Duties:
The incumbent serves as a Supervisory Health Systems Specialist - Asst. C&P Manager. They are responsible for assisting the Credentialing and Privileging Manager with the operation of the Credentialing and Privileging Program Office at a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS) and is responsible to provide extensive support in the management of Credentialing and Privileging program activities.
Duties include, but may not be limited to the following:

• Assists the Credentialing and Privileging Manager with oversight of all functions related to healthcare providers' professional credentials supporting all divisions of the Medical Center.
• Working collaboratively with local and VISN leadership to identify and/or implement best practices and advising Medical Center leadership of all program requirements pertaining to the Credentialing and Privileging program in collaboration with the Credentialing and Privileging Manager.
• Ensure quality assurance and assist the Credentialing and Privileging Manager with providing oversight for the Medical Center Credentialing and Privileging program.
• Assists the Manager with outlining the VAMC Credentialing and Privileging Program goals and objectives, identifies risks, supervise the Credentialing and Privileging office specialists, ensures training and education, and completes second level reviews as appropriate.
• Provides direct technical and administrative supervision to subordinate unit employees in the VAMC's Credentialing and Privileging Office.
• Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's Credentialing and Privileging program.
• Develops, modifies, and/or interprets performance standards.
• Provides advice, counsel, and instruction to employees on work and administrative matters.
• Identifies developmental and training needs of employees.
• Hears and resolves issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials as needed.
• In the absence of the C&P Manager, serves as the primary consultant for the facility's Credentialing and Privileging program.
• Applies organizational and system-wide strategies for continuous quality improvement as they relate to Credentialing and Privileging processes and procedures.
• Implements mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures as well as quality of customer service.
• Assists with developing, coordinating, and recommending changes for the improvement of workflow in the program or section area.
• Performs other duties as assigned.

Performs highly complex managerial work administering the daily operations and activities for the Program Review Branch, utilizing the Generally Accepted Government Accounting Standards (GAGAS) or other auditing standards adopted by the Federal Bureau of Prisons.

Manages the activities of staff auditors, ensuring the collection, analysis, interpretation, and documentation of information is sufficient to support audit results through reviewing and approving audit programs, priorities, scope, and methodologies for accomplishment of audit objectives; oversees audit activities to ensure all audit program steps are completed as planned; and monitors performance of audit activities to ensure accuracy of results in conformance with professional auditing standards.

Evaluates the results of audit findings and management responses to recommendations, timing, and extent of follow-up activities; oversees follow-up activities to ascertain if appropriate action is taken on reported audit findings; conducts quality assurance reviews of completed audits to ensure compliance with applicable standards; evaluates quality assurance reviews to identify potential improvements in operations; and identifies staff development needs and prepares and presents training to improve staff performance in conformance with professional auditing standards.

Develops training materials and presents training to internal auditors, field staff, and agency leadership.

Oversee the development of technical data, estimates, statistics, suggestion, and other information useful to higher level managers in determining which goals and objectives to emphasize.

Responsible for the total administration of the unit as well as the planning, development and implementation of individual programs tailored to meet the particular needs of inmates in the unit.

Responsible for supervising a staff which consists of correctional treatment specialists, correctional counselors, and unit secretaries.

Responsible for the quality control of entering accurate Financial Responsibility Program data, all progress reports, transfer recommendations, correspondence with probation officers, attorneys, judges, and others.

Responsible for the completion of all requirements in regard to Victim/Witness Protection notification and Central Inmate Monitoring packets, as well as observation cases under a variety of sentencing and pre-sentence/pre-trial statutes, with appropriate recommendations to the Bureau and the courts.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Summary of This Role

• Adept at navigating governance structures.
• Experience raising awareness of information and technology risk throughout an organization.
• Significant experience working with Financial Industry regulators and regulations (E.G., SEC, NYSDFS, State Regulators).

Technology Risk & Controls Skills:

• Extensive knowledge of information and technology risk management policies, methods, standards, tools, and processes (e.g., ISO, COSO, COBIT, NIST) as well as knowledge of compliance, legal, internal / external audit & regulatory requirements.
• In-depth understanding of information technology and business continuity principles and best practices across the industry as well as project management principles.

• Demonstrate effective leadership skills.
• Understanding of metrics development and reporting. Strong problem solving and program execution skills. Ability to prioritize and drive difficult decisions among business partners.
• Ability to solve very complex risk issues that span legal, compliance and regulatory obligations across various lines of business and shared service areas of the company.
• Strong interpersonal and oral/written communication skills, able to build relationships with people at all levels. Experience developing and delivering presentations to all levels of management. Strong ability to develop, lead and manage a professional staff.
• Executes through the team — manages to high standards, empowers others, and holds them accountable while actively engaging and inspiring them at the same time.
• Utilizes strong negotiation and influencing skills to align interests across diverse constituencies, including suppliers, internal business partners, and regulators.
• Drives for results — shows urgency and takes initiative, doesn’t let problem situations linger, and ensures service excellence and efficiency objectives are met.
• Ability to work under pressure and meet close deadlines.
• Experience leading complex, major change initiatives; demonstrated skills in change management.
