What You Will Do:

Guidehouse is currently seeking a Network Project Manager (PM) to support a large-scale IT rollout project in Huntsville, AL.  The purpose of this position is to provide multi-facetted project support and oversight for IT Infrastructure and Network Engineering efforts in a multi-disciplined campus environment. The PM will understand and develop the project(s) scope of work (SOW) and bring all the moving parts together to ensure a successful outcome.  The first project will be a multi-year, network consolidation, initiative that replaces multiple disparate systems across three security classification domains.  These systems will be consolidated into a transport architecture that utilized SDN separated only by classification. The general responsibilities of the Senior Network Project Manager are as follows, to include but not be limited to:

• Understand and develop network planning, design, and initial implementation of the FBI’s new Enterprise Software Defined Wide Area Network (SD-WAN) connecting Enterprise Software Defined Access (SDA) in all buildings in Huntsville, AL.

• Part of network engineering project team to validate network design as per customer specifications including circuit protection, transport network selection, and interworking across networks.

• Develop end-to-end project implementation schedules and keep on budget for each project; multiple across the Redstone Arsenal (RSA).

• Balance prioritization, timelines, and potential risk factors that may impact project success.

• Coordinate with team to procure, and/or, repurpose necessary SDN equipment.

• Coordinate with local site, Network Engineers, ETs and IT Integrator to coordinate installation and technician access.

• Provide PM support during the implementation and turn up of new network nodes and related connections. 

• Coordinate with a wide variety of project teams that are passionate about different aspects of network infrastructure and keeping them on task to meet deadlines.

• Partner with the information security personnel to assess potential exposure to vulnerabilities, identify mitigation plans, and ensure compliance with enterprise security baselines and standards.

• Evaluate modern technologies to optimize network efficiency and review/provide recommendations to improve the network.

• Inform management in a clear, concise, and timely manner of any customer or technical issues.

• Be responsive and decisive on adjusting network implementation plans as customer requirements and technology evolves.

What You Will Need:

• An ACTIVE and CURRENT TOP SECRET federal security clearance

• Bachelors Degree

• Minimum of 5 years experience with Cisco SDN design and deployments

• Demonstrated experience leading and managing teams to accomplish desired outcomes, on schedule, and within budget.

What Would Be Nice To Have:

• 10 years’ experience leading enterprise scale network initiatives; planning, managing, and implementing complex networking projects

• Cisco Certifications (Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE))

• Project management Institute (PMI) - Project Management Professional (PMP)

• Experience in implementing Enterprise networks within the federal intelligence community

• Highly self-motivated and directed, with attention to detail

• Able to effectively prioritize tasks in a high-pressure environment

• Experience managing projects utilizing the SAFe Agile and Tailored Waterfall project management methodology.

Detailed Description:

• Strategic financial leadership and effective operational execution working with program management.
• Identify and assist with implementation of continuous service improvements (CSI) for improved integration, automation, and controls.
• Prepare budgets and forecasts working with program managers and executive leadership
• Prepares and executes financial modeling based on potential changes in customer funding.
• Monitor prime contract costs such as direct expenses and indirect cost pools to analyze overall program cost trending and planning variances.
• Complete budget execution tasks including task tracking, analysis, contractor cost reporting analysis, funds allocation, funds control management, cost pool trends, continuing resolution (CR) scenario planning, estimate-to-complete (ETC) analysis, workforce planning, and cost plan versus actual analysis.
• Document standard operating procedures (SOPs) including monthly business-team deliverables, reporting due-dates, resources team responsibility matrix, and monthly reporting processes to assist in team knowledge-share, communication, and cross-training.
• Prepare or lead the preparation of support as required for monthly government contract billings.
• Prepare various ad hoc financial reports requested by management sometimes with minimal direction and very short turn-around time.  Reports to include charts and graphs of financial information.

Requirements:

• BS degree in Business Administration, Finance, Accounting, Public Administration, Policy, or related field. Master of Business Administration (MBA) strongly preferred
• 15+ years relevant experience with financial reporting and administering US Government contracts.
• Experience with and strong working knowledge of the FAR and other U.S. Federal Government contract regulations.
• Experience with accounting and financial reporting; experience with Costpoint, Deltek and TM1 a plus
• Experience in the areas of budget planning and execution for cost reimbursable funded projects and Award Fee programs is a strong plus.
• Experience with forecasting and budgeting in a government contracting environment; services background is a plus.
• Experience understanding contract pricing and terms and conditions.
• Must have strong computer skills, including MS Word, MS Excel (including design and development of moderate to complex spreadsheets), and MS Outlook. VBA macro development is a plus.
• Must possess strong written and verbal communication skills, with the ability to effectively communicate with internal and external customers. 
• Must have experience with Government cost reporting.
• Strong organization skills in which attention to detail and accuracy are critical.

• Be familiar with defense and space markets.  Experience working with prime government contractors and sub-tier suppliers.

• Comfortable with using and refining CRM tools.  Regularly report out on funnel value, timelines, and other analytics.

• Work with segment marketing resources to best define customer targets and strategic opportunities/markets.

• Collaborate with Program Management in support of identifying new opportunities within existing customers.  

• Work with Proposals team to develop best quote to win strategy, with a mind for maximizing financial favorability.

• Familiarity with contracts (language, negotiations, etc.…).  Work closely with contracts team.

• Learn, at a high level, capabilities of other Teledyne companies.  Work with your intracompany peers to identify and/or close joint selling opportunities.

• Must be comfortable working closely with all levels of our customer’s organization (supply chain, procurement, engineering quality, c-suite, etc.…)

• Facilitate and participate in various meetings driving business goals and objectives. Implement and utilize a gate-review or similar process.

• Analyze and understand complex issues using data, statistics, qualitative information, documentation, etc. to determine next steps.

• Provide reports and updates on tasks, activities, and projects to senior leadership.

• May direct and lead others in performing assigned projects and meeting deliverables. This may be both indirect and direct reporting.
