As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) Title 5 with the Texas National Guard, your duties will include, but will not be limited to:

• Performs actions to initiate system on-line and off-line operations and ascertain and document systems status. Provides technical assistance and guidance to staff and line managers, supervisor, the Human Resources Officer, functional chiefs, specialist staff, and clerical staff in the operation, maintenance and capabilities of human resource information system.
• Provides initial training to newly assigned HRO functional staff to familiarize them with operating remote terminals, coding and inputting transactions, and maintaining system security. Provides training to HRO staff on routine data retrieval from the Customer Support Unit (CSU) and the Regional Support Center (RSC) databases. Assists or leads periodic formal training designed to inform users of current and future changes.
• Uses data system skills and human resources management and administrative knowledge to assist senior specialist in all aspects of analyzing and managing the automated personnel system. Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on or are related to DCPDS.
• Ensures the integrity and upgrade of system hardware and communications required for continued operations through coordination and cooperation with responsible office, including local area network (LAN) operations. Assists with security management to include performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination.
• Performs other duties as assigned.

• Exercises technical responsibility for the management of the automated human resources (HR) information system and applies data systems skills and practical HR management expertise to effect smooth operation. Provides technical advice and guidance to Human Resources Officer (HRO), functional chiefs, other HR Specialists, and clerical staff in operation and maintenance and on capabilities available in DCPDS to assist them in their day-to-day decisions and to help them obtain maximum utilization of the automated system.
• Directs, monitors, and controls operations and maintenance of the DCPDS system. Monitors daily file maintenance through review of system-generated reports, error reports such as Pay Rejects, Pay500 outputs and Batch print files. Oversees daily pickup and distribution of products.
• Serves as primary representative for training issues related to information systems in HRO. Determines training requirements on all HR and payroll information systems and advises office staff as to the kind and frequency of training deemed appropriate. Develops state training plans and outlines to implement training strategies. Plans, conducts, and evaluates training of HR personnel to include training related to DCPDS and Defense Civilian Pay System (DCPS) payroll routines, modifications, and procedures, Discoverer query statements to produce reports and operation of CPUs and monitors.
• Consults with representatives of serviced organizations and HRO staff to design, implement, and maintain HRO-unique subsystems. Responsible for monitoring computer equipment to prevent lost or stolen items and promptly reports discrepancies. Evaluates and approves requests from HRO personnel and other interested organizations for special non-routine products. Analyzes Headquarters NGB procedures as they affect HR operations; develops and implements local procedures to accomplish higher headquarters objectives; ensures compliance with such procedures at local level. Uses both the Customer Support Unit (CSU) product and the Regional Support Center product for employing immediate inquiry techniques.
• Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination.

As a HUMAN RESOURCES SPECIALIST (MIL) INDEF Title 32 with the Texas National Guard, your duties will include, but will not be limited to:

• Serves as an advisor to commanders on military education benefits as well as assigned. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible.
• Responsible for and oversees the direction of the Education Services/EPM/OPM or Incentives program and functions as the technical expert. Determines the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required. Provides information and ensures regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, Selected Reserve Incentive Program (SRIP), discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Area of Concentration (AOC), Functional Areas (FA), Additional Skill Identifiers (ASI), Special Qualification Identifiers (SQI), Military Occupational Specialty (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers, casualty assistance, and requests for retention beyond mandatory removal date. Reviews and determines eligibility upon accepting military technicians (dual status) or AGR positions. Assists other organizations and agencies/units in development of battle roster and personnel assignment.
• Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert. Responsible for and ensures the timely and accurate processing of submitted military personnel actions. Manages a control log to maintain document control and an audit trail of all transactions received and dispersed in SIDPERS. Notifies units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem and maintains a database for tracking and suspension of submissions for identification of trends and problems. Identifies problem areas in the types of submissions (based on rejects/incomplete documentation), the locations where training is needed and creates and provides training material. Reviews and processes the units forecasted MTOE and TDA structures.
• Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Oversees the performance of document handling, records maintenance, and the Integrated Personnel Electronic Records Management System (iPERMS). Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. Establishes access control lists to restrict unauthorized personnel from gaining access to personnel files other than their own or for those they are responsible for. Selects staff members to accompany files on an as needed basis i.e., review boards, SRP's, mobilizations/de-mobilizations, etc.
• Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Performs limited supervisory duties which include assignment and review of work on a daily, weekly, or monthly basis; assure that production and accuracy requirements are met; approval of leave; effect minor disciplinary actions i.e., warnings or reprimands; identify training needs; and recommend performance standards and ratings.
