• Assist the Information Systems Manager with directing the daily activities of the configuration and operation of the personnel management information system(s).

Incumbent typical work assignments may include the following:

• Provides strategic and technical guidance as well as seasoned consultative management advisory services throughout the Fourth Estate on the effective use of human resource management (HRM) tools to support goals and objectives and produce results accomplishing agency missions.
• Assignments include trouble-shooting the most complex and sensitive problems and issues requiring a mastery of advanced human resources principles, concepts, practices, laws, regulations, and a wide range of analytical methods and techniques to resolve HRM problems not susceptible to treatment by standard methods.
• Serves as a senior mentor and technical expert to the staff on executive recruitment, staffing and classification.

• Plans and directs the development of regulations, policies, procedures, standards, and techniques for management of the National Guard labor relations, employee conduct, employee benefits, career development and related third party action programs.
• Coordinates with FLRA, OPM, DOL, DOD, Air Force and Army on all labor management, employee entitlement, and career development issues affecting technician policies covered in regulation and law. • Administers the installation's military personnel testing program for a variety of military tests. Schedules testing requirements ensuring compliance with testing deadlines established by the agency.
• Receives and reviews testing requirements in support of the Weighted Airman Promotion System (WAPS). Monitors daily products such as transaction registers and strength changes to track and determine individual's testing requirements and verify testing eligibility.
• Oversees the Foreign Language Proficiency Pay (FLPP) Program. Ensures all requirements for FLPP eligibility are met. Tests all officers and airmen with commander approval who claim proficiency or native language ability in one or more foreign languages.
• Maintains and controls test material. Monitors and reviews stock levels to ensure appropriate test materials are available. Mails controlled test booklets to all geographically separated units (GSUs) for the Special Test Control Officers (STCOs).
• Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.

1. Plans, organizes, and oversees the activities of the Cadet Force Management Branch, ensuring that cadet force management actions comply with legal and regulatory requirements and meet customer needs.

GS-12 - The primary purpose of this position is to serve as the senior labor relations specialist at an Air Force (AF) installation, establishing and maintaining effective relationships including the use of non-traditional collaborative approaches with labor organizations that represent federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters.
