The incumbent of this position reports directly to the Chief Enterprise Architect and is responsible for leading and mentoring teams of federal technical architects and contractor resources in creating, establishing, and managing a business outcome-driven EA program that ensures alignment and integration across all architecture domains. The incumbent is responsible for creating and managing programs to develop effective IT standards and architectures from an enterprise perspective and conducting objective assessments of applications, systems, and technology components. Fosters open communication and collaboration across the judiciary, leveraging and enhancing the EA toolset to facilitate knowledge sharing, data-driven decision-making, and governance. The incumbent of this position works closely with stakeholders across the judiciary to identify opportunities for innovation and optimization and supports the evolution of the Enterprise Architecture division's services and operations.
Duties of the position include, but are not limited to:
- Collaborating with the Chief Enterprise Architect and Chief Technology Officer to design, implement, lead, and manage a comprehensive Enterprise Architecture program for the judiciary in coordination with the Business Architecture Branch.
- Leading, mentoring, managing, and supervising subordinate employees and contractors, ensuring effective program execution.
- Performing tasking, monitoring, and performance management for all enterprise architecture efforts.
- Designing, implementing, and managing a program to facilitate enterprise processes, including tactical EA boards, architecture development and governance, portfolio management and optimization, strategic planning and alignment, compliance and risk management, and performance measurements.
- Implementing and managing EA toolset to transparently share business and technical information, artifacts, architectures, solutions, and roadmaps.
- Working closely with the Business Architecture Branch, IT executives and leaders, and other stakeholders to understand the operating models and technical architecture.
- Leading and managing the construction of deliverables, including enterprise standards, application and system assessments, reference architectures, technology capabilities models, as-is and to-be architectures, journey maps, and investment roadmaps.
- Designing, leading, and managing EA services including application portfolio management, technical reference model, EA assessments, solution architecture guidance, gap analysis, and journey mapping.
- Assessing the effectiveness of the Enterprise Architecture program by developing and monitoring performance metrics and delivering and implementing improvement plans to optimize program performance.
- Developing IT standards for the judiciary and monitor compliance with standards across organizations.
- Providing advice to solution architects and stakeholders on applicable technical architectures, solution architectures, standards, and guidance to enhance delivery and compliance.
- Ensuring the EA toolset delivers necessary information and artifacts to judiciary users, effectively communicating as-is and to-be enterprise state, technology and business information, artifacts, dashboards, and metrics to drive technology alignment and understanding.
- Researching and sharing information on emerging EA trends and disruptions, informing the organization of potential opportunities and challenges and providing recommendations for proactive adaptation.
