• Independently performs a wide range of warehousing duties, to include receiving, storing, issuing, shipping, pickup, and delivery of general, oversized, or specialized bulk materials and equipment.
• Operates electric, gasoline, LPG, or diesel powered fork lift trucks capable of lifting loads weighing up to 50K pounds higher than 168 inches.
• Secures hazardous, and non-hazardous cargo prior to shipment.

• You will operate multiple types of hydraulic boom cranes with telescoping and lattice booms to load, unload, move and position heavy material and equipment at various work sites under the following conditions.
• You will operate floating cranes, lattice and hydraulic boom cranes, and cranes of different categories (CAT 1, 2, 3, and 4) to direct the placement, removal, or repositioning of machinery, heavy equipment, hazardous materials, or other loads.
• You will assure safety requirements and housekeeping rules are followed and that personal protective equipment is properly used.
• You will make decision related to critical clearance requirements including recognition of dangerous load situations.

MAJOR DUTIES:

• Responsible for the safety and good conduct of the vessel and all persons embarked including crew members, other staff, and passengers.
• Oversees and manages all operational safety aspects, including but not limited to: proper navigational operations; safety of cargo and personnel; proper loading of cargo; and determinations as to whether to operate in certain sea and/or weather conditions.
• Provides administrative and technical supervision and oversight of vessel crews which includes other Federal employees, several non-profit partner employees, and/or skill/trained volunteers.
• Oversees operational readiness, upkeep/maintenance, and preservation of five (5) National Historic Landmark vessels (in addition to the dozen small vessel fleet).
• Inspects all park vessels on a periodic basis and recommends repairs.

• Operate vehicles on and off post.
• Operate passenger vans and parking lot shuttles to pick up and transport ambulatory patients, hospital staff and visitors to facilities from various parking lots and op post facilities.

• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Supervisory Duties The incumbent is the supervisor of the Transportation Unit which consists of 6 employees, providing technical and administrative supervision to a unit of 4 WG-7 Motor Vehicle Operators, 1 WL-7 Lead Motor Vehicle Operator and 1 GS-5 Motor Vehicle Dispatcher. The incumbent shall ensure that his/her employees conduct themselves in a manner that is compliant with the standards of the M&O Section, Engineering Service and the Veterans Administration.
Transportation Administration, Development and Fleet Management Supervises and oversees the Transportation Unit by providing administrative duties and serving as the facility Fleet Manager for over 150 motor vehicles and managing the transportation services provided at the VA Long Beach Health Care System.
Budgetary and Fiscal Management Analysis Works closely and frequently with the Fiscal Service to effectively and efficiently manage the VALBHCS Transportation budget, expenditures and obligations and analysis of the Transportation budget, and provides information and recommendations to VA Long Beach Health Care System leadership.
Performance Improvement Programs The Supervisory Transportations Specialist manages the VALBHCS transportation program quality assurance processes. Conducts and/or participates in studies, analyzes findings, and makes recommendations for performance improvement programs related to the VALBHCS' transportation.
Quality and Productivity Goals Assures VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the VALBHCS' transportation are met. Actively participates in various surveys conducted by Joint Commission; Commission on Accreditation of Rehabilitation Facilities, and audits from investigations by the Office of Inspector General Improper Payments Elimination and Recovery Act (IPERA).

Major duties and responsibilities include:

• Receiving work assignments and direction regarding work methods, procedures and schedules from either the Transportation Coordinator and/or the Mobility Manager.
• Arriving at and departing from pickup and discharge points at scheduled times.
• Reading installation maps and judges road/traffic conditions to determine the shortest and safest route.
• Enforcing passenger safety and seatbelt use.
• Using multiple variations of Mobile Data Computer (MDC) in and out of the vehicles for assigned trips and duties daily.
• Loading and unloading patients and medical supplies.
• Performing operator maintenance such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation.
• Maintaining records and document actions, such as operator inspection checklists/forms and accident/incident reports.
• Using two-way radios (or other device) to maintain communications with dispatcher/supervisor on assignments and locations.
• Possessing a current, valid California-issued driver's license is required for the position with passenger endorsement.
