The Associate Deputy Under Secretary for Health for Quality and Patient Safety (Associate DUSH for QPS) is a direct report to the Deputy Under Secretary for Health (DUSH) and supports the overall work of the Office of the Under Secretary for Health (USH). The incumbent serves as a Social Work Program Coordinator, locally titled Caregiver Support Program (CSP) Manager, which provides a state-of-the-art continuum of services, education, and resources to caregivers of Veterans with complex needs. The incumbent oversees service delivery and coordination of care activities for family caregivers who provide personal care services to eligible Veterans regardless of period of service. The CSP includes the Program of Comprehensive Assistance for Family Caregivers (PCAFC) and the Program of General Caregiver Support Services (PGCSS) at the VA Health Care System.

Responsible for defining the mission and vision of the service, developing the scope of practice for social workers, designing a Social Work Service Plan of Care, and ensuring implementation of quality improvement measures. Responsible for developing, planning, clarifying, administering, and managing the Social Work Service for the Mann-Grandstaff VA Medical Center and its four Community-Based Outreach Clinics.

Facility has a variety of clinical programs with a wide range of acute activities providing inpatient and outpatient services and treatment for patients in general medicine and surgery, medical specialty programs, geriatric and extended care, psychiatry, substance abuse, hospice and palliative care, home-based primary care, community care, and various other ambulatory care programs with related educational and program evaluation functions. Overseas programs: Caregiver Support, PACT, CBOC, Inpatient, Palliative Care Social Work, Care Cancer Care Navigation, APU Inpatient, Urgent Care, Vet Center consultation Rural Health, Community Nursing Home, Veteran Direct, Home Health Aide, Respite, Community Living Center, Intimate Partner Violence, Spinal Cord, Transplant, and Medical Foster Home. Full responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship for a social work program.

Functions/Scope of Assigned Duties

The Associate Director Education supports the Deputy Director and the Senior Consultant for Operations in overseeing SPP Education and is responsible for coordinating and supporting VHA's National Strategy for Preventing Veteran Suicide and develops national suicide prevention training and education as well as recommends policy, programming and planning actions, and strategic guidance for suicide prevention for the Department of Veterans Affairs. The Associate Director Education provides support to the operationalization of the VA's 10-year National Strategy and its four major domains (Healthy & Empowered Communities, Clinical & Community Prevention Services, Treatment & Support Services, Surveillance, Research & Evaluation) through the SP NOW initiative.

The incumbent is responsible for the advancement of the translation of new suicide prevention initiatives into educational resources across the VA system and works closely with the Rocky Mountain MIRECC and VISN 2 CoE for Suicide Prevention in the translation process. The Associate Director Education is responsible for ensuring national rollout of initiatives are in alignment with implementation science principles and include interface with a wide range of clinical and administrative offices within VHA. These initiatives embody the mission to make "suicide prevention everyone's business" by co-leading the integration of suicide prevention into the broad VHA health care continuum.

The Associate Director Education will provide primary leadership to the Education team within the SPP office, leading the national suicide prevention education and training program as well as development of a policy and legislative agenda. The work directed is, administrative, technical, and complex. The incumbent adheres to local and national VA policies, often consulting with peers on professional and technical matters. The incumbent assists the Senior Consultant of Operations with complex reviews of effectiveness, efficiency and productivity of suicide prevention office efforts and develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, which has wide ranging impact on other VA and national level programming.

The incumbent uses critical decision-making skills to prioritize difficult needs and solve problems quickly, logically, and accurately. Employs good judgment, initiative, and creativity in independent and collaborative problem solving and in designing solutions when guidelines do not exist or apply or where gaps exist. In this way, the Associate Director Education, under the supervision of the Senior Consultant for Operations, affects the workings of SPP and the outcomes for Veterans and stakeholders. This work includes developing new ways to resolve major administrative problems or planning the most significant administrative management aspects to ensure successful program implementation.

Providing a specialist service to children attending special schools with Speech/Language and communication needs (SLCN) working closely with parents/carers, and staff to enable children to develop their speech, language and communication skills and to access the curriculum
To assess the needs for, develop and implement specialist Speech and Language Therapy treatment to children referred to the SLT Education service (ARP/special schools).
To provide advice to others regarding the management and care of children with communication difficulties
To be accountable for own professional actions and recognise own professional boundaries, seeking advice from senior colleagues as appropriate
The post holder will also provide some day-to-day supervision and peer review support to less experienced colleagues and students, including second opinions when necessary.
The post holder will run appropriate in-service training independently for school and other staff.
The post holder will have well developed specialist skills in a specialist area of SLCN within the broad range of speech, language and communication needs encountered within the caseload of school aged children
