The duties of the Contract Specialist include, but are not limited to the following:

• Performs a full range of complex pre award and post award activities and is responsible for a full range of planning, directing and administering complex acquisitions.
• Formulates overall contracting strategies and priorities for the acquisition programs and approves contract types that include, but are not limited to, pre-negotiation positions, pricing arrangements and incentives, price adjustment clauses, proposed by team members.
• Assists and guides contracting and client personnel through complex source selection process, reviewing and evaluating acquisition plans, recommending approval, and reviewing and coordinating all source selection plans (SSP) prior to final coordination.
• Performs complex, sensitive, high level acquisition work characterized by an exceptional degree of difficulty and responsibility.
• Serves as a liaison to convey information regarding program activities, agency policies and goals; clarifies procedures and interprets directives and/or other governing regulations as needed.
• Participates in the review of program activities to identify problems and recommend corrective measures or alternative approaches to the Climate and Infrastructure Program Management Office Program Executive, Regional Commissioner's, and the Assistant Commissioner for the Office of Acquisition Management.
• Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems and reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment.
• Serves as Program Expert, providing key input to policy development and/or implementation or as a key advisor to management, including various Directors and Branch Chiefs.
• Furnishes significant information to top management officials and others who regularly seek expertise on issues often of strategic importance to mission-essential goals or programs.
• Recommends, modifies, and implements GSA policy to ensure that source selections are accomplished in accordance with existing regulations.
• Conducts negotiations for especially charged or sensitive situations. Ensures equity with industry negotiators (e.g., industry negotiator is at the level of company vice president).

If selected for this position, incumbent will be required to complete (within 60 days) all training, certification, and related administrative requirements required to obtain and maintain a senior contracting officer's unlimited warrant. 

• Ensure data integrity and accuracy: Establish and enforce standards, protocols, and best practices to ensure that the data feeding into the analytics tools is accurate, up-to-date, and reliable. This includes managing data quality processes, identifying discrepancies, and implementing corrective actions.
• Oversee how data is used in broader operations, ensuring that analytics tools provide meaningful insights to enhance operational efficiency, inform decision-making, and optimize resource management.
• Researches and assesses emerging technologies such as artificial intelligence (AI), machine learning, and predictive analytics to enhance PBS operations. Recommends and implements IT solutions and automation tools to streamline business processes, improve operational efficiency, and optimize resource allocation.
• Supervises a team of analysts and program managers. Develops and implements long-range work plans and schedules, or methods, procedures, etc. for the accomplishment of approved policies, goals, and objectives, and provides advice, counsel, or instruction to individual employees on both work and administrative matters. Supervisory functions include ensuring that job descriptions accurately depict the actual work requirements and that personnel actions are promptly initiated; planning and scheduling work; making assignments to subordinates based on priorities; and, accepting, amending or rejecting completed work. As supervisor, the incumbent evaluates employees overall performance and ensures that each accomplishes a satisfactory amount of quality level of work in a timely manner; hears and resolves complaints, and refers the more serious grievances to a higher authority; and, effects disciplinary measures and recommends action in the more serious cases. Evaluates subordinate supervisors and serves as the reviewing official for the evaluations of non supervisory employees rated by subordinate supervisors. Recommends bonuses or awards. Finds ways to improve the quality of work directed and develops performance to meet performance standards.
• Collaborates with internal and external stakeholders, including regional offices, other government agencies, and private-sector partners. Work closely with these teams to ensure their specific data needs are met, including developing analytics to support strategic planning, performance tracking, and customer-related insights

• Leads the nationwide development of real property asset management policy. Provides expert interpretation or guidance on the policy. Develops implementing instructions and tools and conduct training. Provides program oversight and ensures consistent implementation.

• Provides expert technical advice on all issues related to real property asset and portfolio management for stakeholders within GSA and outside of GSA, including: furnishing written instructions, reference materials and relevant background material to employees; maintaining current knowledge; answering questions from analysts on procedures, policies, and directives; and obtaining information from the supervisor regarding final decisions on major problems and issues that arise.

• Prepares and presents requested briefing/presentation materials for senior management and represent GSA by personally conducting presentations as requested.

• Serves as a senior regional asset management liaison on issues related to regional asset and portfolio management.  This activity involves: Reviewing technical reports or papers created by the regional offices which influence the region in terms of current or future asset and portfolio management functions.

• Prepares PBS policies, operating practices, and directives to ensure they reflect the goals and objectives of PBS while meeting the requirements of external stakeholders. These stakeholder requirements include, but are not limited to, Executive Orders, Administration and OMB directives, and Congressional mandates. Conforms these external real property mandates to include development of agency plans, submission of required reports, and representing PBS on interagency councils and with external stakeholders.

• Provides expert advice on data analytics strategies, including the design and implementation of innovative tools that support organizational goals. Advises leadership on how to leverage data analytics for operational improvements and customer engagement. Partners with cross-functional teams on pilot initiatives and supports the development of data-related technologies and methodologies that enhance decision-making and overall efficiency within PBS. Engages with key stakeholders to guide the use of data analytics in strategic planning, project execution, and performance management.

• Data Integrity and Accuracy. Establishes robust data governance frameworks, ensuring that the analytics tools and data systems are fed with accurate, up-to-date, and reliable data. Develops and implements processes to monitor and improve data quality, including data validation and cleaning. Collaborates with technical teams to ensure seamless data flow across various systems, ensuring data is structured for optimal analysis and reporting.

• Collaborates with Portfolio Management and Customer Engagement teams to assess their specific data needs and develop tailored analytics solutions that support strategic objectives. Works with these teams to improve data-driven decision-making, ensuring that data analytics tools meet evolving operational requirements. Facilitates collaboration between technical and non-technical stakeholders, translating business needs into technical specifications. 

• Collaborates with other subject matter experts or stakeholders to select the relevant sources of information, as needed, to perform job duties and makes strategic recommendations on data collection, integration, and retention requirements incorporating business requirements and knowledge of best practices. Provides strategic and technical guidance and hands-on support in the transfer of any required data needed for ad-hoc and ongoing analyses.

• Provides strategic leadership in developing and executing national strategies that optimize the utilization, performance, and value of GSA’s real property portfolio. This includes making informed investment, operational, and divestment decisions to enhance portfolio efficiency and effectiveness.
• Responsible for the strategic planning of and investment in GSA’s portfolio of owned and leased assets. Develops policies, processes and procedures to comply with legislative and regulatory requirements that apply across the entire PBS inventory. Ensures that policies, processes and procedures are successfully implemented and administered by national and regional staff. Ensures funding needs identified in capital programs are appropriately documented and supported for the successful defense of capital programs.
• Leads the review, development, and prioritization of projects within GSA’s annual Capital Investment and Leasing Program (CILP), ensuring that resources are allocated to projects that deliver the highest return on investment and strategic value aligns capital resources from the appropriate budget activities with the projects in PBS’s regions.
• Assesses and improves program effectiveness and/or complex management processes, projects and systems. Issues studied impact the entire region, headquarters and oftentimes the nation, in incumbent's analysis of and implementation of innovations in business matters, ensuring that PBS/GSA continues to develop and employ best in industry practices. Using technical leadership, outstanding creativity and exceptional judgment develops, defines and modifies research and/or programmatic objectives, devising innovative ways to solve problems of major importance to the agency.

As an architect or engineer, you will be responsible for assisting in the overall architectural/engineering (A/E) project management of various leasing, design and construction projects assigned, including, but not limited to, planning, acquisition, design, and construction of new buildings and complexes, as well as the renovation of existing ones. Examples of duties include:

• Assisting with analyzing the A/E issues in project assignment(s), selecting and applying accepted project management techniques and organizational practices.
• Determining the most effective methodology needed to meet project goals and milestones concerned with planning, organizing, controlling, coordinating, reviewing, and recommending or approving design, construction, and related work.
• Assisting with basic qualitative and quantitative A/E analytical techniques to research and gather narrative and/or statistical information, applicable work methods, and procedures to meet deadlines.  Carrying out the successive steps in fact finding and analysis of issues necessary to complete each phase of the project.
• Applying basic project managerial and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

• Monitors effectiveness of contractors in meeting contractual requirements.
• On projects of limited complexity, serves as a point of contact for the customer, and has responsibility for providing customer service.

• Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs such as those involving research, development and production of extensive, specialized equipment or systems; state-of-the-art Information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.
• Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Develops procurement objectives and strategies in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
• Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work and acquisition plans. Prepares determinations and findings and solicitation documents. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Obtains appropriate data from business and technical officials. Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses. As required by the lack of meaningful cost and price information, incumbent explores new or innovative contracting approaches to arrive at an equitable contractual arrangement.
• Plans a comprehensive negotiation strategy, coordinates strategy with others technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract. Performs contract administration, including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment and contract close out. Terminates contracts for the convenience of the Government or default by the contractor.

• Serves as nationally recognized expert on high performance sustainable buildings, energy/water/waste conservation, greenhouse gas emissions, and climate adaptation and risk. Provides high level technical expertise to PBS personnel regarding special, unique and/or other Federal mandates associated with energy/water/storm water/waste management, and sustainability performance in real estate operations and related design and construction project activities. Provides authoritative advice and guidance and consultant support to senior GSA officials on designs, construction requirements, projects and/or building system operations.
• Establishes and implements high performance sustainable buildings, greenhouse gas emissions, and climate adaptation, risk, and resilience policies, directives and guidelines for use across all organizational lines within PBS. Develops standards, training, and facilitates work to establish sustainability practices for all types of GSA facilities and activities. Assures that program goals, objectives, policies, activities and initiatives are executed in coordination with other Federal agencies, requirements, laws, Executive Orders and regulations.
• Provides independent analyses and evaluations of the effectiveness and efficiency of climate and sustainability operations in meeting the GSA’s objectives and goals. • Senior project manager with responsibility for overall project management of prospectus level or equally complex or precedent setting projects. Leads the development of the most major, politically sensitive and complex project plans including methodology, resource requirements, timelines, priorities and budget impact. Directs and performs budget planning. Establishes evaluation criteria and measurements to assess projects. Prepares timelines for project completion, implementing a system for review, control, and reporting on project status.
• Ensures that projects delivered meet agreed to customer requirements. Manages all aspects of the of the project's finances. Ensures the latest trends and state of the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management are applied. • Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record in order to track established performance metrics and historical trends. Conducts and documents lessons learned analysis.
• Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action.
• Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Maintains and/or oversees continuous contact with Federal, State and local officials, and the media (in coordination with Public Affairs) with regard to project issues and status. • Negotiates the business transaction with customer agencies, including utilization rates and financial obligations; develops complex, accurate requests for funding and tracks financial obligations and expenses throughout the planning, execution and close-out of projects.
