The selectee will serve as a Information Technology Specialist. Typical work assignments include:

• Assisting in the implementation, testing, and maintenance of IT systems and databases to ensure they meet user requirements and design specifications.
• Supporting data governance and management activities to ensure data quality, adherence to data standards, data accessibility, and compliance with regulatory requirements.
• Creating reports and data visualizations to assist staff in data analysis and decision-making processes.
• Assisting in gathering and documenting business requirements for IT solutions.

Major duties include but not limited to:

• Manages, supervises and/or supports major VISN-wide clinical and Administrative initiatives and projects.
• Ensures the integration of all initiatives in terms of phasing, implementing and monitoring of programs.
• Compiles final reports including comprehensive analyses, noting discrepancies, making corrections and initiating remedial actions; monitors action items and ensures appropriate progress and ongoing risk management.
• Develops background and management options available to deal with complex VISN planning and implementation issues.
• Provides consultation, monitoring and analysis of changes in mission, goals, new legislations, provides consultation, monitoring analysis of change in mission, goals, new legislation and technological advances to asses the impact on processes and procedures related to administrative and clinical priorities.
• Provides technical expertise in the fields of Business planning, of healthcare planning, clinical improvement, strategic planning, system redesign and patient centered care.

• Knowledge and ability to navigate, synthesize and analyze significant amount s of data as well as their potential effect on processes, workflows, and various reporting (i.e. SAIL, access, productivity, etc.).
• Responsible for data and reporting management as it relates to access, productivity, utilization, and supply and demand management. In conjunction with other SMEs, assists to oversee processes and workflows that affect supply, demand, productivity, access, utilization, and other items as they relate to access.
• Coordination design and investigation to enhance improvement, readiness, resilience, and sprints. Reviews and provides guidance to identify strategies to reduce backlog. Oversees and monitors consult management issues and provide guidance to VISN GPMs.
• Ensures and expected to support medical facilities of levels 1, 2, and 3 complexities with the Electronic Health Record Management (EHRM) system by addressing the increasing number of operational needs to adapt to the higher level of resource responsibilities and challenges across different sites, as the Oracle Health system requires a broader and deeper skill set of understanding which requires flexibility and informatics integration.
• Responsible to have systemic knowledge and understanding of the often-interconnected processes and variable that affect access, productivity, efficiency and other VHA priorities, which encompass process improvement, supply and demand management, and data/reporting management and validation
• Evaluate and plan work in short and long-range planning efforts; obtain and consolidate information from programmatic units. Compiling information to be presented to the CMO and DCMO, Board of Directors, and Steering Committee for use in the planning, development, and operation of GPM programs.
• Demonstrates skill in applying analytical methods and techniques used to evaluate criteria for measuring program performance and effectiveness.
• Organizing, coordinating, implementing directing, integrating, controlling and evaluation programs and projects for forecast of opportunities to improve the healthcare delivery system.

Electronic Health Record (EHR) Application Configuration Management and Support:

• Serves as a commercial EHR system expert in designing, building, and configuring commercial EHR applications in clinical and business settings.
• Functions as a liaison and advocate for commercial EHR enterprise software applications between clinical and business end-users, clinical advisory groups, and clinician users of all disciplines.
• Evaluate proposed commercial EHR configuration solutions for implementation and recommend changes to workflows, order sets, and clinical content.
• Develop commercial EHR configuration baselines and contribute to change control processes to implement new configurations and workflows.
• Analyzes commercial EHR vendor software release documentation and assesses potential impacts on established configurations.
• Provides commercial EHR application education and assistance to clinical and business end-users.
• Participates in commercial EHR system testing, change control processes, implementation, and performance monitoring activities.

• Provide on-site and/or remote support for end-users during commercial EHR go-live implementation activities.
• Conduct on-site training events when necessary to support commercial EHR go-live implementations.
• Coordinates with Service Desk support personnel to assist clinical and business end-users with application assistance.
• Communicate commercial EHR software application concepts using presentations, demonstrations, or formal documented reports.

• Develop systematic and structured approaches to evaluate software performance to improve clinical outcomes.
• Analyzes application performance and support requests to determine patterns associated with functionality or human-centered design flaws that require intervention and recommends improvements.
• Documents configuration issues at EHR go-live events and develops strategies to improve EHR usability and adoption.
• Evaluate quality improvement processes that impact configuration and/or clinical workflows to support improved technology response and positive patient outcomes.

• Utilize project management concepts, tools, and techniques to plan, organize, and execute all assigned tasks.

• Troubleshooting and fault-finding routing issues (BGP, OSPF & EIGRP)
• Deep understanding of networking protocols (e.g., IPSEC, HSRP, BGP, OSPF, EIGRP)
