PART TIME (33 Hours Per Week) Pharmacy Technician (West Haven Inpatient Pharmacy) GS-0661-07

Under the supervision of a Pharmacist, or Supervisory Pharmacy Technician, pharmacy technicians perform routine pharmacy functions including receiving prescriptions from patients in writing or electronically from physicians. Pharmacy technicians prepare prescriptions by counting, pouring, weighing, measuring, and mixing the medication if necessary. Pharmacy technicians maintain patient profiles, prepare insurance claim forms, stock, and take inventory of medications. Pharmacy technicians prepare medications for inpatients in various settings, including sterile product preparation.

Pharmacy technicians at the GS-07 level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/ specialized pharmacy technicians and participate in performance improvement initiatives. At the GS-07 level, pharmacy technicians use independent judgement to perform the full range of duties in the pharmacy. They also function as staff pharmacy technicians in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight.

Duties include but are not limited to the following description:

• Compounds sterile and non-sterile products.

Duties include, but not limited to:

Provide individualized massage therapy treatment

Research and quality improvement
Participates in research and quality improvement activities related to massage therapy.
Uses various communication techniques to encourage and educate individuals and groups to enhance massage therapy outcomes.

Administration
Reviews patient referrals to screen for appropriateness of care and direct Veterans to other services when necessary

The Columbia VA Health Care System is currently recruiting for the position of a Rotational Pharmacy Technician. Pharmacy Technicians at this grade level can work autonomously, using independent judgement to perform a full range of duties. The technician will assist in both outpatient and inpatient Pharmacy areas. Inpatient functions include packaging unit dose medications utilizing unit dose packaging machine, replenishing stock in automated dispensing machines, conducting routine ward inspections, preparing intravenous admixtures, and delivering medications to inpatient wards and outpatient clinics. Outpatient functions include filling and labeling medications for verification by a pharmacist, assisting patients at the pharmacy pick-up window, cleaning and refilling the outpatient automated dispensing machines, and preparing outpatient-controlled substances in accordance with facility policy for pharmacist verification. The incumbent performs all duties under the supervision of a pharmacist and is expected to acquire and maintain a high degree of accurate productivity and performance. The technician assigned to this role will be assigned to all areas, duties, and tours to cover all technical work assignments in the pharmacy, and other duties assigned by management.

Major duties include, but are not limited to:

• Accurately interpret, fills, and prepares prescriptions with appropriate medications and or medical supplies for pharmacist verification.
• Appropriately restocks controlled substances items in automated secured cabinets (i.e., Pyxis) in pharmacy or throughout medical center, as assigned.
• Assures drugs and supplies are appropriately stored and secured according to USP and VA guidelines, including the storage of high-risk, look a-like sound alike, hazardous, controlled substances, corrosive chemical, flammable liquids, and refrigerated items.
• Utilizes automation dispensing equipment available to the pharmacy staff following all safety and QA procedures. Reports automation malfunctions timely to the supervisor as appropriate.
• Compounds and/or reconstitutes oral or external medications (non-sterile).
• Answers questions from pharmacy and non-pharmacy personnel regarding drug distribution. Identifies basic therapeutic problems, such as duplicate therapy with drugs in the same class and alerts the pharmacist to the possible need for clinical intervention.
• Assists in training and orientation of new staff technicians, interns, and students. Assumes an active role in the overall pharmacy-training program consisting of students, externs, interns, etc.
• Ensures that proper handoff occurs when receiving or delivering controlled substances, assuring that at all times these medications are never left unsecured.
• Complies with all laws, regulations, directives, policies, and procedures applying to the dispensing, storage, transfer, inventory, and accountability of controlled substances.
• Assists inspectors with the inventory and accountability inspections.
• Receives and responds to all telephone inquiries from patients/family members regarding any issue related to prescription availability.

You will render expert contract pre-award and post award expertise to all administrative and clinical services within the medical center and supported catchment area. Duties include, but may not be limited to the following:

• Develops procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations;
• Conducts analyses and recommends courses of actions to ensure that vision clinical and administrative service requirements have addressed considerations such as construction, budgeting, supporting manpower and other factors;
• Provides training to the facility Contracting Officers on procurement policies and new processes and procedures related to procurement;
• Establishes, expedites and reviews consolidation of all procurement packages including unique, emergent and complex requirements to meet timely and technical needs of assigned acquisitions;
• Develops and conducts presentations/recommendations to leadership and other stakeholders to explain regulations and procedures;
• Negotiates performance requirements among multiple sites and service lines in order to obtain agreement, standardize enterprise equipment, supply and/or service requirements in support of strategic acquisition plans;
• Establishes and maintains controls to ensure that contracts are executed in accordance with terms;
• Advises on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements and delivery order processes including requirements, definition, justification and approval for service contract extension, method of contracting, evaluation of proposals and all phases of contract administration; and
• Monitors quality assurance surveillance plans to ensure that contracted services meet the expectations and needs of the facility.
