Major Duties:

This position provides oversight for a variety of software programs integral to the overall administration, equipment packages, and operations of medical service. Controls critical applications, (i.e. Clinical Procedures (CP), Home Oxygen, Oncology/OncoTrax, and Clinical Case Registries). Reviews all software upgrades for medical service programs within VISTA. This position is responsible for the direction of a highly complex consolidated Radiology program that includes General Radiography, Fluoroscopy, Computed Tomography, Magnetic Resonance Imaging, Nuclear Medicine, Molecular Imaging, Positron Emission Tomography, General Ultrasound, Vascular Ultrasound, and Interventional Radiology programs. The incumbent performs duties related to the receipt, intake, and indexing of health and administrative information and supervises all Advanced Medical Support Assistants (AMSA) in the service.

• Coordinates service preparation for external reviews which include Joint Commission, OIG, CAP, FDA, etc., which may include completing survey questionnaires, scoring Joint Commission Standards in Accreditation, updating and revising appropriate policies, and assuring that departmental records are accurate and maintained appropriately.
• Develops, recommends, and updates General/Administrative laboratory policy and procedure manuals in compliance with applicable VHA, Joint Commission, and CAP accreditation requirements.
• Responsible for development and recommendation of all PLMS quality management policy memorandums as required. Ensuring that memorandums meet all applicable VHA, CAP, Joint Commission, FDA, and AABB regulations.
• Maintains membership on hospital and Network committees as appropriate: Patient Safety, Quality Management. Serves as PLMS liaison on these committees.
• Provides oversight, guidance, and advice in the development of required Quality Assurance monitors and focused reviews.
• Oversees design of data collection forms appropriate to the indicators being monitored, making recommendations and suggestions when necessary.
• Presents or assigns quality assurance data, quality management information and quality issues as they arise and their resolution at staff meetings.
• Performs an annual assessment of the PLMS QI/QA plan to determine the plan's effectiveness. This assessment includes any follow-up action taken as a result of QI/QA monitoring and evaluation activities.
• Maintains the CAP Proficiency Testing program for PLM&S. Ensures that all Proficiency Exams are logged and tracked in the system. Monitors proficiency testing results for all Laboratory Sections as required by accrediting agencies.
• Coordinates PLMS response to FDA product recalls. Serves as OBVAMC Laboratory representative for lab related FDA recalls.

As a Licensed Independent Provider, the Nurse Practitioner practices autonomously and in coordination with health care professionals and other individuals. The incumbent provides a wide range of health care services, including the diagnosis and management of acute, chronic, and complex health problems; health promotion; disease prevention; health education; and counseling to individuals, families, groups and communities. Must be an excellent communicator and team player who is adaptable to the needs of a growing medical center. The Community Living Center (CLC) Nurse Practitioner works with the interdisciplinary team in caring for Veterans during their stay in the CLC. The APRN will provide direct patient care, as well as coordinate care with consultants for specialty care. The APRN will also provide education on disease process, medications, and care needs to Veterans, families and staff in addition to participate in screening Veterans for CLC admission, tracking outcomes, and monitoring and reporting trends to improve quality of care in the CLC.

Other duties and responsibilities include, but are not limited to:

• Providing high-quality care, increasing access & improving outcomes for Veterans.
• Obtaining and evaluating medical histories; performing physical examinations; performing therapeutic and diagnostic procedures; and ordering laboratory studies, radiographs, electrocardiograms, and other special examinations.
• Making arrangements for further care if appropriate (e.g., by entering consults) and serving as a consultant to other providers.
• Working collaboratively with all levels of staff including trainees (e.g., medical students, NP/RN students, PA students, interns, residents, etc.) and a multidisciplinary staff in a fast-paced educational, and collegial environment.
• Developing and implementing evidence based nursing protocols and organizing educational activities targeted toward staff training and development.
• Independently manages a panel of patients with acute and chronic health conditions, emphasizing health promotion and disease prevention, through evidence-based diagnosis and treatment.
• Prescribes pharmacologic and non-pharmacologic interventions.
• Assesses and adjust the plan of care as needed to achieve optimal patient outcomes.

Duties include, but may not be limited to the following:

• Pulls stock inventory and material for delivery; replenishes stock inventory; interacts with clinical and administrative customers and maintains records on stock levels;
• Communicates to the Lead or Supervisor any concerns related to supplies, equipment and procedures.
• Provides information to customers regarding medical supplies;
• Monitors expiration dates, rotates stock to limit outdates and removes items from use as required by outdates;
• Monitors and controls critical supplies;
• Performs daily inventory using bar coding equipment on a predetermined schedule that will allow for timely replenishment;
• Resolves differences between records and physical count of stock;
• Distributes items according to established or ad hoc requirements in computerized inventory management systems;
• Delivers supplies in a timely manner and ensures supplies and material delivered are in sterile and operational condition;
• Completes specialty cart preparation;
• Cleans assigned secondary areas in accordance with aseptic principles; and
• Receives supplies and material into the medical center's catchment area.

The incumbent serves as the Caregiver Support Program (CSP) facility manager and provides a continuum of services, education and resources to caregivers of Veterans with complex needs. The incumbent overseas service delivery and coordination of care activities for family caregivers who provide personal care services to eligible Veterans regardless of period of service. The CSP is integrated with the family and other programs as it is critical the incumbent be based in the medical center to provide administrative and clinical support for any walk of Veterans

Duties include but are not limited to:

• Establishes and maintains an ongoing education program for Veterans, caregivers, and community agencies, students, and staff
• Develops and facilities CSP-Program focused direction, orientation, coaching, in-service training, staff development, and continuing education programs
• Develops and implements a plan for outreach to Veterans and Veteran caregivers who may benefit from CSP program services
• Maintains a current network of referral resources to include peer support mentoring groups, caregiver skill building and self-care educational opportunities, mental health support, legal and financial services
• Directs Social Work staff assigned to CSP and is the subject matter expert to the VA facility leadership and staff for all CSP issues
• Performs the administrative and personnel management function relative to staff supervised including personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement
• Responsible for monitoring performance measures at the local, VISN, and Central Office levels
• Providing responses to congressional inquiries
• Oversees the daily operation of the CSP program
