The primary purpose of the SURFACE MAINTENANCE MECHANIC, WG-5801-10, is to perform maintenance, repair, troubleshooting, inspection, and/or overhaul of a variety of combat, tactical, commercial, and special purpose vehicles and equipment.

May make additional selections within 90 days of eligible(s) issuance.

A WG-5801-8/10, SURFACE MAINTENANCE MECHANIC:

• Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.
• Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.
• Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.
• Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. May provide field maintenance at unit locations as part of a "contact team". Recovers and evacuates inoperable vehicles from the unit location of breakdown.
• Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.
• May perform routine maintenance and limited repairs on basic communication equipment such as radios, field telephones, amplifiers, switchboards, recorders, intercoms by removing and replacing components and elements. Performs minor body and fender, or other metal repairs, using peening hammers, dollies and limited welding. Performs limited repairs and routine maintenance on small arms and accessory equipment by replacing worn or damaged parts. Makes minor repairs to canvas and leather items using bonding/sealing compounds and hand tools such as awls, canvas needles etc.
• In conjunction with or in the absence of the Tools and Parts Attendant, may maintain supply documentation, and the receipt, store, issue, and inventory of tools and parts used in the trades operation.
• Other duties as assigned.

(1) Performs maintenance, troubleshooting, and major repair on heavy-duty mobile equipment, combat, tactical, and automotive vehicles. Troubleshoots, repairs and/or overhauls, as a regular and recurring duty, a variety of the mechanically complex major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems. Makes repairs and modifications to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc., for use or placement in systems for which they were not specifically designed. Improvises work when standard procedures do not apply.

(2) Troubleshoots equipment with a variety of the mechanically complex major systems and diagnoses difficult performance problems and the cause of mechanical failures by means of visual and auditory checks, uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.

(3) Removes and disassembles engines and complex major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures, and improvises repair techniques when standard procedures are not available. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. Repairs equipment with a variety of interconnected systems to include state of the art electrical and electronic, fuel injection, interconnected gear reduction, multiple engine, and similarly complex systems. Improvises, substitutes, or alters components or parts to fit into systems for which the items were not specially designed or finds other ways to correct defects when existing methods and procedures do not give desired results.

(4) Independently performs repairs and maintenance functions with little or no supervision in remote locations. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team."

(5) Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.

(6) Performs electrical repairs on complex state of the art electrical and electronic systems requiring extensive training on specialized diagnostic equipment to identify problems.

(7) Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.

(8) Performs other duties as assigned.

Duties & Responsibilities:
(1) Leader Duties:
a. Assigns work orders to specific crewmembers and selects workers for various jobs on the basis of knowledge, skills, and abilities. Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations. Works along with other workers and sets pace performing non-supervisory repair work of the same kind and level as that done by the group led.

b. Assures that there is enough work to keep the work crew busy. Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines. Answers workers' questions regarding procedures, policies, written instructions, and other directives. Interprets work instructions and assists lower graded repairers or trainees in the more difficult and complex tasks. Provides information to the supervisor on status and progress of work, causes of delays, and overall work operations and problems.

(2) Non-Supervisory Duties:
a. Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. As an, Supply Technician, GS-2005-07, you will perform routine and nonroutine material coordination duties for special programs, maintenance, or production shops. Responsible for local management of decentralized and decontrolled items which requires technical intervention to assure effective supply support and economy. Items are less stable or standardized and do not lend themselves to routine control through the use of the computer and variable supply level formulas. Plans requirements, both quantitative and monetary, to satisfy customer needs. Authorize procurement and is responsible for funds management.

As a SURFACE MAINTENANCE REPAIRER (TITLE 32), WG-5801-8, you will perform limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. PHYSICAL EFFORT: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights.

WORKING CONDITIONS: Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. As a SURFACE MAINTENANCE MECHANIC, WG-5801-11, you will troubleshoot, perform maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Troubleshoot equipment and diagnose the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Remove and disassemble engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. (1) Planning: Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements. Plans the allocation of resources and the distribution of work to subordinate supervisors, and determines the internal plan to be followed by subordinate supervisors in applying those resources to accomplish work operations. Evaluates resources required to accomplish proposed work "packages" or program(s) in relation to the resources committed to ongoing and previously scheduled work operations; and recommends changes to superiors concerning previously planned work schedules. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques, and standards; revision of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow.

(2) Work Direction: Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work and inspection reports to assure that standards are met. Coordinate work operations with the supervisors of other organizations and functions.

(3) Administration: Develops and establishes internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Identifies long-range training needs for all levels of subordinate supervisors and workers and submits justification and funding requests to superiors and arranges for the accomplish of the training.

(4) Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. Ensures that employees wear appropriate safety equipment and follow pertinent safety precautions.

(5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. As a SURFACE MAINTENANCE REPAIRER, WG-5801-5/8, duties include:

(1) Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.

(2) Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.

(3) Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.

(4) Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. May provide field maintenance at unit locations as part of a "contact team". Recovers and evacuates inoperable vehicles from the unit location of breakdown.

(5) Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.

(6) May perform routine maintenance and limited repairs on basic communication equipment such as radios, field telephones, amplifiers, switchboards, recorders, intercoms by removing and replacing components and elements. Performs minor body and fender, or other metal repairs, using peening hammers, dollies and limited welding. Performs limited repairs and routine maintenance on small arms and accessory equipment by replacing worn or damaged parts. Makes minor repairs to canvas and leather items using bonding/sealing compounds and hand tools such as awls, canvas needles etc.

(7) In conjunction with or in the absence of the Tools and Parts Attendant, may maintain supply documentation, and the receipt, store, issue, and inventory of tools and parts used in the trades operation.

A WS-5801-10, SURFACE MAINTENANCE MECHANIC SUPERVISOR:

• Plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by the supervisor. Coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Determines skills, materials, and equipment required to do the work. Redirects individual workers and resources to accomplish unanticipated work. Informs the supervisor of the need to revise work schedules and re-estimate labor and other resources. Reviews funding requirements, prioritizes request and allocates funding based on readiness, training, and mobilization requirements. • Assigns tasks to be performed based on readiness and explains work requirements, methods, and procedures. Investigates work related problems such as excessive costs or low productivity and determines causes. Implements corrective actions within their authority to resolve work problems. Recommends solutions to staffing problems, engineering requirements, and work operations directed by other supervisors. Ensures work in progress and completed work meets established standards by implementation of a Quality Control and Assurance program within the organization. Ensures equipment repairs do not exceed maintenance expenditure limits in accordance as established by regulation and or policies. Effectively, efficiently, and economically makes adjustments as necessary to maximize production, accomplish specified tasks, and manage resources. Notes work related problems and independently implements corrective actions, which can be taken without affecting work operations controlled by other supervisors. Assures tools, special tools, test measurement and diagnostic equipment, personal protective equipment, repair parts, petroleum, oils and lubricants, and other materiel are available when needed. Manages maintenance backlog through coordination with other maintenance activities.
• Plans and establishes overall leave schedules. Determines training needs of subordinates and arranges for accomplishment. Sets performance standards, and makes formal appraisals of subordinate work performance. Initiates recommendations for promotion or reassignment of subordinates. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized.
• Performs non-supervisory work, such as, transporting equipment, performing maintenance tasks, etc.
• Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for all real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and federal regulations and policies.
