Position Summary:
To support the Senior Accountants and wider department in the provision of financial stewardship and business management support to efficiently and effectively deliver the OPCC's priorities.
Main Responsibilities
To provide resilience across the other Assistant Accountants' portfolios, and work with the other Assistant Accountants to ensure that the priorities and demands of the team are timely and accurately delivered
To deliver portfolio input into periodic medium term financial planning, and the maintenance of the budgetary control system.
Assist the Senior Accountants in the provision of financial support and guidance to Workstreams and Departments and deliver periodic financial performance to facilitate tactical and strategic direction.
To assist with the delivery of training and familiarisation throughout the Force that promotes good financial management pr To assist with the delivery of training and familiarisation throughout the Force that promotes good financial management practices.
To assist in the production of the statutory financial statements in line with the CIPFA Code of Practice on Local Authority Accounting and International Financial Reporting Standards
To assist in the delivery of the annual budget setting process to ensure the annual budget is set in a timely and accurate manner
To produce Statement of Accounts for bodies closely related to the OPCC in accordance with the Charity Accounts Statement of Recommended Practice.
To liaise with internal and external auditors to ensure systems and process changes are audit compliant and new recommendations are implemented within the appropriate timescales.
To support the Senior Accountants in the delivery of robust business planning and business change initiatives and assist in the financial management and stewardship of externally funded grant schemes, including the accurate and timely completion of Grant returns and claims

Qualifications/Experience:
Must be a part qualified CCAB Accountant or a qualified AAT/CAT Technician.
Must have experience of working within multi-disciplined financial arena.
Must have previous experience of using computerised financial management information systems.
Must have previous experience of analysing data using a variety of applications/methods including option appraisal techniques to provide management information.
Must have experience of producing Statutory Financial Statements and associated year end procedures.
Must have experience of supporting a treasury management function including the analysis and scheduling of investment opportunities
Must have knowledge of the financial flows relating to public bodies.
Must have a practical knowledge of International Financial Reporting Standards and Financial Reporting Standards.
Must have outline knowledge of corporate and financial governance, including Financial Regulations and Manual of Governance.
Must have knowledge of Treasury Management techniques and controls.
Must be able to evidence Continual Professional Development.
Must have a practical knowledge of computer applications (such as Microsoft Office and data extraction tools) to compile data and produce management information.
Must have outline knowledge of the Construction Industry Tax Scheme.
