• You will serve as the Subject Matter Expert for the Contracting Officer’s Representative (COR) program.
• You will oversee the management, implementation of, and continued compliance of COR policy, guidance, and instructions related to NSWC PCD.
• You will conduct and track COR training and certification status and provide COR retraining as required.
• You will perform data analysis, collection, interpretation, and evaluation to develop data-driven solutions that address COR program challenges.
• You will support Command Audits to include, but not limited to the Inspector General and the Procurement Surveillance Program (PSP).
• You will meet all requirements to become a NAVSEA Certified COR Trainer.

Serves as a training instructor in a vocational or occupational training program in the Education Department of a Federal Bureau of Prisons (BOP) correctional facility and may also serve as a program coordinator for other vocational/occupational training programs.

Selects and/or develops curriculums which focus on the appropriate vocational training area.

This position has direct responsibility for the delivery of classroom training for vocational and apprenticeship courses in the field/trade of Welding.

Develops a curriculum design and record-keeping system to organize and track student progress through identified course work.

Ensures the training program(s) are implemented and delivered in compliance with Bureau policies, Department of Labor, and Bureau of Apprenticeship and Training regulations, and the standards established by other certifying agencies and organizations.

Serve as apprenticeship program coordinator with responsibility for coordinating the various occupational training programs and classes, as well as responsibilities which include development, review and evaluation of the vocational trades program.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff's correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

• You will provide technical support to the Maritime Administration and the maritime industry. These efforts are carried out, in many cases, in test facilities unique within the Department of Defense (DoD).
• You will be responsible for the long-term stewardship of Division technical capabilities, including facilities and people, and the support infrastructure for Technical Authority Warrant Holders.
• You will be responsible for ensuring that NSWCCD understands and adheres to all federal and state environmental laws and regulations.
• You will be responsible for the assessment of future DON and DoD needs and the potential of the technology and the political environment affecting national defense efforts.
• You will stewardship decisions integrate factors such as current and future Navy needs, emerging technologies and their prognosis, national and international political trends, university and industrial capabilities, technical risk, and affordability.
• You will develop and execute long term business plans and investment plans describing the current and future investments required by the division to meet current and future customer requirements.
• You will oversee the programs and infrastructure of NSWCCD.
• You will collaborate with other division DTDs and customers to optimize national work alignment.

• You will be expected to concentrate primarily in the areas of federal acquisition law and related litigation, including acquisitions in support of research, development, test, and evaluation.
• You will provide some legal services in the areas of ethics and standards of conduct, the Freedom of Information Act and Privacy Act (FOIA), fiscal law and environmental law.
• You will be expected to provide advice and guidance in the area of federal civilian personnel and labor law, litigation at the Merit Systems Protection Board, the Equal Employment Opportunity Commission.
• You will be expected to provide advice and guidance federal district court, union grievance arbitrations, the Office of Special Counsel for whistleblower issues, and state unemployment hearings.
