As a Conservation Planner your duties will include but are not limited to the following:

• Plans, evaluates, conducts a wide variety of complex analyses of refuge management and restoration projects to determine their effects upon biological, physical, cultural, and socioeconomic resources to ensure that legal standards, regulations, policy, and other requirements are met.
• Reviews and/or writes all or portions of environment assessment/impact statements for refuge plans to evaluate environmental consequences of proposed actions on the environment.

• Conduct complex analytical studies that are of special interest to specific functional activities or programs, and participate in unusual, controversial and sometimes highly sensitive aspects of the program/system.
• Serves as the focal point and facilitates requirements gathering sessions, including requirements envisioning; and assists the product owner in managing requirement dependencies with other product teams.
• Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.

Major duties include, but are not limited to the following: 

• Serves as a senior expert Acquisition Project Manager and concurrently independently leads and manages multiple highly complex and high-dollar value ($500M+) acquisitions from acquisition initiation through contract or Task Order award providing technical advice to the client, contractors, and Acquisition Procurement Center of Excellence (APEX) regarding pre-award strategies and activities. Identifies, analyzes, strategizes, optimally schedules, and tracks acquisition milestones to ensure that the acquisition satisfies client’s mission needs.
• Assesses and documents the appropriate acquisition strategy to accomplish the client’s requirement. Problem solves and incorporates expert and innovative solution(s) into acquisition activities and milestones as needed to resolve impediments to progress. Conducts market research and identifies the optimal acquisition strategy to accomplish the client requirement.  Serves as a senior expert GSA liaison in the pre-award phase to the client managing cost and schedule expectations.
• Translates client requirements and acquisition strategy into written documentation. Leads technical evaluation of the most complex needs and proposals. Uses senior expert acquisition and analytical knowledge, writes technical evaluation reports summarizing the Technical Evaluation Board findings.

Incumbent serves as a region-based senior inspector who assists the Team Lead in managing the inspection program. Provides regional program support regarding operational and strategic activities associated with the implementation of the operating reactor inspection, oversight, and assessment programs, including the oversight of inspector qualifications and training; monitoring operational performance (i.e., metrics); and the implementation of continuous improvement activities and initiatives. Leads, plans, conducts, reports, and integrates findings associated with inspections of light-water reactors, in accordance with the NRC Inspection manual, Chapter 2515.
