You will play a pivotal role in promoting and supporting the delivery of the Agency’s Vision, Mission and strategic objectives, by providing high-level oversight of and support for the delivery of services and projects within your area of responsibility, ensuring the implementation of policies and operational procedures and the effective management of team(s).
Reporting to the Head of APHA Strategy and Planning the postholder will:
Support the development and implementation of the Agency’s strategic and business planning processes. setting clear standards and expectations, in line with APHA’s policies, people and business objectives.
Collaborate with others across APHA eg. Directorate, other strategy leads and Defra Group Corporate Services to ensure alignment and implementation of the Agency’s strategies and business plans.
Support the business performance management function ensuring the right information is provided to boards, ministers and directorates as needed.
Ensure processes are in place for the systematic collection, analysis, and evaluation of data and information and define metrics against which the Agency can assess and measure its performance and the delivery of its strategic aims and objectives.
Support a professional network / community of practice for those involved in strategy innovation and business planning activities across the Agency.
Driving forward the use of business analytics focussed on improving productivity, efficiency and effectiveness.
The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.
Out of hours work may be required in the event of an incident.
Travel will be required to attend a variety of APHA locations including occasional overnight stays.
Person specification
The post holder will be able to demonstrate the following knowledge, skills and experience:
Experience of working in a business management function role or environment.
Developed managerial skills in business management combined with policy or technical expertise to make sound and balanced judgements.
Up-to-date knowledge of business management and experience of using this knowledge to provide advice and guidance to more senior grades and those in your team.
Experience of managing and developing team / professional skills and capabilities.
Experience of developing, producing and analysing data, intelligence, and management information to inform decision making and drive great outcomes.
Experience of reviewing and developing systems and processes and implementing new ways of working.
Proven leadership skills, with the ability to inspire and motivate teams to achieve high performance.
Strong written and verbal communication skills, with the ability to interact effectively with a wide range of colleagues and stakeholders
Ability to persuade and influence senior grades and stakeholders, and to advise and guide more junior employees on complex or contentious issues.
Excellent planning and organisational abilities, with a keen attention to detail.
Strong problem-solving skills, with the ability to address and resolve issues proactively.
Adaptable with ability / willingness to embrace change.
Ability to deliver results efficiently in a fast-paced and complex work environment.
