The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ). As of 2 April 2021, the Prisons Maintenance Group (or PMG) joined MoJ Estates Directorate and the team receives a new title, MoJ Property Directorate. This change aligns us with our Profession – the Property Profession - and brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arms Length Bodies. We also provide property services on behalf of the Home Office.

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. Team Overview

The post holder is accountable to the Head of Programme Delivery for the successful, timely and quality delivery of all a portfolio construction/fitout projects across the MoJ family: prisons, investment, reform and Capital maintenance; probation investment, reform, Capital maintenance; court investment, reform; sustainable development; Home Office change and
maintenance, considering the sustainable, social and economic and environmental policies. The number projects in a Senior project sponsors portfolio can vary, but is normally in the region of 40 projects at various Royal Institute of British Architect (RIBA) stages. The post holder delivers their work through an outsourced frameworks of professional service providers and constructors.

Job Description, Duties and Responsibilities

Responsibilities will include the following:

• Working with a range of end users, judiciary, prison governors, probation, HMPPS leads to develop and facilities management to develop project proposals at mandate through to timely completion, within budget envelops; evidencing value for money solutions and benefits realisation.
• Working with Directorate Account Management teams in delivering successful
• Timely drafting and submission of individual project option appraisals, feasibility reports, business cases and board papers; driving design innovation.
• Working with commercial teams to procure supply chain resources, by providing the appropriate project briefs.
• Managing the performance of supply chain partners, through providing clear instructions; and collating and reporting on key performance measures
• Identifying risks and issues and making sure mitigation plans are in place; submitting early warning notices when contractual remedies are thought to be required.
• Embedding wider efficiency targets set by the Cabinet Office and IPA, such as the implementation of building information modelling, government soft landings by the inclusion of FM professionals; and collaborative procurement, particularly early contractor engagement and project bank accounts.

Senior Advisors play a central role in leading and supporting teams. Role 1: Priority Projects Team: Senior Policy Advisor

The Priority Projects Team (PPT) is a high-profile, friendly, and supportive team working at the heart of MoJ’s policy making function. We act as an in-house consultancy, working on projects of a few weeks to 6 months, to deliver on the department’s top policy priorities. We typically work in small project teams of up 5 people.

Each project is unique, fast-paced, and exciting. Recently our projects have covered policy areas including on victims, youth justice, legal aid, and prisons.

About the roles

As a Senior Policy Advisor in the Priority Projects Team, you will:

• Lead or support the delivery of a range of high-priority policy projects which align with the Department’s priorities.
• Work collaboratively with PPT colleagues, policy professionals, analysts, lawyers, and operational colleagues to understand complex issues quickly to develop robust and evidence-based policy proposals.
• Produce high-quality written and oral briefings for senior officials and Ministers, distilling complex ideas into clear and concise advice. 
• Some roles will also involve line management responsibility for more junior staff members.

The Deputy Director, HR Business Partnering (Operations) will manage a team of geographically dispersed HR Business Partners across His Majesty’s Prison and Probation Service (HMPPS). The role will involve working strategically with senior business leaders to develop and oversee the delivery of people strategies and interventions which focus on retention, building capability and capacity, leadership development, attraction, talent and inclusion, ensuring alignment with People Group and Outcome Delivery Plan (ODP) priorities. The role will work alongside the DD HR Business Partnering (CEO) ensuring collective priorities and coordination across HMPPS people plans.

The post holder will be accountable for the delivery of the team's business plan objectives, working closely with both the HMPPS People Intelligent Client Function and People Group colleagues to determine appropriate cross-HMPPS priorities and setting direction for the operational HR Business Partnering team.

The post holder will help to shape and support the successful transition and embedding of the new HR Business Partnering operating model, leading the change and building and maintaining team engagement. They will also help to embed a revised HRBP service offer across HMPPS, ensuring clear expectations are communicated in order to provide a professional service to our stakeholders.
