CLASS DESCRIPTION

The Baltimore City Department of Housing and Community Development is seeking an Operations Officer IV/ Director of Project Development for the Development Division – Land Management Section.

The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs. The Land Management section of DHCD’s Development Division is responsible for the strategic acquisition and disposition of land for future redevelopment. The Project Development team works closely with other City Agencies and private developers and focuses primarily on complex or large site assembly and real estate transactions that often include complex financing.

ESSENTIAL FUNCTIONS

• Manages a team of Real Estate Officers that serve as project managers various projects and transactions.
• Oversees the acquisition, disposition, and negotiation of sale of City-owned property for a variety of public or private redevelopment projects.
• Provides training to team and within the Development Division on processes and procedures.
• Routinely works with other City Agencies and State Agencies and real estate professionals to help facilitate land assembly, property transfers, property appraisals/title work, land recordation and contracts.
• May perform as a project manager for a budgeted project that is intra-divisional or programmatic in scope.
• Contributes to the modification and creation of policy, procedures, contracts, and regulations for specific areas of the Division and Agency. Routinely employs, written and verbal communication to advise, inform, and educate.
• Team administration and other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree in real estate development, Urban & Regional Planning, or related field from an accredited college or university.

AND

EXPERIENCE: Have 6 years of experience in real estate development, community development, project management and team management. Previous work lead experience may be required.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education, project management and team management may be accepted.

Job Overview

The Carpet and Floor Care Specialist performs general and specific cleaning and maintenance tasks to provide a clean, safe and pleasant physical environment. They perform other tasks as assigned and with specific guidance from supervisor – for example, snow and ice removal, clean up associated with water or fire damage and special event support. 

They are expected to clean up to 28,000-35,000 square feet of cleanable space per eight hour work day, using standard tools, equipment, materials and supplies of the trade and observance of all safety rules, regulations and precautions.

Work Interactions

The Carpet and Floor Care Specialist reports directly to one of the Custodial Supervisors/Managers, and may report indirectly to a Night Operations Manager depending on the shift assigned. They work alone and with others, performing essential or non-essential tasks as assigned by supervisor; and also perform assignments made by the Custodial Services Supervisor/Manager and/or the Night Operations Manager.

Under certain circumstances, including but not limited to emergency snow removal, spills and flooding, the Carpet and Floor Care Specialist performs assignments made by the Work Management Center, the Director of Facilities Management, the Resource Manager, the Infrastructure Manager and other department managers.

The work of the Carpet and Floor Care Specialist constitutes a direct service of the department to ensure a comfortable, safe and clean environment in which the University community can live, learn and work. They represent the department with the University community and its visitors and is expected to behave in a professional manner, keep informed of departmental and University policies, regulations and guides pertaining to employment obligations, including complying with attendance and clock in and out on time, working with other University Facilities staff as part of a team, and being flexible with schedule to accommodate emergency situations, such as staffing shortages and snow removal.

At Georgetown University's McDonough School of Business (MSB), our mission is to build global business knowledge and inspire ethical leaders to serve the common good.

The Communications Manager supports the MSB Office of Marketing and Communications toward raising the school’s visibility - supporting MSB content strategy, overseeing its newsroom, and providing editorial support to all MSB programs and initiatives. Key responsibilities include but are not limited to:

• Manage the MSB website newsroom, developing content that represents all of the school’s programs and initiatives; showcases the success of MSB students, faculty, staff, and alumni; and reinforces the Dean’s vision and strategic differentiators for the school and the broader Georgetown community. This content will be used further for internal admissions and alumni newsletters, on social media, and on the university’s digital platforms; and as media pitches to top-tier and business school press.

Work Interactions

Reporting to the Director of Marketing and Communications, and supervising student writers, the Communications Manager produces the work that is foundational to the MSB’s communications efforts. They develop newsroom content developed which is distributed in the school’s alumni newsletter, in admissions newsletters, in the alumni magazine, and on social media - as well as on the university’s distribution channels, supporting our engagement with all internal and external audiences. The Communications Manager works with a wide variety of MSB centers/institutes/initiatives, academic programs, internal partners across campus, and external partners.

The Director of Project Finance for our Development Division is responsible for underwriting complex multi-family affordable housing projects.  The position involves loan closing and asset management activities; and includes supervision of administrative and program staff and property inspection personnel. The incumbent reports to the Assistant Commissioner of the Development division.

ESSENTIAL FUNCTIONS

• Manages the City’s HOME Investment Partnerships (HOME) Program for multi-family affordable housing development projects.  
• Ensures HOME program is administered in accordance with HUD requirements, including the supervision of compliance and administrative staff for all aspects of the program.
• Maintains and supplies program records for HUD and City audit processes, manages HUD IDIS activity
• Conducts complex financial analysis, determines financial feasibility, and underwrites and assesses affordable housing development proposals and develop written and oral funding recommendations for loans and other financial assistance.  Underwrites tax abatement for affordable housing projects under the City’s Payment In Lieu of Taxes (PILOT) program.
• Reviews applications of housing developers for loans and other financial assistance.  Reviews construction budgets, project plans, appraisals, inspection reports and other real estate documents.
• Coordinates with City, State, and Federal agencies and private financial institutions to provide loans, mortgages and financing for new construction and/or renovation of residential multi-family and other community development projects.

The MOED is a community partner with the court-focused program Baltimore City District Court Re-Entry Project (DCREP). This program was founded by the Honorable Nicole Pastore who serves as the DCREP Coordinating Judge. DCREP is designed to simultaneously reduce criminal recidivism in Baltimore City while offering the participants a path to accessible training and employment opportunities. While helping participants acquire jobs with steady incomes to support their well-being, DCREP gives individuals, specifically those burdened by a criminal record, desperately needed access to jobs and education.

As a result of this community partnership, the MOED is seeking a Job Developer to assist justice-involved participants with securing unsubsidized employment. This position is supervised by the MOED Project Lead, who is responsible for ensuring alignment and coordination between MOED and DCREP and other Team members of the program.

ESSENTIAL FUNCTIONS

• Communicate with Probation Agents and Pre-Trial Agents regarding the progress of DCREP Participants
• Collaborate frequently with DCREP Coordinating Judge, the DCREP Coordinator, and other DCREP Team Members
• Promote DCREP in community outreach meetings that endorse the socially inclusive and politically non-partisan mission of DCREP
