Under the general direction of the Warden, works with the Associate Warden(s) and department heads in developing plans, policies and programs for institution management.

Monitors and evaluates institution programs in terms of achievement of overall objectives.

May be required to oversee the Inmate Administrative Remedy program at the institution and serve as the Warden's representative during investigations of specific inmate management problems.

Plans, organizes, supervises, and evaluates diversified programs within the institution directed toward the institution's mission.

As an advisor and assistant to the Warden, plays a major role in the determination and establishment of policies and programs involved in the institutional operations.

The Health System Specialist supports the Director's Office by coordinating and directing a limited range of operational matters dealing with planning, congressional issues, Veterans Service Organizations (VSOs), the media, and overseeing and coordinating service networks initiatives with central offices. The incumbent maintains a working knowledge of administrative and managerial processes unique to the agency and veteran health initiatives, such as budget distribution models, emergency management, Joint Commission, compliance, etc. The work involves investigating and analyzing a variety of problems and recommending appropriate solutions. Additional duties include, but are not limited to:

• Monitoring and managing incoming actions and requests from initial receipt to completion and closeout.
• Analyzing responses for completeness and accuracy against known policies and procedures.
• Conducting routine studies on particular operational processes, issue topics, or related special projects where successive steps in fact finding are utilized, and study planning, statistical measurement, data analysis, and narrative report preparation and development may be required.
• Working in coordination with internal reviewing services regarding routine audits and internal/external reviews of a national concern; i.e, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO).
• Tracking routine deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions, and ensuring action or inquiry is closed out with the inquirer or office.
• Working closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems, such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
• Coordinating routine events hosted by officials, including town hall meetings with internal staff, and completing all steps required within an event management process, including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event.

This is a bargaining unit position.

Major Duties:
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. • Serves as point of contact of the Research and Development (R&D) Committee. Responsibilities include oversight of committee to ensure compliance and quality assurance.
• Stays informed and advises on guidelines to ensure compliance with Federal, State, VA and other applicable regulations and guidelines.
• Serves as the accreditation Facility Liaison and is responsible for the preparation of accreditation applications and maintenance of standard operating procedures.
• Responsible for conducting educational sessions for the investigative community on local and external research policies and procedures.

Responsible for performing physical therapy evaluations, formulating objective treatment plans, and providing treatments for patients (inmates) referred by other medical staff.

Plans, implements and administers treatments utilizing various accepted techniques which include, but are not limited to: therapeutic exercise; manual therapy; functional training; prescription, application, and/or fabrication of devices and equipment; integumentary repair and protection; and electrotherapeutic, physical, and mechanical modalities.

Documents all aspects of patient management utilizing the electronic health record according to established policy and licensure requirements.

Makes recommendations on matters of policy, procedures, training, personnel, and equipment, which may include developing written policies and procedures that reflect the objectives and operation of physical therapy services, as well as providing input for multidisciplinary programs with physical therapy involvement.

What are the Major Duties of this Position?

Evaluates and/or supervises the evaluation of inmates to assess competency to stand trial and/or the offender’s responsibility for his behavior at the time of the offense.

Assists in interdisciplinary classification of inmates by identifying behavioral, emotional, personality disorders, organic mental disorders, alcohol or drug dependencies and/or self-destructive potential and the subsequent development of suitable suggested programs for the individual inmate.

Plans and performs both individual and group psychotherapy on a regularly scheduled basis.

Assists in developing mental health programs and in training institution staff on how to recognize and deal with emotional, behavioral, and/or personality disorders.

This position is located in a Federal Bureau of Prisons federal correctional facility, in the Special Investigative Services Office.

Serves as an assistant to the Special Investigative Agent (SIA)/Special Investigative Supervisor (SIS) and is responsible for providing assistance during investigations, developing reports, preparing correspondence, maintaining evidence, and computer support.

Assists the SIA/SIS in conducting investigations of inmate violations of BOP prohibited acts of various severity levels, such as assaults, introduction of contraband or narcotics, possession of money or currency, communicating gang affiliation and/or participating in gang activities, and other prohibited activities. Investigations can range in length from several hours to weeks or months depending on severity.

Along with all other correctional institution employees, the Special Investigative Services Technician is charged with responsibility for maintaining security of the institution. Has institutional oversight responsibility for insuring the legality and duration of confinement of commitments to the custody of the Attorney General.

Accountable for all functions of the above referenced offices which include the intake and releasing systems, physical processing of inmates, prevention of the introduction of contraband, safeguarding and disbursing of inmate personal property, judgment and commitment records maintenance to include archiving, review sentence computations, security and control of records, ensuring the mail room staff process and deliver inmate mail and packages within prescribed time frames, coordination of prisoners' transfer, oversight of data systems.

Maintains liaison with the U.S. District Courts and D.C. Superior Court, other committing agencies, local law enforcement agencies, Federal Bureau of Investigation (FBI), U.S. Postal Service (USPS), Immigration and Customs Enforcement (ICE), U.S. Parole Commission (USPC), and many other local, state and federal law enforcement agencies.

Assist the Safety Administrator or Assistant Safety Administrator in conducting investigations and obtains statements from witnesses and securing physical evidence.

Prepares factual written reports for all concerned that will identify the accident, injuries suffered by staff and/or inmates, cost of property damage and offer recommendations to eliminate future accidents in the future.

Responsible for developing and conducting safety training classes for the inmate population and staff.
