The Director of OITP shall assist the Assistant Commissioner in leading and managing the operations in OITP as well as develop technical analyses and well-documented tactical implementation approaches and initiatives that will ensure the accomplishment of the USPTO's priorities, goals and objectives. The incumbent will also:

• Oversee the provision of information technology resources, infrastructure, and capabilities for the examining corps, patent support organizations, and external stakeholders; examples of resources, infrastructure, and capabilities include cloud migrations, artificial intelligence (AI), electronic filing and management of patent applications, and publications of Patent documents.
• Support the development, delivery, and administration of automation training including step-by-step transition guides to ensure successful adoption and implementation of new methodologies.
• Provide support of automation products and services to the Patents business unit.
• Promote and carry out initiatives and practices in support of the strategic plan and goals of the USPTO.
• Aide in the development of policies and procedures that affect immediate organizations in selecting methods and techniques for obtaining IT solutions.
• Develop and implement best practices and processes with respect to Intellectual Property.
• Identify recurring challenges, analyzing trends and establishing measures addressing these challenges, trends and needs consistent with the policies of the Office. Provide a reporting and evaluation system to determine the operating effectiveness, including staffing analysis.
• Participate in the formulation and ensure implementation of quality assurance and quality standards for training new examiners to use appropriate information technology resources.
• Create avenues for user involvement to determine needs and to transform these needs into requirements, and to gain agreement on their priority.
• Provide oversight for transmission of requirements to the Office of the Chief Information Officer and actively assist in the project management, development, and deployment of the resulting tools.

In this position, you will serve as the Deputy Associate Director of Program Development and Chief Product Officer. Additionally, this position:

• Leads the Agency's entire product lifecycle, from ideation and development to launch and post-launch optimization.
• Develops and articulates a clear and compelling product vision and strategy that aligns with the Agency's overall goals and market opportunities.
• Conducts market research and competitive analysis to identify opportunities for product innovation and improvement.
• Responsible for strategic marketing, product pricing, product promotion, customer experience, and business development.

• You will serve as a technical expert advising key leaders and staff on modernizing DON’s information environment, promoting digital enterprise services, governing enterprise architecture and evaluating the implementation of technical solutions.
• You will develop new theories, concepts, principles, standards, and methods related to technology adoption.
• You will provide policy and planning guidance to senior leaders, staff, and stake holders; align internal business practices with government or department wide regulations and policies.
• You will conduct evaluations of Information Management (IM) and Information Technology (IT) plans, projects, and programs to ensure alignment with DON and DoD business and mission needs; establish IM and IT metrics.

In this position, you will serve as the Deputy Associate Director for the Office of Program Management. Additionally, this position:

• Lead a team of experts consisting of project managers, product managers, analysts, and support staff.
• Responsible for the management and execution of multiple projects and programs.
• Supports the Associate Director's efforts to identify, attract, recruit, and develop a multi-disciplinary Office of Program Management team that focuses on project execution and customer satisfaction.
• Coaches, mentors, trains, and develops a highly technical staff to consistently deliver superior project management service.
• Serves as a Project Manager, with overall responsibility for managing technical, specialized projects, i.e., IT and data for short- and long-range planning, scoping, development, and direction of important inter-agency and inter-governmental large multi-year projects.
• Obtain and maintain Level 3 Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) program certification with IT Core-Plus Specialization.
• Plans, directs, and coordinates activities of projects to ensure that established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.
• Plans, directs, and provides management strategy regarding the planning and implementation of assigned projects.
• Analyzes and evaluates the effectiveness of complex projects in meeting goals and objectives and develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of a project.
• Serve as the Acting Associate Director when the AD is unavailable, or when the position becomes vacant.

In this position, you will exercise broad leadership oversight of the Office of the Chief Information Officer (OCIO), with responsibility for the Agency's Information Technology (IT), Cybersecurity, Privacy, and Network Management activities. Additionally, this position:

• Serves as the Agency's Chief Information Officer (CIO), which shares parity with other NTIS Office Heads, i.e., Associate Director.
• Provides centralized oversight and management of the Agency's information resource management activities and executes duties, including those delegated by the Department of Commerce (DOC), that are included in various laws, including the Clinger Cohen Act, Federal Information Security Management Act, E-Government Act, Paperwork Reduction Act, and Federal Records Act.
• Develops and maintains information security reports, dashboards, and metrics that speak to the Agency's risk and threat environment.
• Oversees a comprehensive network management program, including oversight of all planning, installation, and management of the Agency's networks and systems.
• Develops and implements strategies, procedures, and processes that enable the Agency's network to operate 24x7x365. Ensures there are protocols in place to monitor, report, and respond to incidents within the speed of need.
• Advises the NTIS Director and Deputy Director on various IT and technology matters.
• Determines, in partnership with NTIS Offices and the Chief Financial Officer (CFO), the financial and personnel resources needed to achieve the Agency's mission objectives and support mission operations.
• Represents NTIS to intra-Department of Commerce (DOC) external stakeholders, including leading efforts to promote NTIS best practices through outreach to other agencies; reporting IT as required under applicable laws, regulations, and policies; and representing NTIS interests at the relevant CIO Councils, including DOC, and other interagency IT organizations throughout the Federal Government.
