Program Management (40%)The Voluntary Services Officer is responsible for planning and leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes. The incumbent is responsible for the proactive and agile utilization, to include the commitment and distribution of community resources in support of organizational goals, objectives and strategic priorities.

Collaborates with Department-level organizations, to include but not limited to the Secretary's Veterans Experience Office, the Center for Strategic Partnerships, and the VHA Office of Community Engagement to support national initiatives that involve community partnerships designed for execution at local facilities or in support of largescale national programs, providing evaluation and recommendations to further program impact and long-term success.

As the primary Volunteer Engagement Manager, the Voluntary Services Officer is responsible for upholding the national and international occupational standards established for the profession. This includes the strategic utilization of volunteers throughout the healthcare system, across Administrations and those assigned to community-based roles.

Personnel/Training (35%)The Voluntary Services Officer is free from technical supervision subject to only administrative direction from executive leadership team or designee.

The incumbent provides technical and administrative supervision to subordinates which may include an Assistant Chief, Specialist, Program Support Assistant, Secretary or other administrative staff. Conducts thorough and exhaustive research on potential community partners to determine suitability for development of non-monetary partnership agreements. Directs the strategic communications planning for the department, ensuring consistent and positive public perception, developing campaigns and other brand-management activities to highlight the community's active involvement and advocacy for Veterans,families, caregivers and the mission of VA. The RAC- RN utilizes all avenues of resources available to provide safe and efficient timely coordination of quality health care and services. The incumbent collaborates and coordinates the patient's plan of care with the multidisciplinary team members.
Safe Patient Handling Coordinator

The Safe Patient Handling Coordinator RN provides leadership and assumes continuing responsibility for the planning, development, implementation, coordination, maintenance, and evaluation of the Safe Patient Handling Program and the facility level.? He/she assumes accountability and facilitates goal-directed teams over a period of time to educate safe patient handling at the unit peer leader (UPL) level and throughout the facility.? In addition, the HUD-VASH Social Work Supervisor will provide high quality social work case management, care and services to a small caseload of assigned Veteran patients enrolled in the HUD-VASH Program. This includes active case management and care coordination, clinical assessment and treatment, advocacy, and coordination of linkages to other appropriate VA or community service providers/agencies as needed by the client. This is accomplished in cooperation with other members of the HCHV/HUD-VASH treatment teams and/or other interdisciplinary teams as appropriate. The Supervisory Social Worker is expected to function at the Full Performance Level and demonstrate the capacity to work independently in the clinical setting.

The HUD-VASH Social Worker Supervisor will function as an integral member of the HCHV/HUD-VASH treatment team, actively participating in patient assessment, treatment planning, case management, and provision of a full range of treatment and services to all assigned Veteran patients.

The HUD-VASH Social Work Supervisor will provide administrative, technical and clinical supervision necessary for accomplishing the work of the organizational unit for assigned social work staff within the HUD-VASH Program.

Supervisory and administrative responsibilities will comprise approximately 70% of the HUD-VASH Social Work Supervisor's assigned duties.

The HUD-VASH Social Work Supervisor will also manage a small caseload of Veterans enrolled in the HUD-VASH Program as a secondary assignment and will work in coordination with the HCHV Program Coordinator to provide a seamless system of healthcare services.

The Supervisory Social Worker actively participates in program planning and development, advising the supervisor of shifting trends with caseloads and identifying the need for and making recommendations on program procedure or policy changes based upon work experiences.

The Supervisory Social Worker takes responsibility for improving professional skills, participating in planning and executing specific staff development projects, attending seminars and institutes, and participating in training programs of other disciplines as requested.

The Supervisory Social Worker performs accountability functions: 1) document all contacts with patients/families in the medical charts; 2) completes statistical and other reports in accordance with VA Medical Center and respective professional discipline service policies.

The Supervisory Social Worker understands the intimidation of bureaucracy and will act as an advocate when it serves the best interest of the Veteran/family.
