Position Overview:

To ensure nominated vessels are maintained & operated in line with Statutory Instruments, Company Policy & Safety Management System, Industry Best Practice & Vessel Owners Requirements.

Key Responsibilities & Accountabilities:

1. Act as the single point of accountability, monitoring all onboard activities and providing Technical & Operational Guidance and Support to the Master & crew of nominated vessels as required.
2. Ensure Safety & Environmental Compliance with respect to Statutory Regulations, Company Policy & Safety Management System, Industry Best Practice, and owner’s requirements are given the highest priority by both the shore and vessels staff.

5. Support Operations superintendent and work together for common objective to operate vessels as required under the SMS and within the purview of Shipman Agreement.
6. Responsible for all budgetary expenditure on nominated vessels, provide timely reports & analysis to Fleet Manager(s) and Owner(s) as required.
7. Responsible for operating vessels within KPIs set out by Wallem’s SMS while maintaining priority on safety and pollution prevention. Technical Superintendent works with other departments of Wallem for meeting commercial expectations and maintaining vessels sea-worthy.
8. Act as Client/Owners point of contact ensuring the highest level of customer Service & Satisfaction are maintained whilst also protecting the Wallem brand and our employees from risk.
9. Provide Direction, Coaching, Guidance, Mentoring and Evaluation of senior sea staff to ensure that all operations are carried out safely & successfully whilst also enabling senior sea staff with their individual career progression & development.
10. Monitor and maintain a thorough knowledge of current Technical Superintendents Work Instructions which maybe subject to review and revision from time to time, whilst completing all Tasks detailed in the Technical Superintendents Work Instructions for nominated vessels.
11. Monitor and optimize vessels and seafarers’ performance. Collaborates with other stakeholders to ensure that vessels and seafarers have adequate resources to perform.
12. Review, write and provide feedback on development area of seafarers, work-performance during specific contract, while setting clear goals and targets.
13. Act as part of the Shore base Emergency Response team as required.
14. Complete any additional tasks as reasonably requested by the Fleet Manager.

Requirements:

• Engineer Officer Qualification, with First Class Chief Engineers Motor license from an IMO whitelist country; OR
• Degree in Marine Engineering/Naval Architecture/Mechanical Engineering or other related.
• Minimum of 2 years’ sailing experience as Chief Engineer onboard; OR
• Minimum of 3 year's experience as Technical Superintendent within the Maritime Industry ashore.
• Able to handle mixed vessels types (e.g dry cargo, containers, gas carriers, RF containers)

Incumbent performs his/her assigned shift, coordinating workflow, determining priority of examinations and ensuring workload completion. Performs a variety of radiographic examinations such as routine, difficult, and complex studies in department as well as OR and on the wards/units. Receives the patient, explains the method of procedure, positions patients, selects and sets technical factors, sets up and adjusts accessory equipment required and makes exposures necessary for the requested procedure. In performing these duties, the incumbent is responsible for the following:

1. Performs standard radiographic examinations of the head, trunk and extremities for diagnoses of illness and injuries with minimal to no assistance. Receives patients and explains examinations to be performed, ensuring patients are properly attired and prepared before positioning patient for requested examination. Performs procedures as defined by the equipment and scope of services, possibly including GI and small bowel series, cholecystograms, cholangiograms, urethorograms, barium and air contrast enemas, myelograms, arthrograms, venograms, DXA Scans, and contrast injections as it correlates to exam. Correlates clinical history, pertinent clinical data and other ancillary diagnostic examinations to obtain radiographic images of optimal value.
2. Able to assist radiologist in fluoroscopic examinations which require incumbent to prepare and administer intravenous, oral, and/or rectal contrast media. Fluoroscopic studies such as upper GI's, barium enemas, esophagrams and small bowel follow through are performed on a digital fluoroscopy unit employing direct digital radiography.
3. Assists in training employees and student technologist, coordinates radiation safety, receives patients and explains procedures, prepares x-ray room and equipment; performs portables, OR procedures, emergency room (Triage), and recovery room.
4. Maintains records of patients examined, and studies performed in the VISTA hospital information system and CPRS.
5. Evaluates the nature of critical and emergency procedures and rearranges patient priorities to accommodate these more urgent requirements.
6. Responsible to explain exams to competent patients so that the patient understands what is to be done as well as what hazards, if any, is possible. Incumbent may be required by procedure or patient's condition to monitor vital signs, recognize allergic reactions and initiate cardiopulmonary resuscitation.
7. Properly identifies patient images using left and right markers. This is essential so that mistaken identity of films to patients does not occur. The technologist must be certain that the patient ID band and the request are identical.
8. Performs operator maintenance on equipment as required.

10. Performs quality control/assurance checks on studies performed to ensure that only optimally diagnostic images are forwarded to the radiologist(s) for interpretation.
11. Practices radiation safety in order to reduce exposure to patients, staff and self. This is achieved by the use of lead aprons, lead gloves, lead shields, lead-lined walls and collimation. Film badges are worn by the technologists to assure compliance to radiation regulations. Major duties include but are not limited to;

• Specialized knowledge of the basic principles and practices related to the management of a medical facility health care delivery system sufficient to recognize the need for improvement to a wide variety of health care management problems, and solve unique problems arising in the health care delivery system.
• Knowledge of VA and medical facility systems, requirements, and regulations in various areas such as hospital administration, budget, personnel and procurement in order to obtain information for studies and to perform coordination functions
• Analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations performed by administrative, technical, and professional personnel and providers sufficient to plan and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of medical facility health care services, using both quantitative and qualitative measures.
• Effectively communicate orally and in writing with a wide variety of health care providers and outside providers of services and products with diverse functions in order to gather information, present recommendations, and coordinate services.
• Knowledge of the medical facility organizational structure; clinical missions, programs and requirements in order to study and analyze procedures and practices related to the provision of medical care and staffing requirements.
• Makes formal presentation to medical management officials to propose major modifications and improvements
• Establishment of an atmosphere conducive to the accomplishment of the basic medical facility mission.
• Identifies and participates in resolving the full range of management problems and assists in the development of proposed management programs on a service, inter-service, medical center, or VISN wide basis.
• The incumbent analyzes, evaluates, and formulates recommendations that result in greater efficiency and economy of operations.
• The incumbent also performs studies that analyze overtime usage, essentiality of work, organizational structure, and staffing requirements.
• Conducts and documents Local Management Reviews, in accordance with the requirements defined in VHA Handbook 1730.2.
• Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems, such as work measurement, work simplification, incentive awards, performance evaluation, management reports, automation, communication analyses, etc.
• Formulates recommendations to include specific plans to correct deficiencies or to increase positive accomplishments of administrative practices.
• Conducts in-depth studies to meet needs that may arise or to meet needs that already exist.
• Direct responsibility for seeking and finding practical solutions which may be achieved in short- or long-range planning.

Provides a range of standard patient care under the guidance of a Supervisory Clinical Nurse.

Assists with cardiopulmonary resuscitation.

Provides first aid and assists with providing emergency medical care to inmates injured in fights and/or accidents.

Administers and documents medications accurately according to policy/procedure and physician orders.

Assigned to rotating shifts and patient care units.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Supervises inmate workers involved in the new construction, rehabilitation, repair and maintenance of the institution's heating, ventilation and air conditioning systems.

Performs routine preventive maintenance on systems that operate continuously.

Must possess skills and knowledge to use measuring instruments and tools required; work with blueprints and drawings and be able to plan and lay outwork, ensuring that materials and related items will meet code requirements.

Maintains security and control of the work area by maintaining key and inmate accountability.
