Summary
The SAP Security Manager must be a detail-oriented, self-motivated leader responsible for the overall execution of the special program environment for classified programs as directed by USG directives and requirements. The candidate will provide security management and oversight of classified Special Access Programs (SAP) and Sensitive Activities.
Essential Duties and Responsibilities

- Responsible for organization, planning, and control of security programs which affect SAPs.
- Provides continuing oversight of programs involving technology, systems, and equipment development throughout their life cycle.
- On a regular basis, accomplishes assignments requiring the application of new concepts and theories to security problems not already addressed by accepted security measures or procedures.
- Reviews practices and activities to ensure compliance with directives and integration with other security and related programs.
- Develops, modifies, or recommends new security policies and guidance for management and execution of CAE USA’s classified SAPs and Sensitive Activities involved with development and fielding of equipment and systems.
- Serves as technical authority to local and customer program management in meetings and conferences to plan evaluate, formulate, modify, and initiate security policy changes and procedures.
- Ensures compliance with security program policy, procedures, and standard regulations is maintained continuously.
- Executes the CAE USA Inc. required self-inspection program, serves as the Security Lead for all Arlington TX/Binghamton NY Contractor Program Security Officers (CPSOs), conducts evaluations of classified Special Access Program management and oversight programs and Sensitive Support Programs.
- Recommends actions for the protection, management, and oversight of special access programs and sensitive activities across the spectrum of security disciplines.
- Recommends actions for the protection, management and oversight of SAPs and sensitive activities.
- Provides advice and guidance to subordinate personnel, program management and other security managers.
- Serves as Team Leader for Security SAP Team. Ensures the Organization's program security and intelligence missions, visions, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
- Articulates and communicates to the team the assignment project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
- Monitors and reports on the status and progress of work.
- Reports to the Security Special Program Manager periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
- This position will also be responsible for assisting with investigations related to any security violations involving classified information.
- This role ensures that proper Industrial Security procedures are followed in accordance with 32 CFR Part 117, Department of Defense (DoD) 5205.074 V1-4, DoD 5105.21 V1-3, ICDs 704 & 705 and other customer specific security requirements.
- Responsible for supporting the management, maintenance, and execution of the Program's Communication Security (COMSEC) capabilities.
- Administers programs for handling and safeguarding classified and proprietary information
- Responsible for oversight of personnel security records and the processing of Program Access Requests (PARs) as needed.
- Establish a robust Security Education Training and Awareness (SETA) Program.
- Assist with the planning, development and implementation of effective Information Security (INFOSEC) and Operational Security (OPSEC) policies and procedures.
- Assist the Facility Security Officer (FSO) with investigating security violations and prepare reports detailing procedures to preclude future occurrences.
- Coordinates with government agencies to obtain authorizations, interpretations, and acceptable deviations/exceptions to compliance with DoD regulations.
- Maintain Information Management Systems for control of classified materials.
- Establishes and maintains databases for records of employee accesses and incoming and outgoing classified visits related to DoD classified visits.
- Assist the Security Special Program Manager, FSO and the Director of Security in the development of long-range plans for security systems, resolving integration issues related to the implementation of new systems, processes, and procedures. Work with program personnel, to include cyber security, to ensure audit functions are performed properly.
- Develop corrective solutions and maintain associated documentation (to include required reports) as appropriate.
- Coordinate with program/project stakeholders, the Security Special Program Manager, CPSOs, and other Security team members to define, implement and maintain an acceptable information systems security posture.
- Assist program personnel at offsite locations to ensure they meet USG certification requirements and are properly trained to execute the cybersecurity program effectively and maintain security compliance.

Qualifications and Education Requirements
- In-depth knowledge and experience with DoD industrial security standards.
- Ability to effectively communicate relevant information to program management and organizational leadership.
- Bachelor’s Degree required (in security management or other related discipline). In lieu of a completed degree, some college and 7 years of experience in the defense contracting industry, U.S. Military and/or federal government will be considered
- At least 5 years work experience in working with DOD special programs from (U.S. military OR the U.S. defense contracting industry)
- Demonstrated expertise in ensuring compliance with Industrial Security procedures in accordance with the 32 CFR Part 117, DoDM 5205.07 V1-4, DoDM 5105.21 V1-3.
- Experience in working with Military Intelligence Community Directives (ICDs 704 & 705), and DoD regulations for US Government Contractors.
- Final Secret security clearance
- At least 4 years’ experience working as a Contract Program Security Officer (CPSO)
- Must be a self-starter able to work and operate with minimal supervision
- Must be an effective communicator
- Must be proficient in Microsoft Office (PowerPoint, Word, Excel)
Preferred Skills
- Ability to read and interpret DoD and company regulations
- Compilation of data and statistical analysis
- DoD FOCI-related security experience
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible for DoD Personal Security Clearance.
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- Work must be performed onsite. Remote work will be authorized on an as-needed, exception basis.
