Duties include, but may not be limited to the following:

This position is located in the Health Information Management (HIM) at the VA Healthcare System. Medical Records Administration Specialist (MRAS) in VHA perform work concerned with the management of a health record program or the provision of services related to medical record administration/health information services. MRASs manage, preserve, analyze, and supervise the use of diagnostic and therapeutic health records/health information management. They develop policies and procedures and provide advice on the use of health records and health information management.

MRAs work in day-to-day assignments, and they perform data mining; complex data analysis; and interpret and transform data into accurate, consistent, and timely information in support of the business and operational needs of the HIM department and the organization. They present findings and recommendations and facility leadership. MRAs perform workflow analyses, recommend process improvements, identify and implement best practices, and implement changes as needed to improve the productivity and quality controls of the HIM department. They prepare workload and production reports, monitor trends to identify efficiencies and outliers, and recommend appropriate actions which may involve collaborating with staff at all levels for resolution. In collaboration with the Health Services Administrator (HSA), the Clinical Director, and peer Assistant Health Services Administrators (AHSA), manages and directs the activities of a multi-disciplinary team of health care professionals who are responsible for medical, dental, and allied health services to the inmate population.

Responsible for the oversight of daily clinic operations, emergency services and management of inmates with chronic illnesses.

Plans and coordinates purchases and/or contracts for supplies, equipment, specialty care or ancillary services and maintains par inventory levels.

Assists the HSA and Regional HSA to implement the agency’s re-entry initiatives including timely Inmate Skills Assessment data entry at admission and evaluation of health status documented in an updated electronic exit summary at release.

Assists with monitoring the provision of release medications and electronic transmission of health records to community healthcare providers rendering continued medical or mental health care when applicable.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Major Duties and Responsibilities:

I. Library Program Development, Implementation, and Administration
The incumbent is knowledgeable and skilled in all areas of library science and is delegated the primary professional responsibility to plan, develop, implement, evaluate, and revise the library program for this medical center. The incumbent:

• Develops and maintains knowledge-based systems and services relevant to the organization's needs.
• Acts as the point of expert knowledge in searching and evaluating the health care literature.
• Establishes, implements, and reviews program guidelines, policies, and operating procedures.
• Develops, recommends, and monitors program budgets.
• Supports the activities of library staff, including providing and giving advice, counsel, and instruction.

• Serves as the expert in searching highly specialized biomedical, nursing, and allied health and health management, databases, and the Internet. Carries out complex searches providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts, and encourages the self-directed learning of staff. Applies expertise to searching and developing multiple health-related databases including, but not limited to, MEDLINE, CINAHL, Psych Info, Cochrane Library, UpToDate, as well as databases in affiliated fields such as business and the social sciences. Incumbent applies in-depth knowledge of the terminology and practices of health care disciplines, including all fields of medicine and surgery, dentistry, nursing, mental health, health administration, pharmacy, and allied health fields, to accurately interpret questions and complete reliable and comprehensive searches. Ensures that librarians maintain current skills in all aspects of searching relevant to Beckley VAMC provides training and development opportunities as needed.

• Develops and maintains a robust clinical librarianship program. Works with physicians, nurses, and other staff in clinical settings and in routine clinical conferences, such as Morning Report, to provide patient-specific information. Functions as a resource to clinicians by searching medical databases to identify and retrieve knowledge-based information to resolve questions and controversies in diagnosis and treatment, clarify clinical decisions, decide upon the best course of care, and elucidate rare medical conditions. Uses knowledge of evidence-based practice and resources to provide highly specific, case-related medical literature which contributes to quality patient care as well as quality clinical education for medical students, residents, and clinical staff.
• Leads Supervisor trainings throughout the year to ensure all supervisors (especially new supervisors), are aware of their duties.
• Pursues outreach efforts to market and fully exploit the benefits of library tools and resources for information seekers, trainers, and project leaders. Meets with teams and committees to present information about library resources and services and how they can be used most effectively.

• Conduct electrocardiogram (EKG), phonocardiogram, echocardiogram, or other cardiovascular tests to record patients' cardiac activity, using specialized electronic test equipment, recording devices, or laboratory instruments including conducting exercise electrocardiogram tests to monitor cardiovascular activity under stress by using VA approved modalities of documentation.
• Design and explain cardiology treatment plans based on patient information, such as medical history, reports, and examination results.
• Provides daily Inpatient notes on cardiology patients and consultation notes for Emergency room patients on day of occurrence.
• Diagnose medical conditions of patients using records, reports, test results, or examination information.
• Explain procedures and discuss test results or prescribed treatments with patients for both inpatient and outpatient encounters.

The Supervisory MSA plans and directs programs at Medical center primary care clinics and has full supervisory responsibility. Assignments include but are not limited to:

Assigning and evaluating the work of subordinate staff, resolving complex problems, evaluating new products, equipment , and systems to make recommendations for improved operations. Identifying educational or training needs, making final decisions on selections, evaluating performance and taking disciplinary action when necessary. Responsible for managing medical center primary care clinic grids and cancellations, letters and any other clinic scheduling needs in collaboration with the primary care administrative officer. Works collaboratively in the PACT care delivery model and performs all related duties; customer service and other duties assigned for the proper and timely treatment of patients and assure appointment schedules are maintained by MSA staff for one or more outpatient clinics. He/she must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs. The supervisor makes assignments by defining objectives, establishing priorities and determining deadlines, assists with unusual situations which to do not have clear precedents.
