Our Horizon Scanning and Demand Signalling work systematically identifies the NHS’ priority research and innovation needs. We seek out solutions and, where no solution exists, signal the need to industry, researchers and funders and our Accelerated Access Collaborative partners where there is a need for further investment, support or development in a given area.
Our Business Development team are responsible for the effective assessment of innovations and translation of demand signals and research needs, working with commercial teams and AAC partners to develop targeted support to pull innovation into the NHS. The team provides market intelligence on new technologies, initial triage of opportunities, and supports the development of commercial deals. They feed into the development of policy and guidance to improve commercial processes, investment opportunities and value generation, working with partners to identify new and emerging technology trends with the potential to transform care.
This role will support the work of the Business Development Team, although will be expected to work collaboratively across the full HS, DS and Business Development team. The post-holder will manage the assessment of emerging innovations and the development of demand signals. They will help to align work across NHS England and AAC partners to ensure that interventions related to funding, regulatory alignment, evaluation, adoption and procurement are aligned with the highest priority innovations.
• Support the implementation of the HS, DS and Innovation Business Development strategy, working with key partners to identify which promising research and innovations may benefit from targeted support and/or a commercial deal, understand where there may be gaps in the innovation pipeline using horizon scanning data and help create the right levers and incentives to encourage research and innovation.
• Work closely with the team to ensure demand signals are embedded in funding calls and potential commercial deal discussions and the wider innovation pathway.
• Support project partners, ensuring they are kept informed and consulted in key decisions, setting up working groups, and developing draft briefing papers for senior officials on progress, convening and working with key decision makers and delivery partners.
• Contribute to the due diligence processes on potential commercial deals
• Support decision making and good governance through appropriate risk assessment and engagement with national clinical teams.
• Support the assessment of innovations coming through the pipeline, to understand their level of market readiness, opportunities for further development and how they could improve the delivery of care using data and intelligence.
• Build a portfolio of demand signals and research prioritization programmes working with AAC partners and beyond to ensure research funding is targeted in areas of greatest clinical need.
• Support the mobilisation of research knowledge into NHSE.

• Supporting the team to understand NHS England’s clinical priorities and areas of unmet need where targeted investment and support for research and innovation has the potential to transform the delivery of care and reduce healthcare inequalities.
• support and maintain good governance arrangements in line with the wider team, IRLSS and NHS England structures.
• Ensure good project and programme management across workstreams and team activities.
• Work with others across the Horizon Scanning, Demand Signalling and Business Development team to process, manage and progress new opportunities as highlighted by either the Horizon Scanning and Demand Signaling teams or requests that are generated from OLS/DHSC.
• Help set up and support working teams, with appropriate clinical and non-clinical stakeholders, to undertake further scoping of triaged opportunities.
• Assist in the engagement with industry partners, funders, commercial teams and clinical teams to prepare proposals for consideration by relevant governance groups.
• Working with the Horizon Scanning and Demand Signalling team to signal out to the sector, innovators, funders and industry where there are gaps in research and innovation, so that necessary conversations and funding streams can be developed to support investment in those areas of greatest need.
• Being able to work flexibly across the Horizon Scanning, Demand Signalling and Business Development function to support team activities and work programmes as required and in pursuit of the overall goals of the function.
• Acting as a champion for patients and their interests and involving the public and patients in the policy development and decision-making of the NHS
