• Oversees and coordinates efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources.
• Presents information to the State Leadership Team (SLT) on linkages between utilization of financial resources and conservation outcomes.
• Establishes the annual budget for state office training activities.
• Participates in developing strategic and business plans to ensure the state continues to meet the mission responsibilities of the NRCS.

• You will serve as the Undersea Warfare Communications Technical Project Manager, Code 349.
• You will be responsible for the planning, budgeting, and managing the execution of all tasking for USW Communications systems.
• You will provide technical advice to top level Navy management and technical personnel, other agencies, and private organizations.
• You will serve on Navy, interagency, and technical society panels and committees of national or international scope.
• You will be involved with the execution, direction, and success of major projects, systems development efforts, and research or technology initiatives that have great significance to the activity and agency’s needs.
• You will act as the senior manager for the USW Comms Program, responsible for technical execution of NUWC’s Engineering Agent roles, which includes design, system integration, test/evaluation, logistics/maintenance of USW Comms systems/facilities.
• You will serve as the primary recognized technical point of contact for the cross-agency and contractor team that supports USW communications systems.
• You will be responsible for the day-to-day technical oversight of the NUWC USW comms technical team, which includes a diverse group of government and contractor engineers, scientists and technicians working in the area of submarine communications.
• You will mentor the USW Communications Deputy Technical Program Manager (DTPM) on day-to-day project interactions and senior level thought processes to enhance development of technical and strategic thinking for inclusion in Big Navy Roadmaps.
• You will prepare briefs, action item responses, and technical white papers as required, and participate in routine and emergent staff and sponsor meetings, as the recognized expert and technical POC.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis. The location of this position will be determined upon selection in one of the following states: Illinois, Florida, Ohio, Texas, Washington, Maryland, California, Washington, D.C., Georgia, Colorado, Massachusetts, Pennsylvania, Minnesota, and Wisconsin. 

*The duty station will be determined upon selection and will be located within the geographic area described.

Major duties include but are not limited to the following:

• Incumbent champions assigned client missions and projects within the sector, leveraging Indefinite Delivery Vehicles (IDVs), Small Business Innovation Research (SBIR), Commercial Solutions Openings (CSO), and other innovative non-Federal Acquisition Regulation (non-FAR) based contract mechanisms where appropriate. Incumbent is recognized as a subject matter expert and agency authority on acquisition project management involving the acquisition, definition, evaluation, and delivery of professional services, IT products and services, and R&D acquisitions. Handles the most complex and/or sensitive projects assigned to the division directed and, at times, the wider employing sector/APEX.
• Personally and/or through subordinate staff, develops and executes nationwide and Governmentwide acquisition projects that directly impact client programs of nationwide and/or worldwide significance. Oversees and manages a portfolio of innovative acquisitions that includes non-FAR based contracts/procedures.
• Manages financial resources and personnel, directing tasks to achieve desired project results within the area of responsibility. Demonstrates fiscal responsibility and financial acumen in financial operations, client funding, and contractor cost and appropriations guidelines (e.g., laws, regulations). Manages incrementally funded projects, coaches project managers to anticipate influx of client funding and contractor costs.
• Serves in a senior project management capacity as a critical liaison establishing and maintaining mutual understanding and cooperation between GSA, clients, and industry on highly controversial and/or sensitive matters.
