The Senior Technical Support Officer will maintain NNL's accountancy and control arrangements in support of NNL project delivery at the Windscale Laboratory and in accordance with legislation and site licence conditions.
Emphasis is on the smooth delivery of the nuclear material accountancy system in support of day-to-day operations and the key receipts and dispatches of material, with the aim of a successful annual verification by the regulatory authority.
In addition, they will be expected to lead on NNLs response to regulatory inspections, lead on material accountancy and control, and deputise for the Technical Support Manager. They will be expected to be appointed as a Nuclear Material Custodian, Nuclear Material Accountant and Nuclear Material Control Officer amongst other roles that are required to sustain Windscale Laboratory accountancy and control function.
Main Responsibilities
Main Responsibilities for Senior Technical Support Officer (Nuclear Material Custodian, Nuclear Material Accountant):
- To act as subject matter expert in matter relating to Nuclear Material Accountancy in Windscale Laboratory liaise with NNL project teams, Sellafield Site functions & statutory regulators as appropriate.
- To authorise and control all receipts and dispatches of nuclear material to and from the Windscale Laboratory.
- To authorise and control movement of nuclear material within the Windscale Laboratory.
- To produce consignment vouchers using data produced from the material accountancy system to enable consignees to record relevant data into their accountancy systems.
- To provide a low-level waste and non-fissile materials accounting system for the Windscale Site.
- To carry out annual stock takes of nuclear material and provide information to stakeholders on material stored in the material accountancy system.
- To maintain, produce and submit accountancy reports required by legislation.
- To maintain accurate and auditable accounts and provide ownership reports to customers as required.
- To ensure that all documentation relating to nuclear material control and accountancy is created, maintained and relevant to Windscale Laboratory.
- To make adequate provision for the training and educational needs of all personnel within Windscale Laboratory whose roles may impact on nuclear material accountancy and/or control.
- To investigate and document all NMAC related anomalies brought to their attention in their Work Accountancy Area (WAA).
- To store and retrieve information and files from the accountancy archive store.
- To carefully and systematically file all records associated with transactions to ensure full traceability and compliance with regulatory requirements.
- To undertake monthly inspections of criticality areas and to ensure that all materials are present and correct.
- To act as system manager for the accountancy system.
Ideal Candidate
Essential Criteria for Senior Technical Support Officer (Nuclear Material Custodian, Nuclear Material Accountant):
- Proven record of establishing, managing and maintaining policy and procedure.
- Candidates must be capable of handling manual and computer data accurately with attention to detail.
- Candidate must be capable of leading NNL Windscale Laboratory interaction with the Office for Nuclear Regulation.
- GCSE or equivalent in Maths and English.
- Good IT skills especially for databases and word processing.
- Good communication skills.
- Good record keeping skills.
- Logical and methodical approach to data processing and analysis.
- Ability to obtain SC level security clearance (this includes but is not limited to identity, employment, financial and criminal record checks plus 5 years' worth of UK residency).
Desirable Criteria for Senior Technical Support Officer (Nuclear Material Custodian, Nuclear Material Accountant):
- Understanding of Nuclear Site License requirements.
- Competency or understanding in basic Nuclear Material Control.
- Basic understanding of software systems and their operation.
- APM Project Fundamentals Qualification (PFQ).
