As a Civil Engineer (Highway), you will:

• Provide review of projects in accordance with the Division’s risk-based stewardship and oversight plan. This may include review of plans, specifications and estimates (PS&E) for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, grants administration review and oversight, and proper standard and special specifications and contract provisions.
• Serve as a key technical advisor in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies regarding assigned program areas and in assisting in the implementation of leadership initiatives. Communicate and apply Federal laws, regulations, and FHWA policies applicable to Federal aid projects within the State DOT project development process.
• Participate in and contribute to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting process.
• Monitor highway and other infrastructure improvements to determine if they are constructed to a desired quality and whether Federal aid construction funds are being expended in a manner consistent with applicable Federal laws and regulations.
• Participate in assessments of State programs for effectiveness and compliance. Provide recommendations to partners for performance and operational improvements and guidance on corrective actions.

The ideal candidate for this position is a mid-career engineer with experience monitoring Federally funded highway programs or delivering highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts in meetings and discussions, and in writing.

Major Duties:

• Employs a multimedia and multi- level communication approach and continuously monitors, reassesses and fine-tunes existing communication tools while seeking additional approaches.
• Serves as one of the agency spokespersons for the facility, including responding in writing and orally to questions about criticisms of the agency's activities or policies and explaining the VA point of view.
• Prepares scripts, audiovisual materials and brochures for ceremonies, briefings and orientations.
• Establishes and directs policies and procedures for visits and tours of distinguished personnel, administrative management of conferences, events and ceremonies.
• Manages a highly technical complex and sensitive public affairs program.
• Develops budgets, writes statements of work and directs, coordinates high profile visits, and directs, coordinates and supervises activities of supporting staff and contractors.

• Serves as the INSCOM/Army Cryptologic Operations (ACO) Senior Cryptologic (Signals Intelligence and Information Assurance) Advisor/Liaison and Cryptologic subject matter expert.
• Provides subject matter expertise to Cryptologic training and skills development/sustainment planning and execution.
• Performs as required liaison and coordination with various Army and National Cryptologic related entities.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

1. Serves as the Assistant Space Officer and Building Manager for the GOM Region District and Sub-District Offices located throughout Louisiana and Texas and other collocated offices and for critical infrastructure areas in the Gulf of Mexico Region.
2. As appointed Contracting Officer's Technical Representative (COTR) by the General Services Administration (GSA), is responsible for observing and monitoring the lessors' performance under the lease(s).
3. Responsible for the conduct of space studies/surveys to determine the adequacy of space, space requirements and management of office and special purpose space.
4. Responsible for the real property management program for both GSA and/or BSEE assigned or controlled buildings.
5. Works with the Emergency Manager/Physical Security Officer to establish protocol during construction projects with the design and implementation of security measures.

All field activities require some form of agility and dexterity. Offshore deployments may involve extended travel on vessels over water, vessel-to-vessel transfers, and the infrequent need to climb into/out of emergency evacuation devices. Spill response equipment inspections may involve overhead operations, movement of heavy machinery, and other activities that require the incumbent to look in all directions and be continuously and clearly aware of surroundings.

1. The incumbent exercises a broad range of supervisory responsibilities over subordinate employees. These responsibilities include, but are not limited to, defining the objectives, developing methodologies, establishing the priorities, and preparing schedules for the performance of assigned work, and assigning work to the staff considering the nature and difficulty of the assignment and the capabilities of employees.

2. Inspection of all drilling, completion, workover, and well abandonment operations to assure compliance with operating regulations, lease stipulations, and other directives, preparation of reports and recommendations.

3. Analysis of violations related to applicable rules and lease terms, assistance (via comment processes) in the preparation of Notices to Lessees and Operators, Safety Alerts, governing laws, and regulations.

4. Conduct of internal reviews and oversight of the inspection program to ensure that all inspection activities are conducted in accordance with regulatory requirements, Inspection Program Handbook, Field Supplements, and applicable guidelines and policy.

5. Directs the conduct of internal reviews and oversight of the offshore well operations inspection program in the GOMR to ensure that all such activities are conducted in accordance with regulatory requirements and all applicable guidelines and policies.
