• Leads the team in identifying existing data resources, coordinating research areas and reviewing relevant legislation, regulations, SSA policies and other internal and external reports to accomplish project objectives.

• Liaisons with SSA staff on program and operational issues and negotiates to gain acceptance of findings and the recommendations presented where differing points of view may be strongly held.
• Leads the team in identifying problem areas and researching and analyzing information that results in new project proposals which have a significant impact on SSA’s operations and/or save Agency funds in its programs and operations.
• Reviews completed work and written products to ensure that instructions, priorities, deadlines, and quality standards are met. Identifies work products that do not meet established standards, referring unusual situations to the Division Director.

What you'll do

As our Head of Group Public Policy Research & Political Risk, you’ll be responsible for driving the development of policy interventions. In doing so, you’ll develop our strategic approach for the use of lobbying governments and politicians across the UK. You’ll be expected to stay abreast of the key political policy areas of the day in order to develop our policy positions across a number of areas.

In addition to this, you’ll be responsible for:

• The horizon scanning of key issues covering policy and political risk
• Identifying any political risks we might face before developing mitigating actions
• Developing research materials to support regional board communications, influencer engagement and the Levelling Up agenda
• Developing simple, accessible materials on our strategy and purpose for external use

The skills you'll need

We’re looking for someone with the ability to deliver clear, well researched materials for external parties covering our strategy. As such, you’ll be able to deal with highly sensitive and confidential materials.

Along with an understanding of our wider strategy, you’ll have the ability to research complex political policies and how they affect us and our customers.

You will also need a contacts book, the desire to build that contacts book and the willingness to engage with politicians and officials on an ongoing and out of hours basis.

This role is mainly based in Birmingham with weekly visits to the regional office in Doncaster expected as well as flexibility to allow for site visits etc.

To be successful in this role, you will need experience of managing a demanding client base with impeccable customer service and ideally come from a rail background. Reporting to the Operations Manager, you will be responsible for the management of your projects to ensure the client's expectations are met.

As Labour Manager, your role will include:

• Identifying staff vacancies and recruiting, interviewing and selecting applicants
• Allocating resources, ensuring appropriate matches between personnel and client expectations
• Providing current and prospective employees with information about policies, job duties, working conditions and wages
• Performing difficult staffing duties, including dealing with understaffing, assisting with disputes, and assisting with disciplinary procedures if/when required
• Planning and conducting new employee orientation to foster positive attitudes toward organisational objectives
• Serving as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems
• Analysing training needs to ensure that the correct employee is deployed for the correct job/task/activity
• Maintaining records and compiling statistical reports where requested
• Negotiating bargaining agreements and help interpret labour contracts
• Developing and evaluating applicant tests
