This position is located in the Operational Services Bureau, Special Operations Division (SOD), United States Capitol Police (USCP).  Serves as an Operations Support Assistant at the Division level within a Bureau or an Office. Performs a broad range of technical and administrative office support work and services to support sworn and civilian staff. Provides human resources support services, automation/computer support, records maintenance, report/information consolidation and similar functions.  Performs a range of support operational activities including monitoring and analyzing workflow issues and projects in consultation with supervisors and/or senior officials. Performs other official duties as assigned. Due to the nature of a police force and emergency operations, civilians may be called upon to perform emergency operations duties outside the realm of their expertise.  Other duties as assigned may vary significantly from the primary duties of the position, and the incumbent as a Federal law enforcement agency employee must be fully aware of this possibility.

At the CP-05/GS-07 level, the duties include: Working closely with management in a developmental capacity by performing assignments and completing trainings, both of which are aimed to prepare the incumbent to gain the necessary knowledge and skills to perform the duties at the higher grade level.

Establishes effective working relationships with officials, officers, and civilian personnel.  May attend roll calls with the officers.  Actively assist officers with various administrative requests.  Fields phone calls from other divisions, agencies, vendors, and the public.

Utilizes personal computer/office automation systems including word processing, database management, spreadsheets, and/or other software packages to prepare reports, graphs, charts, etc.  May provide basic service/maintenance of office equipment such as copiers and facsimile machines by replacing paper, toner cartridges, etc., and provide staff and officers with basic computer assistance such as basic knowledge of word processing or spreadsheet software.

Reviews documents for grammar, format, and spelling. Reads incoming correspondence, publications, regulations, court notifications and subpoenas, and directives that may affect the organization and assigned officers.  Organizes and maintain office files and prepare older files for digital archiving. 

At the full performance level of CP-06/GS-08, the duties include:

Prepares, maintains, and certifies automated Time and Attendance reports and monitors leave balances using the WorkBrain system.  Provides assistance and/or information to officials and officers with overtime requests, leave requests, Family and Medical Leave Act (FMLA) applications, Paid Parental applications, pay certification, payroll corrections, workers' compensation paperwork, requests for advance leave, requests for leave without pay, and similar services as requested. Serves as the organization's liaison for office support services.

Organizes and maintains office files, records, manuals and related materials in accordance with established policies and procedures. Plans and coordinates extensive office support services for specialized or unique program or office needs. Responds to inquiries and requests for assistance on administrative problems. Maintains procurement files and databases in accordance with Federal regulations and agency directives.

Establishes control records on incoming correspondence and action documents, following up on work in progress to ensure timely action. Reads incoming correspondence, publications, regulations, court notifications and subpoenas, and directives that may affect the organization and assigned officers. Reviews documents requiring coordination by the supervisor for conformance with regulations, grammar, format, and special policies of the organization.  Uses a database to obtain a document tracking number to log out documents to various offices.

Assists in the preparation of requests for procurement, training, travel authorizations, travel vouchers, reimbursements, and other forms as needed, using applicable automated systems.

• Serves as Seattle Principal Assistant District Counsel for Administrative Law, a senior attorney for the Seattle District in direct support of the District Counsel, furnishing expert legal advice, assistance, and services to the District Commander.
• Serves as ethics advisor, labor counselor, and advisor on administrative, personnel, and general law.
• Serves as advisor in the fields of environmental law, USACE Regulatory Program Law, the Corps of Engineers Civil Works program and its authorities; as well as contract formation and administration, including claims and appeals.
• Operates substantially independently in analyzing and evaluating facts, determining questions of law, and preparing decisions for consideration and adoption by agency decisionmakers in all mission areas.
• Provides legal support to senior Seattle District management officials in the execution of all mission areas.
• Supervises Assistant District Counsel within the Office of Counsel and assists the District Counsel in overall office management.
• The nature of legal work required to perform these duties involves very complex issues, necessitating extensive research and analysis. Such matters often involve very large sums of money and interest in them is, at times, nationwide.

• Serves as a Security Assistant for the Multipurpose Hydroelectric Facilities under the Walla Walla (NWW) District Corps of Engineers.
• Responsible for applying security process and procedures for a facility located throughout the NWW footprint with emphasis on and not limited to, access control, camera monitoring, security systems, and key control.
• Monitors and controls the access points for a multipurpose hydroelectric facility and the associated access control devices.
• Uses automation equipment and software to prepare and provide digital access control badges for the facility, its visitors, and employees.
• Assists in monitoring the facilities Electronic Security System (ESS). This includes, but is not limited to cameras, alarmed zones, and access points.
• Conducts and documents Random Antiterrorism Measures (RAMs) as directed by the Walla Walla District Corps of Engineers Security Office.
• Assists in providing access for local emergency responders in the event of an emergency at the facility.

The duties of this position include but are not limited to the following.

• Collects, organizes and tracks information in support of the Personnel Security Program.
• Reviews position risk sensitivity levels as full assistant to the Personnel Security Specialist. Assemble position descriptions and functional statements for the Personnel Security Specialist for review.
• Tracks electronically the level assigned and the appropriate background investigation needed.
• Performs administrative tasks associated with the authorization and issuance of the PIV card.
• Serves as the initial point of contact for new appointees including but not limited to paid or without compensation employees, volunteers, students, residents, and contractors.
• Reviews information submitted by the requesting office to validate level of background required, enters appointee information into a local data base tracking system and refers appointee for fingerprinting.
• Initiates, reviews and releases appointees background investigations in the Office of Personnel Managements Electronic Application (e-APP) system or in conjunction with the VA- Adjudication Center (VA-AC).
• Monitors the status of specific pending items, compiles data to produce reports, follows up to determine status and records results.
• Maintains logs of current employees who are in public trust positions and ensures reinvestigations are initiated, reviewed and released using e-APP within the required timeframe as per policy. Works closely with the VA-AC to monitor the progress of investigations when applicable.

• Assures that paperwork related to the suitability process is forwarded for inclusion in the appropriate system of records, i.e., official personnel folders, records related to fee basis employees, contract personnel, volunteers, or without compensation employees. Maintains required files related to the suitability process in accordance with OPM/agency guidelines.
• Requests information from various law enforcement agencies and courts. Assures that the approving official is kept informed of these actions.
• Reviews applicant's data ensuring that the submitted information matches the demographic data and that all required information has been provided. Accepts/rejects applicants
• Maintains an in-depth working knowledge of PIV role holder responsibilities.
• Provides technical advice and guidance regarding matters pertaining to PIV Program.
• Assembles position descriptions and functional statements for the Personnel Security Specialist for review.

As a Supervisory Legal Assistant GS-0986-9, you will be responsible for performing duties which include, but are not limited to the following:

• Utilize various types of software including import/export of data, spreadsheets (Microsoft Excel), desktop publishing Microsoft Word, Adobe Acrobat, and presentation software;
• Clearly communicate with staff regarding deadlines, due dates; problem resolution, cooperation, collaboration, procedures on administrative matters (e.g., leave, training, etc.) with some supervision.
• Provide management with advice on issues such as, the utilization of personnel resources, procurement of office equipment and supplies, and future office space needs.
• Identify and alert management, external and internal staff of critical dates (e.g., court hearing, appeal recommendation, timesheets) under close supervision; organize review of incoming mail and packages; and identify critical dates.
• Prepare and handle sensitive personnel information, correspondence, and other related documents.
