders as required and provide feedback to develop the system.

EDUCATION BACKGROUND REQUIREMENTS:

• SPM, Certificate in Electrical/Mechanical/Mechatronic or Diploma in Mechatronic/Electrical/Mechanical, or any equivalent. PW4, A0 and A1 certificates will be an advantage.
• More than one year of proven experience as maintenance technician in manufacturing environment.
• Hands on troubleshooting experience as a maintenance technician

Maintenance Supervisor required for a market leading manufacturer who are growing and investing. They are a successful independent company offering a personable working environment along with opportunities for training and progression.

The successful Maintenance Supervisor will need to have a formal engineering qualification to at least City & Guilds, ONC/HNC or equivalent and experience of supervising / managing a team.

The role will centre on managing, leading and supervising a team of engineers as they develop, test, modify, and create solutions to technical problems. A key element of the role is to manage, coach and mentor direct reports including Apprentices by modelling best practise and demonstrating how to complete tasks effectively and efficiently.

You will oversee and manage all maintenance engineering activities whilst on shift. This includes supporting the Lead Engineer to ensure that maximum uptime is achieved by using exacting engineering standards in the most efficient ways possible and that best practise is used.

The Maintenance Supervisor Role:

• Oversee and manage all maintenance engineering activities whilst on shift.
• Managing, leading and supervising a team of engineers as they develop, test, modify, and create solutions to technical problems.
• Modelling best practise and demonstrating how to complete tasks effectively and efficiently.
• Ensure that maximum uptime is achieved by using exacting engineering standards in the most efficient ways possible.
• Aiding the Engineering Manager in ensuring engineering solutions are put in place to permanently fix breakdowns/failures and that the root cause is identified and addressed.
• Ensuring continuous improvement with regards to planned preventative maintenance (PPM). This includes reporting on the overall effectiveness of the system, ensuring PPM targets are met and that each planned maintenance is scheduled at appropriate times, effectively completed and closed.
• Undertaking and assuming responsibility for key elements of engineering projects and ensuring all tasks are completed on time, as instructed by the senior engineering management team.
• Ensuring that all procedures relating to health and safety are employed by all engineering personnel and contractors, and confirming this is done by auditing processes and procedures.
• Providing training and ad hoc guidance and support to engineers and engineering apprentices to increase their skills and knowledge base.

The Successful Maintenance Supervisor:

• The successful Maintenance Supervisor will need to have a formal engineering qualification to at least City & Guilds, ONC/HNC or an equivalent level.
• Experience of supervising / managing a team.

The incumbent serves as the full-time Maintenance Supervisor over the assigned HVAC Refrigeration Shop, and reports to the Maintenance Controls Manager. The Maintenance Supervisor will supervise journeyman level personnel associated with the following trades: Maintenance leader, Maintenance Mechanic, and AC Equipment Mechanics at the GS-IO grade level.

Duties and responsibilities include, but are not limited to:

• Incumbent will be the Engineering Service contracting officer representative (COR) on all maintenance and repair HVAC/Refrigeration and equipment systems at the VA San Diego Healthcare System.
• This position essentially assigns and administers the Medical Center's electrical and electronics technical staff, contractors, and vendors.
• Incumbent will be responsible for the buildings and associated systems, including preventative maintenance, repairs, installations, alterations, and renovations covered by the Maintenance Unit; and to ensure the quality of work that is produced by contractors and shop personnel through the use of inspections, on the spot checks, work samples and customer feedback.
• This requires actively and continually developing and applying up-to-date working knowledge and skills and abilities through on-the-job training, experiences, review and study of technical and engineering publications, codes and standards and other career development and continuing education opportunities.
• Incumbent is required to keep all work areas clean and secure, observe safe work practices and perform other related duties when assigned.
• This position may be required to become familiar with different area functions and assist in those functions in the absence of section personnel, to the extent of the employee's competency and ability.
• Plans the use of subordinate workers, equipment, facilities, materials, on a week-to-week or month-to-month basis; establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisors; coordinates work with supporting or related work functions controlled by other supervisors; determines the number and types of workers needed to accomplish specific projects; redirects individual workers and resources to accomplish unanticipated work; informs sources to accomplish unanticipated work; informs higher level supervisors of the need to revise work schedules and re-estimate labor and other resources; and participates with supervisors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected.

• Plans and establishes overall leave schedule; determines training needs of subordinates and arranges for its accomplishment, sets performance standards, and make formal appraisals of subordinate work performance, and initiates recommendations for promotion or reassignment of subordinates.
• Incumbent is a first line supervisor over the HVAC/Refrigeration/Equipment Shop, supervising grades ranging from WLIO to WG-IO. Responsible for journeyman and tradesman workers of varying, unrelated trades and/or crafts.
• Possesses strong communication and writing skills and a broad knowledge of hospital operations.
• Works with higher level supervision to determine how many assignments can be done concurrently or which must be delayed and the number/type of employees needed, considering skills and personnel available to do the work and the availability of materials and equipment required.
• Plans and schedules work, considering factors such as the types of projects involved, materials needed, weather, disruption to patient care, disruption to medical center business, coordination, manpower availability, and priorities as set by higher level of supervision.
• Responsible for the continuous and effective operation of the work order system, evaluates time and materials, records materials and services used and ordered, and implements and operates an effective preventive maintenance program for the assigned unit(s).
• Maintains the critical HVAC Refrigeration and Equipment systems of the medical center. Responsible for performance of personnel, both in quality and quantity, as well as promptness in meeting emergency situations.
