As a SECURITY ASSISTANT (BACKGROUND INVESTIGATIONS) you will be responsible for the following duties:

• Performs data entry duties associated with the scheduling and receipt of investigations.
• Tracks and maintains contractor records in the contractor database.
• Performs various clerical duties as assigned or warranted, including file management and processing incoming mail.
• Handles routine telephone inquiries from internal and external customers, including other DCSA employees and contractors, as well as agencies and subjects of investigation.
• Provides support for most of the types of investigations handled in the branch.
• Gathers data and generates various workload reports.

Physical Security Support (35%)

• Performs alarm and access monitoring, tracing access patterns, programming, assigning or removing user permissions, updating databases, remotely opening and securing doors during routine and emergency operations and generating a variety of reports as needed.
• Implements policies, procedures, and methods for identifying and protecting information, personnel, property, facilities, operations, or material.
• Operates an established vehicle registration and visitor management program and parking registration and/or photo identification equipment.
• Issues and retrieves government issued keys and/or identification cards. Reviews requests for and issues passes and identification documents. Maintains accurate key inventory and accountability database.
• Maintains accountability of Police Officer badges issued and all associated logs.
• Performs administrative (non-criminal) investigations of lost keys, passes, and PIV cards for rapid assessment and documentation of any compromised access to VA property and termination of off access permissions.

• Monitors and receives routine and emergency calls from a variety of sources that need police, fire, medical or other emergency services.
• Determines the nature and location of the emergency; prioritizes events and commits police resources appropriately.
• Maintains contact with law enforcement units on assignment.
• Maintains status and location of Police Officers and coordinates communication between agencies as needed.
• Answers nonemergency calls for assistance.
• Monitors and directs responses to security and life safety communications, radio dispatches, telephone calls, and other emergency communication circuits.
• Receives and compiles information from various sources related to police and emergency incidents.
• Operates a variety of communications and security equipment.

• Performs system checks on a variety of equipment used in the dispatch center.
• Conducts equipment inventories and completes records and other logs.
• Performs monthly alarm checks, submits reports documenting the operational status of each circuit tested.
• Enters, updates and retrieves information from a variety of computer systems and sensitive databases.
• Uses state and the National Crime Information Computer (NCIC) to access sensitive law enforcement information to support field operations and investigations.
• Coordinates health and welfare checks with outside law enforcement agencies.
• Completes vehicle registration tasks and issues decals and permits as authorized by policy.

This Case Management Assistant position is located Direct Reports, Civil Rights and Liberties, Ombudsman and Traveler Engagement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Using detailed knowledge and experience, accesses the redress case management database to process and track redress applications from the traveling public, and reviews incoming applications for completeness ensuring that they are referred to the correct partner organization for analysis.
• Assists supervisor in researching and obtaining information to prepare findings, review plans and special studies.
• Prepares a wide variety of recurring and nonrecurring reports and other documents and reviews/finalizes documents prepared by others.
• Carries out administrative support functions including organizational inbox management and file maintenance. Incumbent plans and coordinates the work of the office.
• Composes and reviews outgoing correspondence and action papers submitted to ensure that the materiel is properly prepared, coordination is completed, procedural requirements have been met, grammar is correct, and security markings are correctly applied.

• Review routine /non-routine referrals of applicant suitability requests that include, but are not limited to, debarment referrals and investigations that contain major issues.
• Make recommendations for review by a Personnel Security Specialist that include accepting referrals, return the referral to an agency if issues do not warrant OPM, and closing or returning a case that was inappropriately referred.
• Request additional information from agencies, from the subject, and from sources, to obtain information to establish jurisdiction or clarify or resolve issues in cases.

• Review routine /non-routine referrals of applicant suitability requests that include, but are not limited to, debarment referrals and investigations that contain major issues.

The Assistant Coach is responsible for planning, programming, coordinating, supervising, managing, directing and/or reviewing all activities for their assigned area of responsibility. Responsible for advising the Coach on the daily operation of their team to include reporting daily operational problems and needs to achieve goals and objectives of the Veterans Contact Center (VCC) VBA benefits programs as they relate to the VCC.

Under the supervision of the Coach, the incumbent leads individuals in performing the work of the Legal Administrative Specialist/Public Contact Representation (LAS/PCR) position. Exercises supervisory authorities and responsibilities, as delegated, involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Duties include but are not limited to:

• Performs the administrative and personnel management functions relative to staff supervised.
• Observes workers' performance; demonstrates and conducts work performance critiques.
• Develops work improvement plans for the team, recommending personnel actions as necessary.
• Provides advice and counsel to employees related to work and administrative matters.
• Reviews and approves or disapproves leave requests to maintain appropriate staffing levels for the division.
• The incumbent ensures performance plans for all assigned employees are properly created and utilized.
• Utilizes the division's employee recognition and award program.
• Mentors team employees, addresses individual learning needs and effectively offers feedback to identify and correct deficient areas. Provides or arranges technical training necessary for the accomplishment of individual and team tasks.
• Resolves personnel complaints or disciplinary problems with assistance from the Coach and/or call center manager.
• Responds to calls transferred to the supervisory escalation queue or the Legal Administrative Specialist (Contact Representative) needs assistance in providing a response.
• Resolves calls received at this level by either answering the call immediately or by taking responsibility for "call back." But referring calls of greater difficulty/not easily resolved to the Coach.
• Inspires, motivates, and guides others toward goal accomplishment, coaches, mentors, and challenges subordinates.
