Summary 

The SAP Security Manager must be a detail-oriented, self-motivated leader responsible for the overall execution of the special program environment for classified programs as directed by USG directives and requirements. The candidate will provide security management and oversight of classified Special Access Programs (SAP) and Sensitive Activities.

Essential Duties and Responsibilities

• Responsible for organization, planning, and control of security programs which affect SAPs.
• Provides continuing oversight of programs involving technology, systems, and equipment development throughout their life cycle.
• On a regular basis, accomplishes assignments requiring the application of new concepts and theories to security problems not already addressed by accepted security measures or procedures.
• Reviews practices and activities to ensure compliance with directives and integration with other security and related programs.
• Develops, modifies, or recommends new security policies and guidance for management and execution of CAE USA’s classified SAPs and Sensitive Activities involved with development and fielding of equipment and systems.
• Serves as technical authority to local and customer program management in meetings and conferences to plan evaluate, formulate, modify, and initiate security policy changes and procedures.
• Ensures compliance with security program policy, procedures, and standard regulations is maintained continuously.
• Executes the CAE USA Inc. required self-inspection program, serves as the Security Lead for all Arlington TX/Binghamton NY Contractor Program Security Officers (CPSOs), conducts evaluations of classified Special Access Program management and oversight programs and Sensitive Support Programs.
• Recommends actions for the protection, management, and oversight of special access programs and sensitive activities across the spectrum of security disciplines.
• Recommends actions for the protection, management and oversight of SAPs and sensitive activities.
• Provides advice and guidance to subordinate personnel, program management and other security managers.
• Serves as Team Leader for Security SAP Team. Ensures the Organization's program security and intelligence missions, visions, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
• Articulates and communicates to the team the assignment project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
• Monitors and reports on the status and progress of work.
• Reports to the Security Special Program Manager periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
• This position will also be responsible for assisting with investigations related to any security violations involving classified information.
• This role ensures that proper Industrial Security procedures are followed in accordance with 32 CFR Part 117, Department of Defense (DoD) 5205.074 V1-4, DoD 5105.21 V1-3, ICDs 704 & 705 and other customer specific security requirements. 
• Responsible for supporting the management, maintenance, and execution of the Program's Communication Security (COMSEC) capabilities. 
• Administers programs for handling and safeguarding classified and proprietary information
• Responsible for oversight of personnel security records and the processing of Program Access Requests (PARs) as needed.
• Establish a robust Security Education Training and Awareness (SETA) Program.
• Assist with the planning, development and implementation of effective Information Security (INFOSEC) and Operational Security (OPSEC) policies and procedures.
• Assist the Facility Security Officer (FSO) with investigating security violations and prepare reports detailing procedures to preclude future occurrences.
• Coordinates with government agencies to obtain authorizations, interpretations, and acceptable deviations/exceptions to compliance with DoD regulations.
• Maintain Information Management Systems for control of classified materials.
• Establishes and maintains databases for records of employee accesses and incoming and outgoing classified visits related to DoD classified visits.
• Assist the Security Special Program Manager, FSO and the Director of Security in the development of long-range plans for security systems, resolving integration issues related to the implementation of new systems, processes, and procedures. Work with program personnel, to include cyber security, to ensure audit functions are performed properly.
• Develop corrective solutions and maintain associated documentation (to include required reports) as appropriate.
• Coordinate with program/project stakeholders, the Security Special Program Manager, CPSOs, and other Security team members to define, implement and maintain an acceptable information systems security posture.
• Assist program personnel at offsite locations to ensure they meet USG certification requirements and are properly trained to execute the cybersecurity program effectively and maintain security compliance.

Qualifications and Education Requirements 

• In-depth knowledge and experience with DoD industrial security standards.
• Ability to effectively communicate relevant information to program management and organizational leadership.
• Bachelor’s Degree required (in security management or other related discipline). In lieu of a completed degree, some college and 7 years of experience in the defense contracting industry, U.S. Military and/or federal government will be considered
• At least 5 years work experience in working with DOD special programs from (U.S. military OR the U.S. defense contracting industry)
• Demonstrated expertise in ensuring compliance with Industrial Security procedures in accordance with the 32 CFR Part 117, DoDM 5205.07 V1-4, DoDM 5105.21 V1-3.
• Experience in working with Military Intelligence Community Directives (ICDs 704 & 705), and DoD regulations for US Government Contractors.
• Final Secret security clearance
• At least 4 years’ experience working as a Contract Program Security Officer (CPSO)
• Must be a self-starter able to work and operate with minimal supervision
• Must be an effective communicator
• Must be proficient in Microsoft Office (PowerPoint, Word, Excel)

Preferred Skills

• Ability to read and interpret DoD and company regulations

Security Responsibilities 

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Key Role:

Configure and manage Windows and Linux operating systems, utilizing Puppet, and back-end databases. Write installation, user and functional test procedures, including well designed, testable, efficient code. Ensure designs are in compliance with specifications under Test Driven Development and prepare produce releases of software components.

Basic Qualifications:

POSITION SUMMARY
This position patrols the facilities and grounds; assists with the welfare and safety of personnel and patients; investigates critical incidents; assists employees, patients and visitors; interfaces with emergency response agencies; secures doors; monitors parking and traffic control. Performs assigned security duties promptly and accurately. Works varied assignments and shifts.

CORE FUNCTIONS
1. Exhibits excellent interpersonal skills and be customer service oriented in all contacts with patients, visitors and staff.

2. Responds to all emergency codes for assistance and control. Patrols and inspects facility frequently to assist in maintaining a safer and more secure environment. Assists employees with security related matters, mediate disputes, conduct interviews, conduct searches, enforces parking regulations and traffic control. Serves as a security subject matter expert.

3. Assists medical staff in restraining and handling troubled/combative patients. Ensures security policies are being followed. Patrols unoccupied areas and sets the alarms when appropriate. Locks and unlocks facility doors at prescribed times. Conducts money pick-ups from departments, logs pick-ups and successfully delivers the contents to the appropriate destination department. Releases bodies from the morgue, ensuring that all paperwork is complete. Checks alarms to ensure they are in proper working order. Escorts patients, visitors and employees when required for security purposes. Participates in security lead training designed for staff.

4. Maintains current knowledge of applicable laws and regulations. Performs “citizen arrest” and demonstrate critical thinking skills during extremely stressful situations as needed.

5. Appropriately and effectively utilizes assigned non-lethal weapon according to policy and training.

6. Investigates and completes written reports of complaints, critical security incidents and unusual activities involving patients, employees and visitors. Maintains an accurate log of all relevant security activities during each shift.

7. Professionally testifies in criminal court, state hearings and review boards when required.

8. Based on area of assignment may assist in the maintenance and preservation of confidential health documents including scanning into electronic patient health information systems.

9. Position reports directly to the Security Supervisor, or OIC in their absence. This position interacts internally with staff, physicians, visitors, volunteers and patients. External customers are law enforcement agencies and emergency service agencies. The position is system wide and officers may be assigned to work at any facility as needed. This position will provide guidance and direction to staff, visitors and patients during a security emergency. This position will be required to proactively identify, deter and respond to security incidents.

MINIMUM QUALIFICATIONS
Must maintain required security certifications. Must possess a valid driver’s license and be eligible for coverage under the company auto insurance policy.

Must possess the ability to make accurate observations and exercise good independent judgment in a variety of situations (including emergencies). Must demonstrate the ability to write comprehensive security reports. Must successfully complete all required security departmental training, including department specific annual training and mandatory training as assigned. Must successfully complete Banner Health Basic Officer Academy. Must present a professional appearance and demeanor at all times and must possess strong verbal communications skills. Must qualify and maintain proficiency with assigned non-lethal weapons. Must be able to demonstrate the ability to perform physical requirements of the position. Role and Responsibilities

Summary

The Candidate will report to the Security Manager and will have primary responsibility for a professional, polite image as the primary point of contact for greeting and assisting visitors to CAE USA Inc. as the first line of defense to our Arlington cleared facility. He/she will play a major role in enforcing Security policies related to Visitor access and have a demonstrated ability to resolve issues of visitor and employee access professionally and effectively. Additionally, the candidate will provide key administrative support to the organization by performing data and record entry, building access and maintaining logs for the Arlington facility as required by the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) and Corporate Policy.  This position will support a fast-paced, technically diverse employee population including government, military and contractor personnel.

The selected candidate must be able to work with minimal supervision, be detail oriented and able to work with various levels of personnel.

The candidate will also provide back-up support to other operational support roles within the organization to include DoD personnel clearance processing utilizing US Government databases to include DISS, NBIS, e-QIP and eAPP, as well as maintaining personnel records using the security management system for the CONUS and OCONUS off-site locations for CAE USA Inc., Arlington employees.

Essential Duties and Responsibilities

Responsibilities:

• Act as first line of security implementing Visitor policies and monitoring visitors while they are in the Lobby
• Greet all visitors and determine purpose of visit, assure proper sign-in, maintain visitor’s register (record arrival time, visitor’s name, Government Agency/Vendor Name, purpose of visit, and citizenship) and issue badges in accordance with Security procedures.
• Process all incoming visits with proper Link personnel
• Perform Restricted Party Screening (RPS) on all visitors using Visual Compliance data base and submit all reports to the Empowered Official (EO)
• Process incoming Visitor Security clearances using DISS/NBIS (to include taking a servicing relationship with long term visitors)
• Activate and issue temporary badges to personnel using the Security badging system
• Coordinate visitor’s arrival with responsible point of contact
• Answer switchboard in professional manner and transfer incoming calls to proper person
• Be prepared to implement procedures for potentially serious circumstances (e.g., suspicious personnel, activities, severe weather and company disaster evacuations)
• Provide back-up support for Arlington personnel clearance processing and e-fingerprints
• Assist with data entries into DISS, NBIS, e-QIP and eAPP
• Assist with the conducting of internal self-inspections
• Other duties as assigned

Qualifications and Education Requirements

• High School Diploma or GED, required
• Must obtain and maintain a final DoD Secret clearance
• Minimum 5 years demonstrated experience in a fast-paced, multi-tasked environment supporting large teams, and a demonstrated ability to exercise sound judgment with proper discretion in handling sensitive/confidential/proprietary information is required.
• Strong organizational skills and attention to detail
• Professional oral/written communication skills, focusing on customer service
• Present a professional relationship with CAE USA Inc. customers both during visits and phone interactions
• Outgoing, friendly personality
• Ability to work well individually and in a team environment with minimal supervision
• Proficient with Microsoft Suite of Office products (Word, Excel, PowerPoint, Outlook)
• Ability to interface effectively with all levels of management and customers
• Ability to multi-task in a fast-paced environment and manage work with frequent interruptions

Preferred Additional Skills

• Prior Security Experience is preferred
• Working knowledge of the NISPOM, specifically those chapters related to security requirements, clearances and visitors
• Records management background
• Experience working in defense contractor environment is a plus but not required
• Working knowledge of DISS, NBIS, e-QIP, eAPP and SWFT

Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.  All government and proprietary information will be accessed and stored electronically on company provided resources.

 Tactical Officers are specialized security officers with advanced training in de-escalation techniques, advanced non-lethal defensive systems, defensive tactics, and critical thinking skills. 

MUST BE AVAILABLE FOR UPCOMING PHYSICAL ASSESSMENT TEST! Successful candidates will also be physically fit and able to maintain sufficient physical fitness to successfully pass the upcoming Cooper Institute Physical Fitness Assessment Test (1.5 mile run, push-ups, sit-ups, vertical jump, and 300 meter run) before selection to the Tactical Officer Certification Course and on a bi-annual basis to retain employment in the Tactical Operations Unit (TOU).

This team works 12 hour shifts (for both days and nights), a 18%-night shift differential when you work a minimum of 2 hours in the night shift “window” which is 7pm to 7am.

DAY SHIFTS:

Shift A: (Sun-Wed) Sun - Tues 6 am-6 pm, then ½ Wed 6 am- 12 noon

Shift B: (Wed-Sat) ½ Wed - 12 noon-6pm, then Th- Sat 6 am-6 pm

NIGHT SHIFTS:

Shift C:(Sun-Wed) Sun - Tues 6pm-6am, then ½ Wed (6 pm- 12 midnight)

Shift D: (Wed-Sat) ½ Wed 12 midnight - 6 am, then Thur- Sat 6pm-6am

•             Night Shift gets 18% differential

POSITION SUMMARY
This position will be assigned primarily to the Emergency Department and will serve as the first responder to the most violent and dangerous security incidents occurring throughout the facility and the campus. When the incident involves anyone other than a patient, the Tactical Officer will be responsible for directing the security response the violent incidents. The tactical officer will be the primary liaison with law enforcement during critical incidences. This position will assist with patrol functions across the campus; the welfare and safety of personnel and patients; investigations of critical incidents; provide security assistance to employees, patients and visitors and secures doors as needed.

CORE FUNCTIONS
1. Apprehends suspects in cases of conflict, escalation or unauthorized entry into buildings and work areas, malicious mischief, or other violations. Conducts investigations and prepares investigative reports.

2. Serves as the primary point of contact with law enforcement during critical incidents.

3. Monitors and assesses situations and determining appropriate response. Utilizes critical thinking skills in emergency and stressful situations.

4. Patrols facility buildings and grounds watching for unauthorized persons, fires and unusual occurrences; and reports emergencies immediately upon discovery.

5. Utilizes verbal de-escalation techniques and advance workplace violence mitigation skills and tactical skills in security, emergency and conflict situations.

6. Investigates and completes written reports of complaints, critical security incidents and unusual activities involving patients, employees and visitors; submits all reports to the security leadership by the end of the shift in which the report occurs. Maintains an accurate log of all relevant security activities during each shift.

7. Escorts patients, visitors and employees as needed. Assists medical staff in restraining and handling disturbed patients.

8. Enforces security rules and regulations, to patrol grounds by foot or in a vehicle, to react quickly and calmly in emergency situations, to communicate effectively, and to prepare a concise incident reports. Follows instructions and follows safe work practices. Acts as a point of contact for other officers as needed.

9. Position reports directly to the Security Director. This position interacts internally with staff, physicians, visitors, volunteers and patients. External customers are law enforcement agencies and emergency service agencies. The position is system wide and officers may be assigned to work at any facility as needed.

MINIMUM QUALIFICATIONS
Must possess a valid driver’s license and be eligible for coverage under the company auto insurance policy.

Must possess strong knowledge and understanding of security as normally obtained by a minimum of three years of law enforcement or military experience or seven years of hospital security experience. Requires successful completion of Banner Health’s Tactical Officer certification training upon hire. Requires ability to demonstrate and successfully use all required competencies annually. Must possess interpersonal skills and be customer service oriented in all contacts with patients, visitors and staff. Requires advanced critical thinking, monitoring skills and ability to quickly assess situations and determine appropriate response in escalated conflict, security and emergency situations. Must be able to demonstrate the ability to perform physical requirements of the position. Capabilities will be demonstrated through the successful completion of similarly related skills testing. Employees hired on or after January 1, 2019 will need to successfully demonstrate the physical requirements before starting in the role. Employees hired before January 1, 2019 must be able to successfully demonstrate the physical requirements by December 31, 2019. If upon initial evaluation, an employee is unable to successfully demonstrate the physical requirements, there will be a quarterly assessment administered. This physical skills assessment will then be conducted on an annual basis and employees must successfully meet the requirements to remain in role.
